Project management, project advisory or contract administration?

Use this project management and advisory page when the brief, feasibility, budget, procurement route, risk and overall delivery strategy still need client-side control. Contract administration can form part of a wider appointment, but it is not the same role.

If a building contract is already selected and you need formal instructions, valuations, certificates and completion procedures, use our dedicated contract administration service. Compare contract administration.

Project Advisory Surveyors London

Construction project management consultancy and services in London

Our project advisory service helps clients define, procure and manage building works from initial strategy through to completion — so the works delivered are the works the building actually needs, on a controlled cost and programme.

We support major works, remedial projects, refurbishment, fire safety works and planned maintenance, covering brief and feasibility, specification, tendering, procurement, contract administration and completion control. Under this professional appointment we act only as the client-side adviser: the works are carried out by a contractor independent of HCS, which keeps our cost, quality and programme judgement objective. A separate group works appointment with Hampstead Renovations cannot be combined with this advisory role for the same package.

Before You Instruct

What to send, and what you receive

Outline the building and the works and we will set out how we can support delivery and a fee before you instruct.

What to send before we quote

  • The building address and postcode
  • The proposed works
  • Any existing surveys or specifications
  • Leaseholder or funding constraints
  • Your target programme

What you receive

  • A clear scope of our role and deliverables
  • Documents suited to the stage (for example specification, tender or contract administration outputs)
  • Independent oversight and reporting through delivery

Where specialist designers or engineers are needed, we set out the gaps and coordinate the right input. Ask what the report would include.

When To Instruct Us

When to appoint a client-side project management consultant

Clients usually come to us with works to deliver and a need for control, not a role title. These are the typical triggers.

  • Survey, defect or fire safety findings need turning into works.
  • A residential block has major works and Section 20 consultation.
  • A refurbishment or remedial project needs client-side control.
  • You need a procurement route and cost certainty before committing.
  • A building contract needs formal administration once let.
  • Leaseholder, freeholder and agent stakeholders need coordinating.
  • A funding application must align with the works programme.
  • You want independent oversight separate from the contractor.
London Context

London projects need technical control and commercial discipline

Works to occupied residential blocks, commercial assets, schools and period property require careful brief definition, stakeholder management and contract control.

We combine building surveying diagnosis with practical project delivery so the works specified are the works needed.

Client-side project management on London buildings is mostly about controlling risk that sits outside the contractor's interest: an occupied block that has to keep functioning through the works, leaseholder consultation and communication, restricted access and neighbour and party wall interfaces, and specifications that must be tight enough to price and enforce. We take a project from brief and feasibility through procurement and contract administration to handover, defining scope, programme and budget at the outset and then holding the works to them. Because the diagnosis is done by chartered surveyors, the works specified are the works the building actually needs — not a contractor's preferred package — and remedial, refurbishment and capital projects stay aligned to cost, quality and programme. Acting only for the client keeps decisions, certification and change control independent of the delivery team.

Outputs

What you receive

Project brief

Clear definition of scope, risk, budget, procurement route and programme.

Tender pack

Specification and documents suitable for competitive pricing.

Progress reporting

Regular reporting on cost, quality, programme and risk.

Completion control

Practical completion, defects and close-out management.

Our process

Project management for construction projects: client-side process

Project advisory engagements cover everything from a single residential refurbishment through to multi-block major works. The four stages below are the structure most instructions follow.

1. Brief and feasibility

Clarify the client's commercial and technical objectives, options appraisal, indicative cost guidance, risk register and procurement strategy. This stage is decisive for cost certainty later.

2. Design coordination and procurement

Coordinate design team appointments, manage information flow, prepare tender documents, run the tender, evaluate returns and recommend contractor appointment.

3. Construction phase oversight

Programme oversight, regular progress reporting, change control, risk log management and stakeholder communication. Where we also act as contract administrator, the roles are coordinated under separate appointments.

4. Completion and lessons learned

Practical completion, handover, snagging and defects-period oversight, final account close-out and a lessons-learned report for future instructions.

Common issues

Common project advisory issues we manage

The patterns below come up repeatedly in instructions across London. They guide where we focus inspection and reporting effort.

Brief drift

Briefs that evolve through design without formal change control drive cost overruns. We maintain a frozen-baseline brief and a documented change register from concept stage onwards.

Information flow

Late information delays construction and creates loss-and-expense exposure. Our project information schedule sets owners and dates for each information release.

Stakeholder coordination

Residential block works often involve leaseholders, freeholders, RMC directors, managing agents and lender enquiries. We structure communications so each stakeholder sees the information relevant to them.

Programme contingency

Surveying-led programmes often discover unexpected conditions during opening-up. We build appropriate contingency into the programme and the cost plan rather than discover the gap mid-contract.

Professional Boundaries

Client-side project management consultancy, not contractor-side construction management

Project advisory and contract administration are independent client-side roles. Under this appointment we define, procure and oversee work delivered by a contractor independent of HCS. HCS cannot hold the contractor appointment for the same package, because that would compromise cost, quality, change-control and certification decisions.

Project advisor, contract administrator, employer's agent and CDM Principal Designer are separate roles that can be held on the same project only under separate written appointments where competence and independence allow. Where structural design, fire engineering, cost consultancy or legal advice is required, we identify it and coordinate the right specialists rather than implying it is covered, and we do not guarantee a funding, consent or regulatory outcome.

London Inspection & Reporting Workflow

A representative project advisory instruction

The following London inspection and reporting workflow breakdown shows how our RICS surveyors scope, inspect and report on real properties across London; see our published London surveying case studies for completed project records.

  • Typical client: a freeholder, RMC or managing agent for a residential block
  • Typical project: major or remedial works following a survey or fire safety findings
  • Typical issue: scope, cost certainty, procurement and leaseholder consultation
  • Typical instruction: project advisory through to contract administration
  • What the client typically receives: a defined brief, a tender pack, progress reporting and completion control
  • How it is typically used: to deliver the works on a controlled cost, quality and programme basis with Section 20 alignment
  • Related services: Section 20 & Major Works, Contract Administration, Clerk of Works

The RIBA Plan Of Work

The client-side construction project manager and building project manager across the RIBA Plan of Work

Construction projects in the UK are structured around the RIBA Plan of Work and its eight stages, from strategic definition and preparing the brief, through concept and technical design, to manufacturing and construction, handover and use. The project manager’s job is to hold the client’s objectives — time, cost, quality and risk — steady across those stages, and to make sure each gateway is genuinely passed before the next begins.

That role is distinct from two others it is often confused with. The contract administrator is the named function under the building contract who issues instructions and certifies payment; the employer’s agent plays the equivalent role under design and build. The project manager sits above the contract, managing the whole delivery — the brief, the consultant team, the programme, the budget and the reporting — on the client’s behalf, and we are clear about which hat is being worn on any instruction.

Good project management is mostly about controlling risk before it becomes cost. A clear brief and a realistic programme at the outset, disciplined change control once on site, and honest reporting against the budget prevent the surprises that derail schemes. On residential block and estate works that discipline also has to line up with the leaseholder consultation and funding, so the technical programme and the statutory process move together.

FAQs

Project Advisory and Contract Administration London FAQs

What is project advisory?

Project advisory is client-side technical and commercial advice to define, procure and manage building works. It covers the brief, options appraisal, budget and risk, procurement strategy, tendering and oversight through to completion, so the works delivered are the works the building actually needs.

How is project advisory different from contract administration?

Project advisory is the broader client-side role across the whole project. Contract administration is the formal role of administering a specific building contract once it is in place, issuing instructions, valuations and certificates. We can provide either or both, under separate appointments, where competence and independence allow.

Do you handle major works to residential blocks?

Yes. We advise on major works strategy, specification, procurement, the Section 20 consultation context and contract administration for residential blocks and estates, and we coordinate the works with leaseholder communication and reserve fund planning.

Can you manage remedial works after a survey?

Yes. Survey, defect or fire safety findings often lead to a specification, procurement and managed remedial works. Keeping the diagnosis and the delivery joined up means the works address the actual cause rather than the symptom.

Do you advise on procurement route selection?

Yes. The procurement route, whether traditional, design and build, construction management or two-stage, is one of the most consequential project decisions. We compare the options against cost certainty, programme, design control and risk allocation for the specific project.

Are you the same as a CDM Principal Designer?

No. CDM Principal Designer is a distinct statutory role under the Construction (Design and Management) Regulations. Project advisor, contract administrator, employer's agent and CDM Principal Designer are separate roles that can sometimes be held on the same project under separate appointments where competence and independence allow.

Can you act as employer's agent or contract administrator too?

Yes. Depending on the procurement route and the appointment, we can act as contract administrator on a traditional contract or as employer's agent on a design and build contract, alongside or instead of the project advisory role, with the scope confirmed in writing.

Can you support a funding application alongside project advisory?

Yes. For Cladding Safety Scheme, Building Safety Fund and similar applications we can prepare or coordinate the technical evidence and align it with the project programme so funding milestones match construction milestones. We support evidence and coordination and do not guarantee a funding decision.

Do you carry out the building works yourselves?

Not under this appointment. Project advisory and contract administration require a contractor independent of HCS. HCS may separately quote for a different suitable works scope only after a conflict review, and HCS will not independently administer, certify or monitor its own contractor work.

How do you keep leaseholders and stakeholders informed?

Residential block works often involve leaseholders, freeholders, RMC or RTM directors, managing agents and lender enquiries. We structure communications so each stakeholder receives the information relevant to them and so Section 20 and reserve fund implications are clear.

When should we appoint a project advisor?

The earlier the better. The brief and feasibility stage is where cost certainty is won or lost, so involving a project advisor before the scope and procurement route are fixed usually gives the best control of cost, programme and risk.

Role Separation

Project advice and contractor delivery are separate routes

HCS may provide client-side project advice using an external contractor, or HCS may separately be considered as contractor for a suitable fit-out, light refurbishment or minor-works scope. HCS does not independently administer, monitor, certify or approve its own contracting work. Review the separate works-delivery route.
