Fire safety consultants London: facade and building safety advice
Managing agents, freeholders, housing associations and estate teams often need one joined-up route through external wall risk, fire compartmentation, fire doors, facade defects, cladding remediation and Building Safety Act duties.
Hampstead Chartered Surveyors & Building Consultancy provides RICS regulated building surveying and project advisory support across these connected issues. We use cautious, evidence-led reporting and coordinate with competent fire engineers where statutory fire engineering opinion or specialist certification is required, subject to appointment scope and competence requirements.
What to send, and what you receive
Share a few building details and we will confirm the right assessment or survey scope and a fee before you instruct.
What to send before we quote
- The building address and postcode
- Height or number of storeys, if known
- Tenure and how the building is used
- Any existing fire risk assessment or fire reports
- Drawings or previous external wall information
What you receive
- A written assessment, survey or review suited to the instruction
- Findings and recommended next steps
- A clear scope of what was and was not assessed
Some work can need specialist input (for example opening-up, laboratory analysis or a fire engineer); we set out where this applies and coordinate it where instructed. Ask what the report would include.
What this service covers

- You need advice before a Cladding Safety Scheme or Building Safety Fund application.
- You need to understand whether specialist fire engineering input is required.
- You need building safety evidence for a higher-risk building — safety case, golden thread or key building information.

Fire safety consultant London support and facade survey coordination
London landlords, managing agents, freeholders and accountable persons often need a fire safety consultant before they know whether the route is a facade survey, FRAEW, EWS1 advice, compartmentation review, fire door inspection or Building Safety Act evidence pack.
The Grenfell Tower Inquiry final report, published on 4 September 2024, keeps external wall systems, product evidence, competence and building safety duties under sustained scrutiny. Our role is to turn that pressure into a scoped building surveying and project advisory route for each London building.
Where a fire engineer London appointment is required, we identify that boundary and coordinate competent fire engineering input rather than presenting RICS building surveying advice as a substitute. This page is not a substitute for legal advice, statutory fire risk assessment duties or specialist certification where those are required.
Fire engineering, design and statutory sign-off are separate
We provide RICS regulated building surveying and project advisory support. Where statutory fire engineering opinion, a formal fire risk assessment, FRAEW sign-off or specialist certification is required, we confirm competence, insurance and appointment scope before proceeding, and coordinate with competent fire specialists where needed.
EWS1 is a lender and valuation-facing process, not a life-safety certificate, and does not replace statutory fire risk assessment duties. Building Safety Act support is framed around evidence, gap analysis and coordination — it sits alongside, not in place of, the duty holder's statutory obligations. We are explicit about where specialist input is required rather than implying it is covered.
London building safety context
This structure helps managing agents, housing associations, schools, universities, healthcare estates and commercial property teams move from initial risk concern to investigation, reporting, funding support, remedial specification and project monitoring.
Our advice is evidence-led and written for serious property decision-makers. Where legal advice, specialist fire engineering input or statutory role appointments are required, those matters are identified clearly rather than implied.
London building owners rarely need a single fire safety product in isolation; they need a consultant who can see how external wall risk, compartmentation, fire doors and Building Safety Act duties fit together for a specific building. A managing agent may start with a lender's EWS1 query, only to find it depends on a FRAEW to PAS 9980, which in turn raises compartmentation and cavity-barrier questions and, for taller blocks, formal safety-case evidence. The capital's stock — post-war estates, converted period buildings, 1980s to 2000s developments and recent mixed-use towers — means the right starting point differs from building to building. As RICS regulated surveyors we scope the instruction to the actual risk and evidence available, coordinate competent fire engineers or assessors where formal sign-off is required, and are explicit about what our advice does and does not cover rather than implying a certificate we are not providing.

View Cladding Safety SchemeWhat affects the fee?
Fire safety and facade instructions are scoped individually, so the fee reflects the building and the assessment you actually need rather than a fixed rate. The main factors are:
- The height, size and complexity of the building
- The type of assessment or survey required
- The fire strategy, drawings and previous reports available
- Whether intrusive investigation or opening-up is required
- Whether specialist fire engineering input needs to be coordinated
- The depth of reporting and any remediation support required
- The programme and any regulatory or funding deadlines
We confirm a written scope and fee before you instruct, so the cost is clear before any commitment.

Fire Safety & Facade Consultants London FAQs
What is a FRAEW?
A Fire Risk Appraisal of External Walls (FRAEW) is the methodology set out in PAS 9980:2026 for appraising the fire risk of an external wall system on an existing multi-storey, multi-occupied residential building. It considers the materials, cavities, cavity barriers, attachments such as balconies, and the building context, and produces a risk rating that supports informed decisions about remediation, mitigation or no further action. A FRAEW must be carried out by competent professionals with the right experience and insurance for the building in question. We support the building consultancy around a FRAEW and coordinate competent specialists where the appraisal itself requires specialist fire engineering input.
Is EWS1 a fire safety certificate?
No. EWS1 is a lender and valuation-facing process. RICS describes it as a way for a building owner to confirm that an external wall system has been assessed by a suitable expert so that mortgage valuations can proceed. It is not a life-safety certificate, it is not a building safety sign-off, and it does not replace the statutory fire risk assessment or the duties of the responsible person or accountable person. An EWS1 form is only as good as the assessment behind it, which is why competence, scope and insurance must be confirmed before any EWS1 work is instructed.
When is PAS 9980 needed?
PAS 9980 applies to existing multi-storey, multi-occupied residential buildings where the external wall system needs to be appraised. Whether a FRAEW is needed for a particular building depends on its height, construction and materials, any recent assessments, lender or valuer enquiries, leaseholder sale or remortgage pressure, and the building safety duties on the responsible person or accountable person. We help clients work out whether a FRAEW is actually required, what evidence already exists, and the most proportionate route forward, rather than commissioning work that may not be needed.
Who needs fire compartmentation surveys?
Compartmentation surveys are typically instructed by managing agents, freeholders, resident management companies, housing associations, local authorities, school and university estates, healthcare estates and commercial landlords. They apply to residential blocks, mixed-use buildings, institutional buildings and other multi-occupied premises where cavity barriers, fire stopping, service penetrations and compartment lines need to be checked. They are commonly triggered by a fire risk assessment action, planned major works, a Building Safety Act evidence requirement, or concern following works by others. The survey identifies breaches and gives a prioritised remedial schedule.
How does this support Building Safety Act duties?
Subject to appointment scope, we support accountable persons and principal accountable persons of higher-risk buildings with technical evidence gathering, compliance gap analysis, safety case report information, golden thread and key building information, and coordination with competent fire engineers where required. This sits alongside, not in place of, the duty holder's statutory obligations under the Building Safety Act 2022. We are explicit about which duties remain with the accountable person and where specialist or legal input is required, so the client understands exactly what our support does and does not cover.
How do managing agents use this advice?
Managing agents typically use this advice to plan investigation proportionately, report to leaseholders and resident management companies, prepare Section 20 consultations for major works, support Cladding Safety Scheme or Building Safety Fund applications, and instruct remedial specification and contract administration. Advice is framed around appointment scope, available evidence and the need for specialist input where required, so agents can demonstrate to leaseholders and boards that decisions were taken on an objective, evidenced basis.
