Higher-Risk Building Support
Building Safety Act compliance work needs disciplined evidence, cautious technical advice and a clear understanding of the limits of each appointment.
We support London higher-risk residential building clients — Accountable Persons, Principal Accountable Persons, managing agents and freeholders — with technical building information review, building safety evidence gap analysis, survey route planning and golden thread information support. This sits alongside, not in place of, the legal, fire engineering and operational building safety advice the dutyholder must obtain.
What to send, and what you receive
Share a few building details and we will confirm the right assessment or survey scope and a fee before you instruct.
What to send before we quote
- The building address and postcode
- Height or number of storeys, if known
- Tenure and how the building is used
- Any existing fire risk assessment or fire reports
- Drawings or previous external wall information
What you receive
- A written assessment, survey or review suited to the instruction
- Findings and recommended next steps
- A clear scope of what was and was not assessed
Some work can need specialist input (for example opening-up, laboratory analysis or a fire engineer); we set out where this applies and coordinate it where instructed. Ask what the report would include.
When to instruct Building Safety Act support
Clients usually come to us with a duty to discharge or a gap to close, not a service name. These are the typical triggers.
- You are an Accountable Person or Principal Accountable Person for a higher-risk building.
- You manage a higher-risk residential building (generally 18 metres or 7 storeys and over, with at least two residential units).
- You need help preparing safety case evidence.
- You are reviewing or structuring golden thread information.
- You need a Building Assessment Certificate readiness review.
- You have gaps in fire, structure, facade or maintenance records.
- You need to coordinate FRAEW, compartmentation, fire door or facade investigations as building safety evidence.
- You need to understand where legal, fire engineering or statutory appointments are required.
What this service covers
Clients often need help turning scattered records, legacy reports and new survey findings into usable building safety information.

London building safety context
We provide technical building surveying and building safety evidence support. We do not provide legal advice, fire engineering certification, or a guarantee of Building Safety Regulator acceptance. Where legal advice, fire engineering input or statutory role appointments are required, we identify that clearly.
Our advice is evidence-led and written for serious property decision-makers. Where legal advice, specialist fire engineering input or statutory role appointments are required, those matters are identified clearly rather than implied.
London has a large share of the higher-risk buildings the Building Safety Act 2022 was written for — residential and mixed-use blocks at least 18 metres or seven storeys tall — and the statutory roles must be separated clearly: each accountable person assesses and manages risks in its own part, while the principal accountable person registers the building and prepares and updates the safety case report using the APs' evidence. APs and the PAP also have golden-thread information duties.
The recurring problem across the capital's stock is missing history: blocks that have changed ownership, been extended or re-clad, and never had as-built records maintained, so the evidence the regime expects simply is not there.
We help accountable persons work out what the Act requires for their specific building, audit the information they hold against the golden thread, coordinate the surveys and specialist input needed to close gaps, and structure the evidence toward a defensible safety case. Where fire engineering or formal assessment is required we identify it rather than implying we provide it.

How a Building Safety Act instruction works
Initial building and dutyholder review
We confirm the building, whether it is a higher-risk building, and the Accountable Person or Principal Accountable Person position.
Existing record review
We review drawings, fire strategy, prior FRAEW, fire risk assessments, maintenance and historic works records.
Gap analysis
We identify missing or weak building safety evidence against the information a safety case needs.
Survey route planning
We set out the technical surveys required — external walls, compartmentation, fire doors, facade or structure.
Technical information gathering
Surveys and document collation are carried out or coordinated, with competent specialists where required.
Safety case evidence support
We help structure the technical evidence that supports, but does not replace, the safety case report.
Golden thread information review
We help organise key building information so it can be maintained as a golden thread.
Final report and next-step recommendations
A clear report sets out evidence, gaps, the survey route and the actions that remain with the dutyholder.

Read the guidanceWhat affects the fee?
Building Safety Act support is scoped to the building and your duties under the Act, so the fee reflects the compliance position rather than a fixed rate. The main factors are:
- Whether the building is a higher-risk building under the Act
- The number of buildings and their height and complexity
- The state of the golden thread and existing safety information
- The gateway or registration stage the building is at
- The scope of safety case and resident engagement support required
- Coordination with other assessments, such as FRAEW or fire risk assessments
- The programme and any Building Safety Regulator deadlines
We confirm a written scope and fee before you instruct, so the cost is clear before any commitment.

Is this legal advice?
No. This is technical building surveying and building safety evidence support. We do not provide legal advice, fire engineering certification, or a guarantee of Building Safety Regulator acceptance. Clients should take legal advice where the interpretation of the Building Safety Act 2022, statutory appointment duties or liability is in question. Where legal, fire engineering or statutory role appointments are required, we identify that clearly so the dutyholder knows what sits with us and what must be obtained elsewhere. Our role is to make the technical evidence behind building safety decisions robust, organised and defensible.
What is the role of an Accountable Person?
Under the Building Safety Act occupied-building regime, an Accountable Person is an organisation or individual that owns, or has a legal obligation to repair, any common part of an occupied higher-risk building. They must assess and manage the building safety risks — spread of fire and structural failure — for the parts they are responsible for, and keep that under review. We support Accountable Persons with the technical building information, surveys and gap analysis behind those duties; the statutory duties themselves remain with the Accountable Person and are not transferred to us.
What is the role of a Principal Accountable Person?
Where a higher-risk building has more than one Accountable Person, the Principal Accountable Person is the one responsible for the structure and exterior. The Principal Accountable Person carries additional duties, including registering the building with the Building Safety Regulator, preparing and updating the safety case report, applying for a Building Assessment Certificate when BSR directs it to do so, and preparing and reviewing the resident engagement strategy. We provide the technical evidence and information support behind these duties; the statutory responsibilities remain with the Principal Accountable Person.
Can you support safety case reports?
Yes. We support evidence review, building information gap analysis and the technical inputs a safety case draws on — external wall, compartmentation, fire door, facade and structural condition evidence. This supports, and does not replace, the safety case report itself or the dutyholder's statutory obligations. The work is carried out subject to appointment scope and competence requirements, and we identify clearly where specialist fire engineering or legal input is required rather than implying it is covered.
Can you help with golden thread information?
Yes. We help clients identify, structure and review the key building information needed to manage building safety, so it can be kept accurate and current as the golden thread. That includes reviewing what records exist, identifying gaps, and recommending how technical information should be organised and maintained. We do not operate the client's information management systems or assume the dutyholder's ongoing responsibility for keeping the golden thread up to date.
Can you prepare a safety case report?
We provide the technical building evidence, condition information and gap analysis that a safety case report relies on, and help structure it. The safety case report itself, and the assessment that it is satisfactory, remain the dutyholder's responsibility and commonly require fire engineering and other specialist input. We are explicit about which elements we can support and where competent specialist or legal input is required, so the report is built on properly scoped, properly attributed evidence.
Do you provide fire engineering sign-off?
No. We provide RICS regulated building surveying and project advisory support. Statutory fire engineering opinion, formal fire risk assessment, FRAEW sign-off and specialist certification are distinct roles that require specific competence and insurance. Where an instruction needs them, we confirm competence, insurance and appointment scope before proceeding and coordinate with competent fire specialists rather than implying that input is covered. This careful boundary protects the client and ensures the right professional signs the right document.
Does this include external walls and compartmentation?
It can, and it often should. FRAEW and PAS 9980 external wall appraisal, facade investigation, fire compartmentation surveys and fire door inspections frequently provide the most important building safety evidence for a higher-risk building. We help scope which surveys are actually needed, coordinate them, and bring the findings together as structured building safety evidence rather than a set of disconnected reports.
Can you help before a Building Assessment Certificate application?
Yes. We provide a readiness review: a building information and evidence gap analysis, a recommended survey route, and help organising technical information so the dutyholder is prepared for engagement with the Building Safety Regulator. The application itself, and the statutory duties around it, remain with the Principal Accountable Person, and we do not guarantee Building Safety Regulator acceptance — that decision rests with the regulator.
Who instructs Building Safety Act support?
Accountable Persons, Principal Accountable Persons, managing agents, freeholders, resident management companies, right to manage companies, housing associations and local authorities commonly instruct this support for higher-risk residential buildings. Managing agents and freeholders often instruct on behalf of, or alongside, the Accountable Person, and we frame the work so it can be relied on by boards, leaseholders and the dutyholder.
