Level 2 Homebuyer Surveys Across London

A RICS Level 2 Home Survey, often still called a HomeBuyer Report, gives London buyers independent condition advice before exchange. It is the practical mid-level survey for conventional houses and flats where you need clear ratings, defect advice and next steps without commissioning a full Level 3 Building Survey.

RICS Level 2 vs Level 3: which survey level do you need?

The right RICS survey depends on the property's age, condition and construction type. Not sure which you need? Try our Level 2 vs Level 3 survey chooser.

When a Level 2 Home Survey is usually enough

  • The property is modern or conventionally built.
  • The property appears to be in reasonable condition.
  • You are buying a typical flat, maisonette or house.
  • No major alteration history or obvious structural concern is apparent.
  • You are not planning major refurbishment immediately after purchase.

When you need a Level 3 instead

  • The property is older, listed or in visibly poor condition.
  • The property has been extended, converted or significantly altered.
  • There are signs of damp, cracking, movement or leaks.
  • The construction is unusual, large, complex or non-standard.
  • You plan major refurbishment or structural works after purchase.
  • You need detailed advice on likely causes and repair implications.
  • You need a fuller technical narrative than condition ratings.

We carry out Level 3 surveys across London, including period-stock areas such as Hampstead, Dulwich, Walthamstow and Tooting, where older construction, alterations and ground conditions often make the fuller survey the proportionate choice.

Read the dedicated RICS Level 3 Building Survey page. Tell us about the property and your concerns and we will recommend the appropriate level. Ask which survey you need.

Level 2 Scope

What a Level 2 Home Survey covers

Every Level 2 Home Survey we deliver is carried out under the RICS Home Survey Standard, the mandatory RICS framework for home surveys.

RICS condition ratings

Clear ratings for the main accessible elements so you can see which issues need urgent attention, which need repair, and which are currently lower risk.

Visible defects and risks

Concise reporting on visible damp, movement, roof, external fabric, internal condition and maintenance issues within the agreed Level 2 inspection scope.

Pre-purchase advice

Guidance on the appropriate survey level for your property based on age, construction type, condition and your specific concerns.

Next steps

Advice on whether further investigation, legal enquiry, contractor input or a Level 3 Building Survey should be considered before exchange.

Inspection limits and separate instructions

Accessible areas and services

A Level 2 inspection covers accessible parts of the building without opening up its fabric or moving fitted floor coverings and heavy furniture. Only visible services are inspected; the survey does not test electrical, gas, heating or drainage installations or certify their safety. Where access prevents inspection, the report records the limitation and any need for further investigation.

Flats and common parts

We agree which accessible parts of the wider building are relevant to your flat and can be inspected. A flat survey does not automatically give access to other homes, roof spaces or every shared element. Tell us about common parts, known roof problems and access restrictions before booking. We will state the areas inspected and the limits of the available evidence.

Condition advice and valuation

Our Level 2 Home Survey reports on the property’s condition, not its value. If you also need a market valuation, for example to check a purchase price or for probate or divorce, tell us at the outset: it is a separate instruction that we can provide through our property valuation service, with the purpose, valuation date and responsible valuer agreed before appointment. An insurance reinstatement cost assessment is different again: it estimates rebuilding cost, not market value.

Further investigation

Some issues, for example structural movement, drainage or damp, can need specialist follow-up or a Level 3 route; we say clearly when that applies and what is and is not covered. Building pathology and defect diagnosis.

How It Helps

How a Level 2 report helps buyers

The value of a survey is in the decisions it supports, not just the document. A clear report helps you act before exchange.

  • Understand visible defects before exchange of contracts.
  • Decide whether to proceed, renegotiate or investigate further.
  • Plan repair priorities after completion.
  • Avoid obvious maintenance surprises.
  • Know when specialist input is justified.
  • Brief contractors or advisers where required.
  • Understand limits of the inspection format.
  • Make a confident decision on whether Level 2 is enough.

FAQs

Common questions about Level 2 Home Surveys

What is a RICS Level 2 Home Survey?

A RICS Level 2 Home Survey is a mid-level homebuyer survey for conventional houses and flats in reasonable condition. It uses RICS condition ratings, highlights defects and risks, and gives concise next-step advice before exchange.

Is a HomeBuyer Report the same as a Level 2 survey?

Yes. Many buyers still say HomeBuyer Report, but the current RICS format is the Level 2 Home Survey. It is designed for pre-purchase decisions where the property is reasonably conventional and you need clear condition advice rather than a full building pathology report.

When is a Level 2 survey usually enough?

A Level 2 survey is usually proportionate for a modern or conventional flat, maisonette or house that appears to be in reasonable condition, has no obvious structural movement, and has not been heavily altered. We still check your property details before recommending it.

When do I need a Level 3 Building Survey instead?

Choose Level 3 where the property is older, listed, extended, converted, visibly defective, unusually constructed or planned for major works. For the full scope, read the dedicated Level 3 Building Survey page rather than relying on a Level 2 overview.

Can you help me choose before I instruct?

Yes. Send the property address, listing link and any concerns you already have. We will advise whether a Level 2 Home Survey is proportionate or whether the risk profile points to Level 3 before you commit.

Can the report help before exchange?

Yes. Most buyers instruct a survey after an offer is accepted and before exchange of contracts, so the findings can inform the decision to proceed, the price, and any conditions. We agree timing with you when you instruct so the report supports your transaction timeline.

How long does a RICS Level 2 Home Survey take?

The on-site inspection for a typical Level 2 Home Survey often takes a couple of hours, depending on size, access and complexity. The written report normally follows within a few working days. We confirm timings before you instruct.

Do you survey flats as well as houses?

Yes. We survey houses, maisonettes and flats, including period conversions and mansion-block flats. For leasehold flats, we explain what could be inspected and where wider building or freeholder information would add value.

Will the survey include the roof and common parts of my block?

We agree which accessible parts of the wider building are relevant to your flat and can be inspected. A flat survey does not automatically give access to other homes, roof spaces or every shared element. Tell us about common parts, known roof problems and access restrictions before booking. We will state the areas inspected and the limits of the available evidence.

Is a Level 2 survey suitable for listed or conservation-area homes?

Sometimes, but listed, heavily altered or obviously older conservation-area property often needs Level 3. If a Level 2 survey is too limited for the building, we will say so before you book rather than forcing the wrong format.

Is a lender valuation the same as a home survey?

No. A lender valuation is prepared for lending purposes and is not a substitute for an independent survey of the property condition. A RICS home survey is for your benefit as the buyer.

Does a Level 2 Home Survey include a market valuation?

No.

My lender has asked for a specific report. What should I send?

Send the lender’s or valuer’s exact written requirement, the property details and any existing reports. We will consider whether the requested work falls within our competence and confirm the proposed scope. A report should address the actual question being asked. Acceptance remains the lender’s decision and cannot be guaranteed by the surveyor.

Can the survey identify whether further investigations are needed?

Yes. Where visible signs suggest a more complex issue, the report can recommend targeted further investigation, such as drainage, structural engineer input, or specialist damp or timber advice.

I already have a survey but need one defect investigated. Can you help?

Send the existing report and identify the question that remains unanswered. We can consider a focused inspection of that defect, or an initial review of the evidence where appropriate, through our building pathology and defect diagnosis service. The proposal will explain what we intend to investigate and the report you will receive, so that you can see how the new instruction builds on the work already done.

Will the report help with negotiation?

It can. A home survey often provides clearer evidence of defects, repair issues and maintenance exposure that may inform negotiation or budget planning. The survey is professional advice on condition and risk, not a negotiation service.

Are home surveys only for older properties?

No. Older properties often present more obvious maintenance risk, but newer and modern homes can also benefit from independent condition advice where defects, alterations, conversion work or specific purchase concerns are present.
