Preparing the Bloomsbury instruction
A Bloomsbury consultation pack needs a recognisable building boundary. Start with the freehold plan, the occupied entrances and the parts proposed for repair. An adjoining university, hospital or office may influence access arrangements, but its presence does not establish a right to use its land.
Bloomsbury’s larger residential buildings
Camden’s adopted Bloomsbury appraisal records nineteenth-century tenement and mansion blocks, including Parnell House in Streatham Street, alongside later public and private flats. It describes larger footprints and buildings of several storeys. This gives a documented residential context for the brief without treating every Bloomsbury property as a mansion block.
For an individual instruction, separate the street elevation, internal courts and any connected wings on an annotated drawing. A single postal address can hide different access arrangements. Ask the client to identify which roofs, staircases and external surfaces sit within the contemplated repair package before survey coverage is agreed.

Investigate the inner elevations as well as the street front
An attractive frontage is only one part of the inspection. For a block with a lightwell or internal court, establish whether upper surfaces can be seen safely and whether rainwater outlets are accessible. Record inaccessible areas individually so a tenderer can recognise the remaining uncertainty.
Where staining is reported below a parapet, distinguish the observed mark from its suspected cause. A measured repair schedule can connect investigation photographs to specific bays and levels. It should not convert a general impression of age into an instruction to replace an entire elevation.
Coordinate deliveries with neighbouring occupiers
Prepare a proposed delivery route showing the unloading position, travel through the building and storage limits. If neighbouring premises control part of that route, obtain their requirements early enough to inform pricing. A contractor should price an evidenced logistics arrangement rather than an assumed empty courtyard.
An occupied block also needs a method for communicating temporary changes to entrances. Invite the managing agent to identify accessibility requirements and periods when disruption would be especially difficult. Keep those operational constraints separate from promises about a completion date that has not been tested by the tender process.
Make consultation observations easy to answer
A leaseholder may question why one wing appears to receive more work than another. The technical response should point to the inspection record, proposed treatment and relevant location on the drawing. Questions about who pays require the landlord’s lease and service-charge advice alongside that explanation.
Retain an observations register with a reference for each response and any resulting specification change. Before estimates are compared, check that bidders have received the same clarified information. Otherwise an apparently cheaper offer may simply omit work that was added after its initial visit.
Define the adviser’s stages and the handover record
For a fee scope, distinguish measured investigation, specification writing, tender comparison and attendance during construction. Include the number of entrances and any specialist access needed to inspect concealed surfaces. The proposal can then identify the work included without relying on an unsupported percentage of construction cost.
At handover, arrange the records by building part rather than by contractor email date. Directors should be able to find the treatment applied to an internal court, its maintenance information and any unresolved item. Carry forward limitations where a surface remained inaccessible instead of describing the whole building as checked.
Section 20 thresholds and responsibilities
For England, qualifying works trigger consultation when any one leaseholder’s relevant contribution is more than £250. For a qualifying long-term agreement, the test is more than £100 for any one leaseholder in an accounting period. Such an agreement has a term of more than 12 months, subject to the statutory definition and exclusions. Check the highest actual contribution under the leases, including VAT where payable, rather than relying on the average for the block.
Thresholds effective from 31 October 2003; statutory sources checked 1 October 2026. This source check is separate from the page’s human review date.
Sources: qualifying works amount, agreement amount and accounting period, agreement definition and commencement.
Reform watch: Government has consulted on raising the thresholds and a draft Leasehold and Commonhold Reform Bill was published in January 2026. Government consultation; draft Bill. Check the current law before relying on a proposed change.
HCS does not prepare or serve statutory Section 20 notices. HCS provides the specification, tender information and consultation support the landlord or managing agent needs. The notices are issued by the landlord or agent, with their solicitor where required. HCS does not give legal advice.
Where HCS specifies, tenders or administers a Section 20 programme, HCS will not also tender as contractor.
Local sources checked
Local sources checked 2 October 2026. The dated character records describe residential stock; current permissions and the condition of the instructed building need separate checks.

Bloomsbury major works questions
Does the appraisal establish the repair liability for a Bloomsbury flat?
No. Its purpose is to describe the area’s character and development. The relevant lease, ownership records and professional advice establish the responsibilities for the particular building. Use the appraisal to inform the description of fabric, not to allocate a service charge.
Can the consultation cover more than one connected wing?
The proposed package needs a clear description of the buildings and works included. Explain the relationship between the wings, their entrances and their shared components. The landlord’s advisers should then check the consultation and charging structure against the actual leases.
What should directors send before asking for a specification fee?
Supply the property plan, previous reports, an outline of the proposed repairs and the available access information. Identify any inner courts or occupied spaces that are difficult to inspect. Those details help define the investigation and specification stages of the instruction.
