London Road evidence: villas, semi-basements and changed stairs

Lewisham’s July 2010 Forest Hill appraisal describes large detached and semi-detached villas in its London Road, Honor Oak Road and adjoining character area. Their usual form includes three-and-a-half storeys with semi-basements. The account of the Dorrell Estate on London Road also records conversions with new stairs inserted between houses and changes to former porch stairs. These descriptions concern that documented villa group.

For a purchase there, use the current floor plan to locate the flat or whole house within its original range. Mark the semi-basement entrance and later connections. Historical conversion details should be compared with the actual building’s documents.

Forest Hill building stock and property types

Forest Hill’s housing is predominantly Victorian and Edwardian, built out across the ridge after the railway arrived in 1839, much of it altered, sloping-sited or conservation-controlled — which is why Level 3 is so often right here.

Large detached and semi-detached villas on the hillier ground around Wood Vale, Westwood Park, Honor Oak Road and Manor Mount, with slate roofs, bays and generous rear wings set on sloping plots.

Dense late-Victorian and Edwardian bay-fronted brick terraces around Dartmouth Road, Devonshire Road, Waldram Crescent, Clyde Vale and Pearcefield Avenue, typically with back additions and frequent later alterations.

A cobbled mews of former 1860s industrial warehouses off Dartmouth Road, converted to residential and live-work artists’ studios since 1987, with retained 19th-century granite setts and change-of-use structural alterations.

Interwar housing at Thorpewood Avenue and the art deco mansion blocks Forest Croft and Taymount Grange, with flat roofs, reinforced concrete and metal windows that need their own maintenance checks.

Conservation areas, listed buildings and alteration risk

Much of Forest Hill falls within the Forest Hill Conservation Area, designated by the London Borough of Lewisham in 1976 and extended in 1994 and 2010. At about 45 hectares it is the fifth-largest conservation area in the borough, and it takes in the Horniman Museum grounds and the listed municipal buildings on Dartmouth Road. The Horniman Museum itself is Grade II* listed (Charles Harrison Townsend, opened 1901) and the Horniman Gardens are a Grade II registered park and garden. Havelock Walk, Devonshire Road and the Horniman and London Road frontage are streets and features within this conservation area rather than separate designations, while the Honor Oak Rise Conservation Area on the Honor Oak Park boundary is a Southwark designation. For the SE23 core the London Borough of Lewisham is the authority for planning, conservation and listed building consent — so confirm the council and conservation area by postcode.

What makes Forest Hill unusual is that an Article 4 direction applies to the whole conservation area. That removes many permitted-development rights, so alterations that would be automatic elsewhere — changes to windows, doors and roofs, and other external work — instead need planning permission. For a Forest Hill villa conversion, collect the drawings for the inserted stair, changed entrance and lower rooms, with the relevant work dates. Check the bought building and specific alteration with Lewisham, and have the solicitor consider its permission documents and lease responsibilities.

Trace an inserted stair through the converted villa

Where a Forest Hill flat uses a stair between neighbouring houses, ask for the conversion drawing that shows the stair and the doorway into the dwelling. Identify which landings and enclosing walls are common elements. An entrance described as private may still sit within a larger shared arrangement.

Locate removed or changed earlier stairs on any available historic layout. Ask the managing contact for records of work to the inserted connection and the access they can arrange. Have lease boundaries examined separately so the inspection request does not stand in for legal responsibility.

Locate the semi-basement against outside ground

For lower accommodation in a Forest Hill villa, show the window sill, entrance steps, front area and rear garden at their respective levels. Mark the rooms included in the purchase and the outside surfaces affecting them. Put a reported damp patch on that section with its observation date.

Request the papers for any tanking, drain alteration or changed lower doorway, naming the relevant wall. Identify where stored items or another dwelling restrict a view. The enquiry can then distinguish an actual lower-room concern from the appraisal’s general description of villa forms.

Keep the long rear plot and added rooms identifiable

If a villa purchase includes a deep garden, outline the rear addition, boundary structures and any detached building on the seller’s plan. Identify which elements are intended to be included in the inspection. Put a newer kitchen wing’s construction date alongside its junction with the main range.

Request drawings for removed walls and enlarged openings by project rather than relying on a single refurbishment label. If the roof above the added rooms is reached from another flat, name the contact and route. List the gaps in access before treating a restoration account as evidence for unseen parts.

Forest Hill building survey questions

What does the London Road villa account say about lower floors?

It describes semi-basements in the character-area villas. Current sections should relate the bought rooms, windows and entrance to the outside ground.

Why request a drawing of a stair inserted between houses?

It identifies the connection serving the flat, its enclosing elements and common landings. Keep the conversion record alongside the solicitor’s lease-boundary checks.

Can villa conversion history establish the current flat layout?

Compare the appraisal with the property’s present plan and available alteration papers. Historical descriptions do not locate every current subdivision.

Which parts of a deep Forest Hill plot belong in the enquiry?

Specify the rear addition, boundaries and detached structures whose condition matters to the purchase, together with their records and accessible elevations.
