Check Haringey designation separately from appraisal availability
Haringey's conservation-area list distinguishes available adopted appraisals from records marked superseded or unadopted. For a commercial dilapidations instruction, locate the actual address on designation information before relying on a character document. The absence of an adopted appraisal does not establish that the property has no relevant designation. Check the current requirements for the particular proposed remedy with the appropriate adviser. This local evidence concerns records and permissions; it does not describe the condition, current occupation or construction of every Haringey business unit. Those matters require the tenancy documents, current information and inspection of the actual premises.
Read the executed lease and plan with alteration licences, supplemental agreements and any incorporated condition schedule. Identify the alleged obligation for each external component, internal fitting or shared area, and connect it to dated condition evidence. A designation record cannot itself prove a tenant's breach or allocate responsibility for retained landlord fabric. Where access or specialist investigation is needed, state the limitation and the further information required. A proposed repair should distinguish the appropriate remedy from an improvement and identify any consent dependency, rather than using uncertainty about heritage records as a reason for an unrestricted refurbishment allowance.

Identify the Haringey direction relevant to the alleged alteration
The council distinguishes Article 4 Directions concerning houses in multiple occupation, warehouse conversion and certain conservation-area works. These have different subjects and coverage. A commercial reinstatement allegation should identify the actual alteration and tenancy document, while any planning question must use the direction and map relevant to that operation. The existence of a direction about warehouse conversion does not prove that the landlord intends conversion, and residential coverage cannot be transferred to a different business use without checking. Keep documentary uncertainty visible so that neither the proposed repair nor the response rests on an unrelated local planning restriction.
The RICS professional standard supports preparing schedules and related dilapidations advice at the agreed stage: interim, terminal or following works. Keep repair, decoration and reinstatement distinct, with stable references, photographs and the relevant covenant or licence. Check notices where they bear on an alleged reinstatement obligation rather than assuming that every alteration must be removed. If a planning response changes the feasible method, record its effect on the particular remedy and estimate. A visual inspection should not be represented as a specialist test of installations or concealed fabric; explain any further investigation needed before reaching a firm technical conclusion.

Separate Haringey policy possibilities from the landlord's actual loss
Haringey's distinct directions provide a reason to verify the actual proposed operation, not a prediction that a premises will change use. Where the landlord relies on a future scheme, or the tenant argues that repairs will be superseded, request the scheme, decisions and intended timing for this property. Identify the components it affects and the status of relevant permissions. Distinguish a planning possibility from a committed project and a general improvement ambition from specific work that would remove a claimed remedy's purpose. A policy map cannot establish current market demand, an occupier's plans or a valuation result for the instructed premises.
For repairing-covenant damages, consider section 18(1), its diminution limit and specified demolition or structural-alteration circumstances with the appropriate legal and valuation advisers. Other categories need separate analysis rather than a blanket adjustment to the entire schedule. Supersession should be explained by connecting evidenced landlord work to individual remedies. The Quantified Demand must substantiate likely loss; a contractor's estimate can inform that assessment without automatically defining the recoverable amount. State missing evidence and supported assumptions so that a speculative conversion, an unresolved permission or a broad refurbishment price is not presented as a settled answer to the tenancy claim.

Price Haringey street operations against their actual permissions
Haringey's street-licence directory distinguishes excavation and street works from building-near-road operations such as skips, scaffolds and cranes. Its scaffold and hoarding guidance concerns occupation of public roads, pavements, paths and footways and distinguishes work wholly on private land. For the claimed remedy, identify the actual footprint and operation before allowing for permissions, protection or removal. Check the boundary and private access rights rather than deciding from appearance alone. One licence should not be assumed to cover every activity. Explain which arrangements are confirmed and which remain conditional, including how an alternative method would affect the specific item cost.
Use the Dilapidations Protocol for commercial termination disputes within its scope to organise the schedule, Quantified Demand and reasoned response. Provide the basis of alleged breaches, remedies, costs and likely loss, including relevant landlord intentions. Retain dated inspection records and evidence of any later works or changes in access. Where temporary installations are removed or surfaces reinstated, record the actual work rather than treating licence close-out as agreement on the whole claim. Distinguish responsibility, condition, method and loss questions so that the parties can target missing evidence and consider proportionate dispute resolution on an intelligible basis.

Haringey lease-end questions
Does no adopted Haringey appraisal mean no conservation designation?
No. Check the actual address against designation information and identify the status of the record used. Appraisal availability is a separate question. Neither a designation nor its absence establishes the tenant's covenant, the condition of the premises or the appropriate remedy for a particular alleged breach.
Can any Haringey Article 4 Direction explain a reinstatement obligation?
No. Identify the relevant direction, coverage and proposed operation for planning purposes, then examine the separate lease and alteration documents. HMO, warehouse-conversion and conservation-area directions concern different matters. Their existence does not prove an alteration occurred, that removal is required or that the landlord plans conversion.
Does planning potential prove that a repair will be superseded?
No. Obtain the landlord's actual proposal, decisions and timing and compare them with each remedy. Applicable section 18 questions concern repairing-covenant damages and need suitable legal and valuation advice. A policy possibility cannot substitute for evidence of intentions or establish the amount of likely recoverable loss.
Will a scaffold licence settle every Haringey access cost?
No. Check the actual activities, public or private boundary and any other application routes. Separate permission from contractual responsibility and explain the method behind the estimate. Licence removal or reinstatement records can support particular work items without amounting to settlement of the entire dilapidations claim.
