Does a Level 3 Building Survey Include Repair Costs?

Explains repair priorities, cost guidance, contractor quotations and the boundary between a survey opinion and priced works.

Direct answer

The short answer

The report explains the defects, how serious they are and what repair or further investigation is recommended, with practical guidance on priority and likely implications. It does not provide fixed repair quotations, because firm costs come from a builder or contractor pricing a defined scope. Where helpful, we indicate where specialist input or a costed scope is the sensible next step so you can budget realistically.

Separate diagnosis and priority from a contractor's fixed quotation, then obtain the right follow-up evidence for the decision.

Which properties need a Level 3 Building Survey?

Typical candidates include Victorian, Edwardian and Georgian houses, period and listed buildings, properties in conservation areas, homes that have been extended, converted or significantly altered, non-standard construction such as timber frame or concrete, large or high-value houses where defects are costly, and properties showing damp, cracking, movement or roof problems. London older and frequently altered housing stock means a Level 3 survey is often the proportionate choice.

What is the difference between a Level 2 and a Level 3 survey?

A RICS Level 2 survey (the HomeBuyer level) is a mid-level survey suited to conventional properties in reasonable condition, and reports condition using a simple rating system with concise advice. A RICS Level 3 Building Survey is significantly more detailed: it examines the construction and fabric in greater depth, explains the likely cause of defects, and gives tailored repair and maintenance guidance. Level 3 is the right choice for period, listed, extended, converted or run-down properties, or where you plan major works after purchase.

Practical steps

What to do next

01

Identify each defect, its likely cause and seriousness.

02

Separate repair priority from a fixed quotation.

03

Define the recommended repair or further investigation.

04

Seek contractor or specialist pricing where the report recommends it.

FAQs

Related questions

What does a Level 3 Building Survey report include?

The report sets out the construction and condition of the main elements of the property, the defects identified, their likely cause and seriousness, the repair or further investigation recommended, and practical guidance on priorities and ongoing maintenance. It highlights urgent or safety-related items separately, identifies where specialist investigation is needed, and is written so a non-technical reader can act on it.

Does a Level 3 Building Survey include a valuation?

A Level 3 Building Survey is a condition and construction survey, not a valuation. It does not include a market valuation or a reinstatement cost figure as standard. Where you need a rebuild cost for insurance, that is a separate reinstatement cost assessment, which we can provide. A mortgage valuation, where a lender requires one, is also separate and arranged through the lender. If you also need a market valuation, for example to check a purchase price or for probate or divorce, tell us when you enquire: our property valuation service provides it as a separate instruction.

Can the survey help me renegotiate the purchase price?

A Level 3 Building Survey gives you an independent, evidenced understanding of the property condition and the likely cost and seriousness of putting things right. Many buyers use that evidence to make an informed decision, to renegotiate, or to plan works, but the survey is professional advice on condition and risk, not a negotiation service, and it does not guarantee any particular outcome with the seller.
