CDM 2015 Dutyholder

CDM Principal Designer London for written CDM appointments

A CDM Principal Designer London appointment is about pre-construction health and safety under CDM 2015: planning, managing, monitoring and coordinating design risk before it reaches site.

The role is normally needed where a project involves, or is likely to involve, more than one contractor. We set the written appointment, coordinate pre-construction information, challenge foreseeable design risk, and keep the health and safety file moving so responsibilities are recorded rather than assumed.

Domestic client projects still need clear dutyholder thinking. Homeowner duties may transfer under CDM, but the practical protection is a competent appointment that states who is managing the design-stage risk, what information designers need, and how residual hazards are handed to the principal contractor.

This role is distinct from the Building Regulations Principal Designer, which deals with design-stage compliance under the Building Regulations regime. Where a client needs design as well as CDM coordination, we route that through Architectural Design & CDM under distinct appointments.

Project Advisory

CDM Principal Designer across London

The CDM principal designer coordinates health and safety matters during the pre-construction phase of a project. We ensure that designers consider health and safety risks in their designs, that a construction phase plan is prepared and that the health and safety file is compiled for handover.

We act as CDM principal designer for residential, commercial, public sector and mixed-use construction projects across London, integrating with the wider project team so CDM compliance is achieved practically and proportionately. We coordinate health and safety in design; we do not carry out the design or the construction works, and the CDM role is distinct from the separate Building Regulations Principal Designer role.

Under the Construction (Design and Management) Regulations 2015 the principal designer is appointed on any project with more than one contractor, and the role is to plan, manage and coordinate health and safety through the pre-construction phase — not to carry out the design or the works. On London projects that means engaging with the realities that make sites hazardous here: occupied buildings kept in use through the works, restricted access and neighbour interfaces, sequencing around party wall and structural constraints, and legacy hazards such as asbestos in older stock. We coordinate the design team so foreseeable risks are designed out or reduced, ensure pre-construction information is gathered and shared, and see the health and safety file compiled for handover. The CDM principal designer is a distinct statutory role and should not be confused with the separate Building Regulations Principal Designer duty, which concerns building-regulations compliance.

  • Your required deadline
  • The responsible person or contact

What you receive

  • A written review, audit or assessment suited to the duty

Some areas need accredited specialists (for example UKAS-accredited asbestos or testing laboratories, or a structural engineer); we coordinate this and keep our advice independent. Ask what the report would include.

When To Instruct Us

When a CDM principal designer is needed

Clients usually come to us because the duty-holder role needs filling competently, not for a role title. These are the typical triggers.

  • A project will involve more than one contractor.
  • A refurbishment or remedial scheme is being designed.
  • The client needs the CDM principal designer role filled.
  • Design risk needs coordinating before work starts.
  • A construction phase plan and health and safety file need to be in place.
  • Designer responsibilities and risk information need coordinating.
  • The project also needs procurement or contract administration.
  • You need a competent, proportionate duty-holder appointment.
Professional Boundaries

CDM 2015 or Building Regulations Principal Designer?

The CDM Principal Designer is a defined duty-holder role under the Construction (Design and Management) Regulations 2015, focused on coordinating health and safety in the pre-construction phase. We do not carry out the building design or construction works, which remain the responsibility of the appointed designers and contractors, and we do not relieve other duty-holders of their own CDM duties. We accept the role only where we are competent for the project.

The Building Regulations Principal Designer is a separate dutyholder who plans, manages and monitors design work for compliance with the Building Regulations. One competent organisation may hold both roles, but each requires a clear appointment, scope and record. Use this page for the CDM 2015 Principal Designer role.

We identify where specialist structural or fire-engineering input applies and coordinate the appropriate specialists rather than conflating roles. We give proportionate advice and do not guarantee an outcome.

FAQs

Common questions about CDM principal designer services

What does a CDM principal designer do?

The CDM principal designer is the duty-holder appointed by the client under the Construction (Design and Management) Regulations 2015 to plan, manage and coordinate health and safety in the pre-construction phase. The role focuses on designing out and reducing risk, coordinating designers, and supporting the client to meet their CDM duties.

Is a CDM principal designer the same as the lead architect?

No. The principal designer is a defined CDM duty-holder role concerned with health and safety coordination in design. The lead designer or architect leads the design itself. The same organisation can sometimes hold both under separate, clearly defined appointments where it is competent to do so.

When is a principal designer required?

Under CDM 2015 a principal designer must be appointed where there is, or it is reasonably foreseeable that there will be, more than one contractor. The requirement depends on the nature of the project and the duties that apply, not simply its size.

Is this only relevant on large projects?

No. The need depends on the nature of the project and the applicable duties, not only its size. Refurbishment and remedial works involving more than one contractor can also require structured principal designer input.

Does the role continue into construction?

The exact scope depends on the appointment, but the role is principally focused on the pre-construction phase and design-stage coordination, with defined interfaces into the construction phase and the health and safety file at handover.

Do you carry out the design yourselves?

No. As principal designer we coordinate health and safety in design; we do not carry out the building design or the construction work, which are the responsibility of the appointed designers and contractors. Keeping the duty-holder role distinct keeps the coordination objective.

Can this be combined with wider project advisory?

Yes. Principal designer services often sit alongside broader project advisory, procurement and contract administration, where the client wants a joined-up approach, provided under separate clearly defined appointments.

Will the appointment clarify responsibilities across the design team?

Yes. A core part of the role is helping the client and the team understand how design risk information and responsibilities should be coordinated and communicated as the design develops, so duties are clear rather than assumed.

What do you produce as principal designer?

Typically pre-construction information coordination, design risk review and a clear record of significant residual risks, support for the construction phase plan being in place before work starts, and the health and safety file compiled for handover, proportionate to the project.

How does CDM Principal Designer relate to the Building Regulations role?

The CDM Principal Designer coordinates construction health and safety under CDM 2015. The Building Regulations Principal Designer coordinates design compliance under the Building Regulations dutyholder regime. They remain separate appointments even where the same competent organisation holds both.
