Project advisory that helps universities deliver works with stronger control across occupied campus buildings
We provide project advisory and contract administration services for universities across London, supporting estates teams, capital projects managers and procurement leads through the planning, procurement and delivery of refurbishment, remedial and capital works across campus buildings.
University projects present particular challenges. Buildings are often occupied during works, programmes are shaped by academic calendars, procurement governance is demanding, and the range of stakeholders involved can be wide. Our advisory approach is designed to help university clients maintain stronger control through each stage of delivery.
London university estates concentrate exactly the constraints that make projects hard to control: listed and period buildings alongside dense modern campuses, works that must fit around teaching terms and examinations, live research and residential occupation, and procurement governance that has to withstand audit. We act client-side from brief and feasibility through procurement and contract administration to handover, defining scope, programme and budget clearly and holding the works to them. That means sequencing around the academic calendar, coordinating the design team and specialists, managing variations and change transparently, and reporting progress and risk in a form estates and capital-projects teams can take to their committees. Acting only for the university keeps decisions, certification and change control independent of the contractor, so refurbishment, remedial and capital works are delivered to cost, quality and programme.
What to send, and what you receive
Outline the building and the works and we will set out how we can support delivery and a fee before you instruct.
What to send before we quote
- The building address and postcode
- The proposed works
- Any existing surveys or specifications
- Leaseholder or funding constraints
- Your target programme
What you receive
- A clear scope of our role and deliverables
- Documents suited to the stage (for example specification, tender or contract administration outputs)

Where specialist designers or engineers are needed, we set out the gaps and coordinate the right input. Ask what the report would include.
University teams who need stronger project delivery support
This service is typically instructed where a university needs independent advisory support to take refurbishment, remedial or capital works through procurement and delivery, or where an estates team needs stronger commercial and technical oversight across a live project.
Typical trigger points for universities
- Before refurbishment or remedial works to occupied campus buildings.
- Where procurement governance requires independent advisory support.
- Where a project needs contract administration through delivery.
- Where an estates team needs additional capacity for a complex or multi-phase project.
- Before major capital works that require structured delivery oversight.
- Where previous projects have experienced programme, cost or quality issues.
- Where works must be phased around academic terms and building occupation.
- Where stakeholder reporting needs a clearer project narrative.
How we support university projects through delivery
Project Scoping and Brief Development
Working with estates teams to define scope, establish project objectives, clarify budget parameters and develop a brief that can support procurement and delivery.
Procurement and Tendering
Supporting structured contractor procurement including tender documentation, evaluation, recommendation and appointment within university governance frameworks.
Contract Administration
Acting as contract administrator through delivery, managing valuations, variations, programme, quality and contractual obligations on behalf of the university client.
Delivery Oversight and Completion
Monitoring progress, managing risk, supporting stakeholder reporting and overseeing practical completion, defects liability and close-out.
Common challenges in university project delivery
- Works in occupied buildings where academic activity must continue.
- Programme constraints driven by term dates and examination periods.
- Procurement governance that adds time and complexity to contractor appointment.
- Multiple stakeholders with different priorities across faculties and departments.
- Ageing campus buildings with building condition and compliance issues.
- Maintenance backlog competing with capital investment priorities.
- Budget pressures requiring clear cost control and change management.
Why independent project advisory matters for universities
University projects are often technically complex, commercially significant and operationally sensitive. Independent advisory support helps estates teams manage risk, maintain control over programme and cost, and demonstrate that delivery decisions are defensible and well-managed.
How a project advisory instruction typically works
Brief and Scoping
We work with the estates team to define the project scope, clarify objectives, establish budget parameters and develop a brief that supports procurement and delivery.
Procurement
We prepare tender documentation, manage the procurement process and evaluate tenders within the university's governance framework.
Contract Award
We support contractor appointment, finalise contract terms and establish reporting and communication arrangements for delivery.
Delivery and Oversight
We administer the contract through delivery, managing valuations, variations, programme, quality and contractual obligations.
Completion and Close-Out
We oversee practical completion, manage the defects liability period and support close-out reporting for the university.

What this service is — and is not
We act as independent client-side project advisors and contract administrators for the university. We are appointed by and act for the university client, not the contractor, and we do not carry out the construction works ourselves.
Project advisory and contract administration are commercial and delivery-management services. They are not a substitute for design responsibility, structural engineering, building services design or principal designer duties, which are separate appointments. Where these are needed we help define the scope and coordinate competent specialists, but the responsibilities remain with the appointed designers.
We do not guarantee project outcomes, programme dates or final costs. Our role is to help the university manage risk, maintain control and make well-informed decisions. Statutory consents, planning permission and Building Safety Act duties remain matters for the appropriate dutyholders and authorities.

Send project detailsThe context a university estate is managed in
A university estate is managed under pressures a commercial portfolio does not share. English higher education providers are regulated by the Office for Students, whose registration conditions include the effective management of resources and ongoing financial sustainability — and for an institution whose estate is one of its largest assets and largest costs, that makes estate condition a governance question, not just a maintenance one. Universities are autonomous bodies that fund their own buildings, so investment in the estate competes directly with teaching, research and the student experience for the same finite capital.
The defining challenge across the sector is the maintenance backlog — the accumulated cost of deferred repair and replacement across an estate that typically mixes listed and Victorian buildings, mid-century teaching blocks, specialist laboratories and modern residences, each ageing on its own curve. Sound, current condition data is what lets an estates team quantify that backlog, separate the genuinely urgent from the merely aged, and defend a capital bid with evidence rather than assertion. Without it, spending tends to follow whatever failed most recently, which is the most expensive way to run an estate.
Our role is to give that decision-making a reliable evidence base. Condition surveys across a campus, scored consistently and structured into a lifecycle and cost model, let an institution plan replacements before they become emergencies, phase works around term times and research commitments, and align the estate with its wider strategy — whether that is decarbonisation, space rationalisation or growth. We tailor the depth to the purpose, from a rapid backlog appraisal across the whole estate to detailed surveys of the buildings a capital programme is about to touch.
Common questions about project advisory for universities
Can you work within university procurement frameworks?
Yes. We work within institutional procurement governance, including frameworks, competitive tendering and compliance with public procurement requirements where applicable.
Can works be managed around academic terms?
Yes. We help universities plan and phase works around term dates, examination periods and building occupation to minimise disruption to academic activity.
What size of project is this service suitable for?
We advise on projects ranging from individual building refurbishments to multi-phase capital programmes across campus estates. The service is scaled to the instruction.
Do you act as contract administrator?
Yes. We act as contract administrator under standard building contracts, managing valuations, variations, instructions, programme and contractual obligations on behalf of the university client.
Can you support procurement as well as delivery?
Yes. We can be instructed from pre-procurement through to practical completion and defects liability, or for specific stages depending on what the university needs.
How do you handle stakeholder reporting?
We provide structured progress reporting that is suitable for estates teams, capital projects boards, finance stakeholders and other university decision-makers.
Are you independent of the contractor?
Yes. We act solely for the university client. We do not carry out the construction works ourselves, which keeps our advice and contract administration independent of the contractor.
Can you work alongside an in-house estates team?
Yes. We frequently provide additional capacity and independent oversight alongside in-house estates and capital projects teams, scaled to the needs of the project.
Do you cover listed or historic campus buildings?
Yes. Many university estates include listed and historic buildings. We advise on works to these buildings and coordinate specialist input where conservation or heritage constraints apply.
Which London areas do you cover for university work?
We work with universities across London. Our office is in Hampstead NW3 and we support campus projects London-wide.
