Retrofit that starts with the building, not the product
Decarbonising existing stock fails when measures are bolted onto buildings that were never understood. We bring the surveying evidence - condition, construction, moisture behaviour - to retrofit planning, and coordinate accredited specialists where PAS 2035 roles are required.
For housing associations, local authorities and block owners we turn stock condition and energy data into a prioritised, fundable retrofit programme: which archetypes to treat, in what order, with which fabric-first measures, and how the work integrates with planned maintenance, fire safety and MEES/EPC obligations rather than fighting them. Heritage and conservation constraints - a constant in our part of London - are designed in from the start.
Funded programmes typically require the PAS 2035 framework, with defined Retrofit Assessor, Coordinator and Designer roles, and PAS 2038 for non-domestic buildings. Where those accredited roles are required, we confirm scope, competence and insurance and coordinate with accredited retrofit professionals - we act as the client-side surveying lead and do not claim accreditations we do not hold. Where specialist input is required, we confirm scope, competence and insurance and coordinate with competent specialists, so the right professional signs the right document for the scope it was produced for.

What to send, and what you receive
Tell us about the building and the duty or deadline you are managing and we will confirm a proportionate scope and a fee before you instruct.
What to send before we quote
- The property type and use
- Any current reports
- The known risk or issue
- Your required deadline
- The responsible person or contact
What you receive
- A written review, audit or assessment suited to the duty
- Findings and a proportionate, prioritised action plan
- Clear advice on what is and is not covered
Some areas need accredited specialists (for example UKAS-accredited asbestos or testing laboratories, or a structural engineer); we coordinate this and keep our advice independent. Ask what the report would include.
When to bring us in
- Before committing capital to a stock-wide retrofit or decarbonisation programme
- When SHDF or similar funding requires PAS 2035 coordination you need to procure and oversee
- Where damp, condensation or fabric risk makes measure selection genuinely difficult
- When MEES or EPC targets are driving works to leased or let property
- Where retrofit must be sequenced with planned maintenance and major works to avoid double scaffolding
- When a block or estate needs a feasibility view before consultation with leaseholders
What this service covers
Stock-level retrofit planning
Archetype analysis from stock condition and EPC data, prioritised by impact, cost and risk, aligned to funding rounds.
Building-level scoping
Fabric-first measure scoping for specific buildings, with moisture risk, ventilation and heritage constraints assessed by surveyors who inspect rather than model alone.
PAS 2035 / 2038 coordination
Procurement and client-side oversight of accredited Retrofit Assessors, Coordinators and Designers where the framework applies.
Programme integration
Sequencing retrofit with planned maintenance, fire safety and Section 20 consultation so one programme funds and de-risks the other.
Outputs
- Prioritised retrofit programme tied to stock evidence and funding criteria
- Building-level measure scoping with moisture and heritage risk flagged
- Specification and procurement support for accredited PAS roles
- Integration plan across maintenance, fire safety and MEES obligations
- Clear records of decisions for funders, boards and residents
Process
Assemble the evidence
Stock condition, EPC and maintenance data reviewed; gaps surveyed rather than guessed.
Define the strategy
Archetypes, measures and sequencing agreed against budget and funding windows.
Scope buildings
Fabric-first scoping per building with ventilation and moisture risk addressed explicitly.
Procure specialists
Accredited PAS 2035/2038 roles procured and coordinated where required.
Oversee delivery
Client-side review through design and installation, integrated with wider works.
Close the loop
Outcomes recorded against the plan so the next funding round starts from evidence.
Retrofit on London stock has to respect the buildings
Housing associations, local authorities and block owners face the same equation: older stock, net zero commitments, successive public funding waves — and buildings that punish crude insulation with damp, mould and decay.
PAS 2035 exists because early retrofit went wrong often enough to need a framework: whole-house assessment, defined retrofit roles, ventilation considered alongside insulation. London adds its own constraints — solid-wall street property where external wall insulation changes the face of a conservation area, mansion blocks where systems cross demises, and estates where decant logistics drive the programme as much as the technology.
Our advisory role is building-side and independent: grounding retrofit plans in real stock condition data, sequencing fabric-first measures with planned maintenance so money is spent once, and flagging the moisture, ventilation and heritage risks before they are built in. PAS 2035 delivery roles — assessors, coordinators, designers — are appointed within that framework as the programme requires.
Common retrofit advisory instructions
- Stock-level retrofit planning from condition survey data.
- Fabric-first packages for solid-wall street properties.
- Ventilation and moisture risk reviews alongside insulation.
- Heritage and conservation constraints on external measures.
- Pilot project scoping before estate-wide programmes.
- Alignment of retrofit measures with planned maintenance cycles.
- Funding bid evidence built on surveyed condition.
- Decant and resident-impact sequencing advice.
- Post-installation defect reviews where retrofit has gone wrong.
- Coordination with PAS 2035 roles across delivery.
How fees are set
Advisory fees follow programme size and the role we take - a stock-level strategy is priced differently from building-level scoping or ongoing client-side coordination of a funded programme.
We confirm a fixed fee in writing after scoping the building and the brief, before any work starts. There are no percentage mark-ups on third parties we coordinate.
What affects the fee
- Stock size and quality of existing condition/EPC data
- Number of buildings scoped at building level
- Whether PAS 2035/2038 coordination procurement is included
- Heritage and conservation complexity
- Programme duration for client-side oversight
A representative retrofit planning instruction
The following London inspection and reporting workflow breakdown shows how our RICS surveyors scope, inspect and report on real properties across London; see our published London surveying case studies for completed project records.
- Typical client: A housing association with Victorian street properties
- Typical property: Two streets of solid-wall terraces, single glazing, ageing gas boilers and patchy loft insulation
- Typical issue: A funding window required a credible programme, but the stock data was too thin to commit measures
- Typical instruction: Condition-led retrofit planning: surveys, fabric-first options, ventilation safeguards and a phased programme
- What the client typically receives: A surveyed evidence base, a prioritised measures package and a programme aligned to planned maintenance
- How it is typically used: The association took a defensible pilot into its funding bid, with moisture risk addressed in the design rather than after complaints

Send property detailsRetrofit to PAS 2035, and why the framework matters
Domestic energy retrofit in the UK is governed by PAS 2035, the whole-house standard that sits over the installation standard PAS 2030. It sets defined roles — a retrofit assessor to survey the dwelling, a retrofit coordinator to hold the whole project together and manage risk, and a retrofit designer — because piecemeal measures fitted without that oversight are exactly what causes damp, mould and condensation in older solid-wall stock.
The framework is fabric-first and whole-house: it starts from the building’s condition, moisture risk and heritage constraints, sets a medium-term improvement plan so measures are sequenced sensibly rather than bolted on one grant at a time, and treats ventilation as inseparable from insulation. For London’s period and conservation-area housing, that discipline is not optional — the wrong insulation on a solid wall can trap moisture and damage the fabric it was meant to protect.
Retrofit is also increasingly a value question. The Minimum Energy Efficiency Standard already restricts letting the worst-rated commercial and residential stock, and the direction of policy is toward higher minimum EPC ratings over the coming years. We advise on the pathway — the assessment, the sensible order of works, and the moisture and heritage risks — so decarbonisation improves the building rather than storing up defects.
Retrofit & Decarbonisation Advisory FAQs
Are you PAS 2035 Retrofit Coordinators?
We act as client-side retrofit advisors and coordinate accredited PAS 2035/2038 professionals where the framework applies; where those specific accredited roles are required we confirm scope, competence and insurance and bring in accredited specialists rather than claiming the badge ourselves. You get the surveying judgement and the right accreditation, each from the party that actually holds it.
What is fabric-first and why do you insist on it?
Fabric-first means improving the building envelope - insulation, airtightness, ventilation balance - before or alongside changing heat sources. Heat pumps in leaky buildings disappoint; insulation without ventilation grows mould. The sequencing is a building-physics question, which is why it should start with surveyors.
Can retrofit measures cause damp problems?
Badly specified ones do, and London's solid-wall and period stock is particularly unforgiving. Internal wall insulation without moisture analysis, or airtightness without ventilation, routinely creates condensation and mould. Our scoping treats moisture risk as a first-order constraint, not a footnote.
How does this interact with MEES and EPC deadlines?
For landlords, MEES trajectory and EPC thresholds are often the legal driver while carbon is the policy driver - the works overlap heavily. We plan retrofit so the same investment satisfies both, and our MEES & EPC advisory page covers the compliance side in detail.
Do you work on listed and conservation-area buildings?
Yes - it is our home territory. Measure selection changes materially in heritage contexts, and consent constraints are identified before money is spent on designs that cannot be approved. Where listed building consent applies we flag it early; we do not provide heritage consultancy beyond our surveying remit and coordinate specialists where needed.
Can you run the leaseholder consultation for works to blocks?
Where retrofit works to leasehold blocks trigger Section 20, our major works consultancy handles consultation, specification and procurement as one exercise - see the Major Works Consultancy page. Doing retrofit and major works as separate programmes is how blocks end up scaffolded twice.
