Administering the Angel building contract
An Angel construction brief should distinguish the Upper Street frontage from the smaller-scale buildings and approaches around Camden Passage. Islington’s character guidance records both settings. Confirm the actual work limits, retained occupation and temporary access before turning the proposal into tender information and a defined contract administration appointment.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Angel
Identify the individual plot within the commercial frontage
Islington’s Angel and Upper Street North guidance describes a winding historic thoroughfare with narrow plots, differing building heights and varied parapet lines. If the proposed work crosses more than one frontage, identify each property in the schedule and distinguish the repair from the adjoining retained fabric. A continuous shop use does not establish that the structure or ownership is continuous above it. Obtain the client’s relevant title, lease and building information, with competent advice on unresolved interfaces. The tender should show which upper elevations, entrances and roof elements are included. Record subsequent changes by plot and location so that valuation and inspection remain connected to the original work description.
Measure the smaller Camden Passage approach
The council’s character account describes Camden Passage as a smaller-scale setting with narrow routes, low internal heights and historic stone paving. For an appointment involving that setting, establish the actual approach to the workface with a measured access survey and the contractor’s proposed handling sequence. Identify retained paving, thresholds and details that need protection, rather than assuming that a frontage repair can be served directly from a vehicle. Confirm rights and permission for every temporary arrangement. A tender allowance should state its route and equipment assumptions; if the proposal changes after a site visit, preserve the finding and explain how the revised method affects the particular priced activity.
Keep the shopfront detail and occupier brief together
The historic Angel account records shopfront divisions and a mixture of brick, render, stone, timber and roof coverings across its surviving buildings. It supplies context for a repair, not a record of today’s tenant or the condition of an individual element. Obtain an accurate frontage schedule and confirm the current entrance, servicing and occupation requirements. Where a sample or detail must be decided, identify who provides the design and who can authorise the client’s response. Keep that decision with any consent documentation and instruction before procurement. This helps the administrator distinguish the specified repair from a later request to alter the appearance or operational arrangement of the premises.
Check the correct authority for the proposed street operation
Islington’s highway guidance identifies Upper Street among the red-route examples for which applicants should approach Transport for London. Locate the precise Angel working footprint on the relevant authority map and confirm the application route for the proposed operation. Ask the contractor to describe the temporary structure, loading position and protected movement into the building, with any other landowner arrangement recorded separately. Put outstanding permission decisions against the activities they affect in the programme. When the method changes, retain the authority response and the contractor’s explanation alongside the contractual decision, so that a street application is not mistaken for an instruction to change the building work.
JCT tender preparation: Angel
For Angel or Upper Street work, give tenderers a plan linking the narrow frontage, upper rooms and any rear or Camden Passage access. Identify which commercial operations and resident routes must be accommodated, with the same stated assumptions in every invitation. Select the JCT form after defining the design and pricing responsibility for each work package. Ask for a transparent breakdown of temporary protection, repair and making good at the mixed-use interface. If a bidder proposes a different access route or excludes a parapet junction, resolve that point before accepting the return. A tender reconciliation should preserve the agreed scope and document versions alongside the contract particulars. A shop trading below the work may have a different access contact from the upper occupier. Put those arrangements beside the relevant frontage and roof operations in the tender programme.
Islington’s Angel and Upper Street North guidelines describe narrow plots, buildings generally two to four storeys high and a variety of roof and parapet forms. Sections 18.2–18.5 identify commercial frontages with residential accommodation above, and the smaller-scale Camden Passage setting. This historical description concerns those conservation areas; it does not confirm the present use, floor arrangement or designation of every property marketed as Angel.
If the dwelling is over a shop, obtain a plan showing the residential entrance and the separation from the lower premises. If it is in a different residential street or modern block, state that clearly.
A statement that the whole building was refurbished can combine work to several occupiers’ spaces. Ask which pipework, roof outlet or rear wall repair is relevant to the flat.
