Preparing the Balham instruction
For a Balham block, identify the actual residential building before describing a programme as local estate works. This guide uses the Heaver and Ritherdon Road context. The scope should explain which common components need investigation and how their repair relates to separately occupied accommodation.
Flats within the Heaver-area stock
Wandsworth’s Heaver appraisal records late nineteenth-century housing and flats with red-brick decorative detail. It also describes Ritherdon Parade as shops and flats dating from 1898. These are specific residential-stock references; they do not place every SW12 property in the same conservation area or establish a current repair need.
Start the instruction with a plan showing the flats, commercial premises where present and common routes. Identify the roof and elevation components proposed for work. The apparently repetitive frontage should not lead to an assumption that ownership, alterations or maintenance obligations repeat in the same way.

Relate decorative details to the underlying repair question
Where a concern involves brickwork or a projecting detail, record its location and what can be observed safely. Explain whether the proposed investigation addresses the finish, the substrate or a concealed connection. A photograph of a decorative frontage cannot by itself define the necessary repair extent.
Separate a local treatment from general cleaning or redecoration in the schedule. If a sample is needed to agree appearance or compatibility, identify it before the offer is selected. Tenderers should be able to explain their method without guessing what an instruction to restore the whole frontage means.
Account for the flats above an active ground floor
At a mixed-use property, map the residential entrance and the commercial servicing route separately. Check how scaffolding or materials movement would affect each. Confirm the space available and any permissions needed before treating a contractor’s proposed route as a workable tender assumption.
The managing agent can gather occupier constraints and arrange access without promising a disruption-free programme. Ask bidders to explain how they would sequence operations affecting windows, doors or common passages. Keep any dependency on private accommodation clearly stated in the comparison.
Explain the costed scope rather than relying on a total
A repair schedule should allow a leaseholder to connect an item to a visible location or a documented investigation. Use the same references in responses to observations. Questions about contribution or a shop tenant’s obligations need the landlord’s lease advice alongside that technical explanation.
Compare exclusions and provisional assumptions before recommending an offer. If one bidder includes closer investigation and another assumes a fixed repair quantity, describe the difference. An apparent saving may reflect uncertainty left with the client rather than a lower price for an equivalent package.
Agree the appointment and the record for future directors
The fee request should specify the building extent, available surveys and expected access, together with the stages required. Identify whether tender analysis and contract administration are included. Professional duties should be agreed against the actual instruction, with no implied standard percentage or guaranteed attendance period.
At completion, retain the location-based record of repairs and any approved material samples. Note components left outside the contract and investigations deferred to a later stage. This helps a future board understand the difference between completed external work and the wider maintenance obligations of the building.
Section 20 thresholds and responsibilities
For England, qualifying works trigger consultation when any one leaseholder’s relevant contribution is more than £250. For a qualifying long-term agreement, the test is more than £100 for any one leaseholder in an accounting period. Such an agreement has a term of more than 12 months, subject to the statutory definition and exclusions. Check the highest actual contribution under the leases, including VAT where payable, rather than relying on the average for the block.
Thresholds effective from 31 October 2003; statutory sources checked 1 October 2026. This source check is separate from the page’s human review date.
Sources: qualifying works amount, agreement amount and accounting period, agreement definition and commencement.
Reform watch: Government has consulted on raising the thresholds and a draft Leasehold and Commonhold Reform Bill was published in January 2026. Government consultation; draft Bill. Check the current law before relying on a proposed change.
HCS does not prepare or serve statutory Section 20 notices. HCS provides the specification, tender information and consultation support the landlord or managing agent needs. The notices are issued by the landlord or agent, with their solicitor where required. HCS does not give legal advice.
Where HCS specifies, tenders or administers a Section 20 programme, HCS will not also tender as contractor.
Local sources checked
Local sources checked 2 October 2026. The dated character records describe residential stock; current permissions and the condition of the instructed building need separate checks.

Balham major works questions
Does the Heaver appraisal describe all Balham flats?
No. It concerns a defined local area and its development. Check the actual address, current designation and relevant source before applying its guidance. The individual property’s construction, occupation and documents remain necessary to prepare a repair instruction.
Can a shop-and-flat building use a residential-only access assumption?
The proposed method needs to account for the actual occupied uses and routes. Identify commercial servicing and residential entry separately, then confirm the authorised access arrangements. An assumption that ignores the ground floor can distort both the price and the practical sequence.
What should be clarified about a provisional repair allowance?
Ask what uncertainty it covers, what evidence would resolve it and how the eventual extent will be instructed. Compare the same assumptions across offers. The client should understand which parts of the proposed expenditure are defined and which depend on further investigation.
