Section 20 major works in Wandsworth

A Wandsworth Town brief for flats above shops and residential elements of mixed-use buildings.

Preparing the Wandsworth instruction

This page addresses Wandsworth Town in the SW18 context, not the whole borough. A major works brief should identify the residential accommodation and the common components shared with other uses. Begin with the actual management boundary before deciding how to group frontage, roof and access work.

Residential occupation within the town centre

Wandsworth’s Town conservation appraisal records Victorian housing, pockets of Georgian development and contemporary flats within mixed-use schemes. It also describes residential accommodation above shops. That evidence supports a town-centre residential brief while leaving the construction and condition of each client property to be established independently.

Prepare a simple schedule of occupied uses and common routes for the building under consideration. Identify the roof, rear service area and street frontage proposed for inspection. A town-centre address should not lead to an assumption that the landlord controls every commercial fitting or delivery space.

Define where shared repairs meet occupier equipment

A roof or rear-elevation inspection may encounter services that support only one occupier. Locate them and establish who holds the relevant information. If repair work requires movement or isolation, identify the responsible specialist and the approval needed before the tender assumes it will be straightforward.

For the common envelope, record the observed issue and proposed treatment by component. Distinguish work justified by inspection from allowances still dependent on investigation. An apparently comprehensive specification can still leave significant uncertainty if it does not explain the interfaces between uses.

Map construction servicing separately from everyday deliveries

The access plan should show how contractor vehicles, materials and waste relate to existing residential and commercial routes. Confirm permissions for any loading or storage position outside the property. A familiar delivery arrangement used by a tenant does not automatically authorise construction occupation.

Ask bidders to explain how they would maintain the common entrance as the work moves between locations. Record occupier constraints and the process for communicating changes. Avoid a programme assumption that requires every business and resident to follow an arrangement that has not been discussed.

Use a clear breakdown for consultation and tender advice

A location-based schedule can separate roof, frontage and common-access items while identifying shared costs. It provides a technical explanation for observations about which parts benefit from the work. Legal allocation and recovery require the landlord’s advisers to apply the actual leases.

Compare exclusions for occupied premises and specialist interfaces as well as the headline total. If offers use different assumptions, obtain clarifications before recommending a contractor. Keep the consultation-support documents and final scope aligned so the client is considering one intelligible proposal.

Agree the service scope and record the completed interfaces

For the professional fee brief, provide the building extent, occupied uses, available reports and required stages. Identify any specialist design separately and state whether contract administration is included. The proposal should describe deliverables and limits without inventing a fixed price or panel response commitment.

At handover, retain the repair details and any changed relationship between common fabric and occupier equipment. List unresolved permissions, defects or excluded components by location. This helps the next managing agent understand the completed package without confusing it with unrelated tenant maintenance.

Section 20 thresholds and responsibilities

For England, qualifying works trigger consultation when any one leaseholder’s relevant contribution is more than £250. For a qualifying long-term agreement, the test is more than £100 for any one leaseholder in an accounting period. Such an agreement has a term of more than 12 months, subject to the statutory definition and exclusions. Check the highest actual contribution under the leases, including VAT where payable, rather than relying on the average for the block.

Thresholds effective from 31 October 2003; statutory sources checked 1 October 2026. This source check is separate from the page’s human review date.

Sources: qualifying works amount, agreement amount and accounting period, agreement definition and commencement.

Reform watch: Government has consulted on raising the thresholds and a draft Leasehold and Commonhold Reform Bill was published in January 2026. Government consultation; draft Bill. Check the current law before relying on a proposed change.

HCS does not prepare or serve statutory Section 20 notices. HCS provides the specification, tender information and consultation support the landlord or managing agent needs. The notices are issued by the landlord or agent, with their solicitor where required. HCS does not give legal advice.

Where HCS specifies, tenders or administers a Section 20 programme, HCS will not also tender as contractor.

Local sources checked

Local sources checked 2 October 2026. The dated character records describe residential stock; current permissions and the condition of the instructed building need separate checks.

Wandsworth major works questions

Is this a guide to every residential block in Wandsworth borough?

No. It uses the Wandsworth Town neighbourhood and its published stock evidence. Other borough locations have different contexts and may need different sources. The actual building, occupation and proposed intervention remain the basis for the professional instruction.

Can a commercial delivery route become the works route?

Only after its practical availability and authority for the proposed use have been established. Record any limits, permissions and protection requirements. A contractor’s tender should not rely on a tenant’s everyday arrangement without confirming that it supports the construction method.

How should tenant equipment be treated in the repair schedule?

Identify its interface with the proposed common work and clarify ownership, specialist duties and access. State what the contract includes and excludes. This avoids either overlooking a necessary coordination task or assuming the landlord’s contractor will take on an unconfirmed private responsibility.
