Administering the Camberwell building contract
The examples below concern Camberwell Green’s streets and commercial frontages, using Southwark’s character appraisal. They do not describe every Camberwell property or establish present defects. A contract brief should locate the exact building, work limits and current access arrangement, with suitable design advice obtained before the contractor prices a repair or alteration.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Camberwell
Locate the instructed frontage around the Green’s junctions
Southwark’s Camberwell Green appraisal describes the commercial frontages around the Green and the meeting of the principal streets. An instruction identified only as a unit near the Green needs a measured plan showing the actual shop, upper floors and any side or rear work. Confirm who controls each entrance and external working space before adopting a delivery or protection arrangement. The tender should locate the contractor’s obligations and identify decisions still needed from others. The administrator can then record access changes against the particular frontage and programme activity, rather than assume that neighbouring premises or the open appearance of the Green provide available space for the works.
Differentiate older facing materials from later coloured brickwork
The Camberwell Green appraisal identifies stock and red brick, stone or stucco dressings and slate roofs in earlier buildings, alongside later coloured and banded brickwork. For a facade repair, inspect the actual wall and decorative component before carrying a treatment across several adjoining properties. Ask the appropriate specialist to resolve material, sample and repair requirements for each location. State retained surfaces and any investigation needed behind later coatings in the tender schedule. The administrator should keep approved samples and authorised quantity changes under the relevant elevation reference. Inspection and valuation can then follow the specified material and extent, instead of relying on a general assumption that the whole street frontage is technically uniform.
Separate parapet and gable work in the Green’s upper elevations
Southwark’s account describes continuous upper-level cornices, parapets and string courses, while identifying the gabled frontage at 20–24 Camberwell Green. For high-level work, record the particular roof edge and projecting details rather than price a repeated parapet item across an entire group. Obtain a current survey and the appropriate access and design advice for the actual element. The contractor needs the defined repair limits, retained features and agreed protection measures. Keep opening-up findings and revised details linked to the affected bay. The administrator can then assess additional repair and outstanding work with a clear location reference, without transferring dimensions or concealed construction assumptions from a differently formed neighbouring frontage.
Specify decorative bank-frontage details as individual elements
The appraisal identifies the former London and County Bank’s elaborate Baroque treatment within the Camberwell Green street scene. For work on a richly decorated commercial building, distinguish the retained feature from the new intervention through current photographs and measured information. Historic architectural interest does not establish the present use, occupier’s access requirements or condition of each detail. Ask the designer to define the treatment and necessary approvals, then make the sample and inspection decisions explicit in the tender. During administration, retain the accepted references and record changes by component. This gives the employer a clear basis for checking the instructed work, rather than accepting a broad description of restoration as the completion standard.
JCT tender preparation: Camberwell
For a Camberwell Grove or Grove Lane instruction, show the employer's actual terrace property, front garden and rear additions in the tender pack. A strong shared building line should not obscure individual repair quantities or access responsibilities. Identify the proposed JCT form with the design already completed and any specialist detail still required. Request comparable allowances for protecting retained frontage features, carrying materials through the agreed route and reinstating affected surfaces. If a bidder assumes use of a neighbour's land or omits a rear component, resolve that point before accepting the offer. Record the approved scope, accepted qualification and commercial adjustment together so the administrator can assess later instructions against a defined obligation at this Camberwell address. If temporary equipment is proposed in the front garden, define the authorised footprint and protection for the retained boundary. Include removal and reinstatement in the priced obligations, linked to the actual site plan.
Southwark’s August 2003 Camberwell Grove appraisal describes planned terraces of the late eighteenth and early nineteenth centuries along Camberwell Grove and Grove Lane, with front gardens and a strong building line. This historical account concerns the named conservation setting rather than all SE5 buildings or their current repair state.
For a flat formed within a Grove Lane-side terrace, ask for the plan showing the unit boundary, stair and relationship to the other accommodation. Distinguish the subdivision from a later rear extension or rearranged kitchen.
Ask for the drawing that shows how any later addition joins the original rooms. State whether a relevant wall, roof space or garden boundary is unavailable for the proposed visit.
