Reading the district through five designations

This guide treats the neighbourhood as the union of five conservation areas designated by the London Borough of Islington, about 83.2 hectares on the national planning record. Within that union Historic England's list holds 284 entries, the council's own guidance calls specialist craft and light industrial workshops traditional to the district, and almost every home counted by the Valuation Office Agency in the statistical areas around it is a flat or maisonette. Islington also adopted the Bunhill and Clerkenwell Area Action Plan in September 2023, and it is read together with the national designations.

Each of those facts leads to a different check: whether a change of use from workshop or office was consented, whether a listed block or neighbour limits alterations, and how a lease shares out repair of the structure. Records for the remainder of the borough are in the Islington guide.

The five conservation areas

Five conservation areas recorded on planning.data.gov.uk make up the study area: Clerkenwell Green at about 21.9 hectares, New River at 36.2, Charterhouse Square at 7.8, Rosebery Avenue at 11.4 and Hat and Feathers at 5.9, roughly 83.2 hectares in all.

For three of the five, numbered 1, 9 and 26 by the council, Islington's conservation area design guidelines say special policies will operate to preserve and enhance the special character and appearance of the area.

The same guidelines describe the Clerkenwell and Smithfield area as having the longest history of any part of the borough and as a place that has experienced immense pressure for change.

They add that specialist craft and light industrial workshops, traditional here, are under increasing threat from more profitable office uses, so a flat on a former workshop or office floor is checked for the consent behind its change of use, given the restrictions on changes of use that the council document says the area justifies.

Area action plan and Article 4

Islington adopted the Bunhill and Clerkenwell Area Action Plan on 28 September 2023, and its contents include Policy AAP8, titled Historic Clerkenwell, and an appendix of heritage assets for the same area.

Site allocations in the action plan include BC24, the fire station at 42-44 Rosebery Avenue, and the national list separately holds a Grade II* entry for the Former Clerkenwell Fire Station.

Just one polygon from the national Article 4 records touches the study area: one titled Basements, whose record starts on 3 October 2016 and which overlaps under 0.1% of it.

Because none of those records carries the name of any of the five conservation areas, whether permitted development rights are withdrawn at an address is confirmed with Islington, beginning with its conservation areas pages.

Listed entries and the nunnery site

Inside the boundary the NHLE dataset returns 284 list entries: 6 at Grade I, 10 at Grade II* and 268 at Grade II.

Grade I entries include St John's Gate, The Charterhouse and Finsbury Health Centre.

Among the Grade II* group are Finsbury Town Hall, New River Head (Former Metropolitan Water Board Offices) and the Former Middlesex Sessions House.

Consent may be required for work inside a listed building as well as outside, so the Historic England entry for the address and any attached neighbour is read first.

The scheduled monument recorded as the Benedictine nunnery of St Mary, Clerkenwell intersects the study area, and works that would disturb it need scheduled monument consent, which sits outside the planning and listed building regimes.

Mapped ground and flooding

At five of five sample points, British Geological Survey 1:50,000 mapping records London Clay Formation as the bedrock; above it the mapped superficial layer is Hackney Gravel Member sand and gravel at three points, alluvium at one and nothing recorded at the fifth.

Gravel of that kind drains freely but can be washed out by a leaking drain, whereas clay nearer the surface shrinks and swells as moisture and tree roots change, and the BGS mapping cannot say which one a given foundation bears on.

Alluvium varies in strength over short distances, so near the point where the geology viewer maps it, basement and lightwell walls are examined for movement.

Neither Flood Zone 2 nor Flood Zone 3 covers any part of the study area on the Environment Agency's Flood Map for Planning.

Those zones disregard defences, are not drawn for individual properties and omit surface water, so a basement flat is still entered in GOV.UK's check of long-term flood risk.

Homes counted in seven statistical areas

Seven LSOAs, each at least half inside the study area, E01002724, E01002726, E01002727, E01002728, E01002729, E01033489 and E01033490, hold about 8,250 dwellings in the VOA's 2025 Council Tax stock of properties, where every count is rounded to the nearest 10.

Of those dwellings the VOA build-period table dates 36.8% to before 1900, 7.0% to 1900-1918, 5.2% to 1919-1939, 11.6% to 1945-1972, 10.8% to 1973-1999 and 25.6% to 2000 or later, leaving 3.3% unknown.

Flats and maisonettes account for 94.1% of those homes in the same release, terraced houses 4.2%, and semi-detached and detached houses 0.1% each.

Band A holds 20.5% of the dwellings, while bands F to H together hold 27.9%, according to the VOA band counts.

These LSOAs approximate the neighbourhood rather than tracing the conservation-area lines, and because pre-1900 and post-2000 dwellings are the two largest groups in the VOA figures, the age of the block is fixed early: a historic conversion and a recent block raise different questions about lease terms and shared fabric.

Instruction guides for these conservation areas

Each local guide listed here applies one kind of instruction to homes in and around the five conservation areas, and the practice-wide pages describe the same work across London.

Districts on the other side of the boundary

The Islington guide covers the wider borough, while separate pages for Angel, Holborn, Shoreditch and the City of London set out the public records for districts close by; to the north, the Islington side of Stroud Green has a guide of its own.

Common questions about homes in EC1's conservation areas

Which conservation areas does this guide count as the neighbourhood?

Five Islington designations: Clerkenwell Green, New River, Charterhouse Square, Rosebery Avenue and Hat and Feathers, which planning.data.gov.uk maps over about 83.2 hectares. An address outside all five may still lie in a different designation, so the property's position against the mapped boundary is what decides it.

Does Islington restrict turning a workshop or office into a flat here?

Its design guidelines for three of the conservation areas say the area justifies restrictions on the normal freedom for changes of use. The area action plan adopted on 28 September 2023 is read alongside them, and a buyer of a converted unit asks to see the consent for the conversion.

How many list entries fall inside the five boundaries?

The NHLE data returns 284: 6 at Grade I, 10 at Grade II* and 268 at Grade II. Grade I entries include St John's Gate and Finsbury Health Centre. One entry can cover more than one structure, so the figure counts records, not buildings.

Is the ground here clay or gravel?

Both, in layers. BGS 1:50,000 mapping gives London Clay as bedrock at all five sample points, with Hackney Gravel above it at three and alluvium at one. Mapping is not site-specific, so trial holes or a drainage survey settle the question for a particular building.

Do parking controls around the green affect works or a visit?

They can. Islington's page on the green says it became a Restricted Parking Zone under a Traffic Management Order made in February 2023, and that changes to the green were made between February 2023 and summer 2024. Loading, skips and contractor parking are worth settling before work is priced.

What helps when the property is a flat in a converted building?

The lease and the plan attached to it, recent service-charge accounts, the planning reference for the conversion and any building control completion certificate. A note of who repairs the roof, the main walls and the shared stair lets the inspection focus on the parts the flat owner will pay towards.

How we work on an instruction

Hampstead Chartered Surveyors is a RICS-regulated firm (RICS Regulated Firm No. 923064) working from its registered Hampstead NW3 office. The firm does not claim premises, staff or completed instructions in an individual locality, and it does not treat a neighbourhood name as evidence about a particular building.

An instruction starts with the full address, the decision the client faces and the documents already available, such as leases, drawings, notices or earlier reports. The scope, fee and inspection date are confirmed in writing only after that review, and access to roofs, lofts, basements or common parts is agreed before the visit.

Reports include RICS Level 2 and Level 3 home surveys, building and defect investigations, party wall appointments, reinstatement cost assessments, contract administration and schedules of condition. Each report records what was inspected, what could not be seen and what further investigation the evidence supports.

Public datasets such as the conservation-area register, the National Heritage List for England, British Geological Survey mapping, the Environment Agency flood map and Valuation Office Agency housing statistics describe areas rather than individual properties. They frame questions before an inspection; they never replace it.
