Administering the Finchley building contract

A Finchley appointment needs a more precise setting than the district name alone. The Church End and Garden Village appraisals describe different approaches, buildings and boundaries. Use those distinctions to ask the right questions before tender, then administer the actual surveyed and agreed work.

HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.

Delivering building contracts in Finchley

Identify which Finchley centre the documents concern

Barnet’s Church End appraisal distinguishes Finchley Church End from the separate centres at East Finchley and North Finchley. Check the property’s address and designation before using a local character document in the contract brief. For a Church End appointment, identify the relevant drawing, surveyed elevation and proposed treatment instead of importing details from a similarly named scheme elsewhere. Keep any outstanding planning or design question against the item it affects, with a person responsible for obtaining the answer. Once that answer arrives, record the version issued to the contractor. This provides an identifiable scope for assessing progress, changes and completion without treating the wider Finchley name as evidence of a uniform building type.

Survey the transition between cottage and later development

The Church End appraisal contrasts modest cottages on Gravel Hill, Hendon Lane and College Terrace with denser later housing at places including Rectory Close and Spencer Close. Where a repair meets such an interface, establish the actual boundary, structure and retained finish at the junction. A visual change in building form does not reveal ownership or how the elements connect. Obtain the relevant measured information and competent design advice, then define protection and making good in the tender schedule. If concealed work reveals a different junction, retain the finding and revised detail before valuing the change. Completion inspection should follow that agreed location-specific treatment rather than a general allowance for matching adjoining work.

Do not turn a Garden Village footpath into a delivery assumption

The Finchley Garden Village appraisal states that its western links are footpaths towards Windsor Open Space and the Brookside Walk, while the road approach is through the streets connected to Hendon Lane. For work near Village Road, establish the lawful vehicle and material-handling route on current information. A convenient line on a map is insufficient to support a delivery method. Ask the contractor to identify unloading, carrying distances and protection for any agreed pedestrian passage. Include the relevant access agreements with the tender assumptions. If the proposed route changes, assess the actual handling and sequence implications using the revised method, keeping permission to use adjoining space as a separate documented matter.

Define the rear boundary before specifying external works

Barnet describes the Garden Village conservation boundary as following the rear gardens on either side of Village Road. For a contract involving garden-facing elevations, external services or boundary work, distinguish the designation map from the ownership and construction limits. Confirm which existing surfaces, planting and structures must remain and identify the advice required for the proposed operation. Put any temporary access and reinstatement into the priced scope, supported by a condition record. A contractor’s later request for a wider working area should identify the additional land and proposed protection. The administrator can then assess the contractual consequence against the authorised footprint while the responsible party obtains any further agreement required.

JCT tender preparation: Finchley

A Church End tender should show the particular cottage, apartment building or smaller later house involved, with its own work history and access. Separate the employer's repair package from any common element requiring another party's arrangement. Discuss JCT selection with the extent of completed design and the required specialist input established. Ask contractors to distinguish investigation, permanent work and reinstatement in their returns. If one bidder assumes a simpler roof or rear connection than the drawings show, reconcile the discrepancy before selecting the price. Carry the agreed clarification into the contract schedule so the administrator can assess later instructions against the building actually commissioned.

Barnet’s Church End appraisal describes modest Victorian cottages on Gravel Hill, Hendon Lane and College Terrace. Its account also records modern purpose-built apartments, flats and smaller houses in Rectory Close and Spencer Close. These are examples within the conservation area, not a claim that every Finchley street shares the same stock.

For a cottage, establish the original footprint and what has been added to it. For a purpose-built flat, identify the unit’s floor and the shared roof, entrances or other elements relevant to the instruction. The appraisal documents building context; it does not settle the repair condition, the legal responsibilities of a flat owner or the approval status of an individual extension.

The inspection brief can then distinguish the original cottage from its later accommodation. A continuous floor finish does not establish whether the rooms have matching construction beneath it. Hidden supports, buried drains and concealed roof junctions may need further evidence. Make any unresolved alteration a named question about the particular opening or addition, rather than labelling the whole house as recently renovated.

Ask the managing agent for recent roof, façade and common-area repair information relevant to the block containing the flat. Identify the building or phase in each document; a development-wide statement may not explain work to this unit’s envelope. Request the available specification where a large project is described only by its cost.

Show which communal areas can be reached during the agreed inspection and who can provide access. Physical findings and financial responsibility need to be read together without treating them as interchangeable evidence.
