Administering the Shoreditch building contract
These Shoreditch examples distinguish Hackney’s industrial and domestic building groups from the Boundary Estate interface in Tower Hamlets. Establish the address and authority before selecting the evidence for a project. The appointment should define the surveyed premises, access rights and repair package rather than rely on a broad City-fringe description.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Shoreditch
Trace the fabric of the former furniture and printing premises
Hackney describes South Shoreditch’s character through its furniture-making and printing history. For an alteration within a former commercial or industrial building, establish what survives at the instructed address through inspection and competent design investigation. The area’s history cannot confirm present loading capacity, hidden connections or the suitability of an old opening for new equipment. Set out the retained elements and proposed interventions in the tender, including any investigation still to be completed. Keep photographs and the authorised design response when opening up reveals an unexpected arrangement. The administrator can then relate additional work to a defined discovery and instruction rather than a general assumption about warehouse construction.
Distinguish Sun Street’s domestic and commercial construction
The council’s Sun Street account places early nineteenth-century domestic buildings alongside later commercial and industrial premises of a similar scale. A consistent street height therefore need not mean identical construction behind the frontage. For external repair or internal alteration, identify the specific building, its junction with neighbours and the features to remain. Ask the designer to explain any different treatments or investigations in the work schedule. Establish the lawful access and protection arrangements for shared or adjoining elements before pricing. During delivery, record approvals by element and location so a detail agreed for one building is not silently applied to another with a different original form.
Treat the Boundary Estate interface as a separate setting
Tower Hamlets’ appraisal places the Boundary Estate east of Shoreditch High Street around Arnold Circus, with radiating streets and individually designed blocks. It also records shops and rear workshops along Calvert Avenue. For work at that interface, identify the actual block, authority, entrance and service route in the project information. Do not assume a method priced for a Hackney industrial frontage will describe the instructed premises. Confirm current occupation and access arrangements with the relevant parties and specify the included common or private elements. The administrator should have a clear schedule against which to assess completion, with any subsequent extension of the package recorded explicitly.
Resolve the South Shoreditch record version before tender
Hackney’s current South Shoreditch page records approval of an updated appraisal and boundary in November 2021, following earlier boundary changes. Use the current area records to identify the relevant designation and obtain advice on the actual proposal. A consultation draft found during research should not be labelled as the adopted document or substituted for an address check. Put the confirmed design and consent information into the tender issue, with outstanding actions assigned to the appropriate person. If a later decision requires a different repair or sequence, preserve both versions and the reason for the change. The contract record should show what the contractor was originally instructed to provide.
JCT tender preparation: Shoreditch
For a Sun Street-area instruction, describe the actual domestic, commercial or former industrial range in the Shoreditch tender. A warehouse label should not determine the repair scope without drawings and component information. Identify the proposed JCT form and who supplies each remaining design detail, then issue a common document register to bidders. Compare their treatment of occupied entrances, rear access and protection of retained stock brickwork where it is included. Resolve an alternative repair or an exclusion for concealed work before award. Keep the final scope, accepted qualifications and price tied to numbered locations so later instructions can be evaluated against the original contract information.
Hackney’s January 2009 Sun Street appraisal identifies early-nineteenth-century houses and shops at 5–15 Sun Street and describes these buildings as stock brick. Its paragraphs 4.3.3 and 4.4.3 place that example within South Shoreditch’s mixed domestic, commercial and industrial history. This bounded account does not establish that every Shoreditch home is a warehouse conversion, or that former industrial premises are now used as dwellings.
For accommodation described as converted, request the plans showing the work that created that dwelling and the relevant completion information available. Identify the floor, unit and entrance on each record. If the building changed in several phases, keep the original conversion distinct from later internal refurbishment.
For an upper home, request the relevant roof-maintenance account from the managing party and ask who can arrange common-space access. If an exterior view remains unavailable, retain that limitation in the agreed brief instead of assuming that the converted facade establishes what is behind it.
