Contract planning in South Norwood
Documented building context
Croydon’s appraisal records varied older buildings and later infill on Portland Road. It identifies a residential conversion at No. 44 and the flint building with brick quoins at No. 37. These address-specific examples show why the present frontage and original use should be established separately.
The council distinguishes the altered villa at 1–3 Clifford Road from stretches of Victorian terracing further along the street. It describes stock brick, painted render and some former commercial frontages now used residentially. A common road name therefore does not establish an identical plan or construction history.
Croydon records brick and stucco door surrounds, bracketed window sills and decorated timber eaves at 30–36 Doyle Road, with floral mouldings at No. 4. These details identify particular buildings rather than a condition standard for the whole street. Their survival in the appraisal does not demonstrate their present state.
The appraisal describes Victorian terraces on Chalfont Road with glazed tiles in storm porches, stone window mullions and detailed door surrounds. It names 2–10 on the south side as a particular group. This differs from assuming that every nearby terrace has the same entrance and window construction.
South Norwood tender and contract decisions
A South Norwood tender should establish the actual frontage and conversion history at the instructed address before selecting repair details. The Portland Road examples include different buildings; a flint wall with brick quoins should not inherit the treatment or quantities of a nearby converted property. Identify the designer's specification and any investigation required where the wall build-up is uncertain.
For a Clifford Road house, distinguish the original range from later changes and show the current use and access on the plan. Tenderers should receive the same schedule of occupied areas and protection requirements. If a contractor's offer assumes an unaltered villa or an empty former shopfront, reconcile that assumption against the project information before acceptance.
A Doyle Road or Chalfont Road package should locate each instructed sill, eaves detail, porch tile or mullion. Where a trial repair or sample is required, price it as a defined deliverable and record the decision before extending the treatment. The appraisal's historic record is not evidence that each feature survives unchanged or that replacement is necessary.
What should the South Norwood tender and completion file make clear?
Discuss JCT selection with the design and specialist responsibilities understood. Compare bids against the agreed component and access schedule, resolving omissions and alternatives in writing. Preserve the accepted clarification and commercial effect in the contract pack. During administration, tie a change to its particular location and supporting evidence so a general street description does not determine the contractor's obligation.
