South Woodford: what the High Road records show

Two small Redbridge conservation areas, two Grade II* churchyard memorials and a single statistical area in which almost nine dwellings in ten are flats.

How this guide draws its line

Here the neighbourhood is taken to be the land inside two conservation areas designated by the London Borough of Redbridge: the larger one strung along Woodford High Road and the much smaller George Lane area, about 6.6 hectares between them. Holding to those lines means each figure below traces back to a mapped record, while the land to the west, which Redbridge's appraisal describes as densely built with mainly late Victorian and Edwardian homes, is judged on its own evidence.

Four things stand out: a churchyard holding two Grade II* memorials, a High Road group that the council calls some of the oldest and finest buildings in the borough, a gravel cap over London Clay with no river flood zone mapped inside the lines, and a statistical area where flats make up almost nine dwellings in ten. The guides listed further down each deal with one kind of instruction, and the east London guide places these streets among their neighbours.

Records behind the High Road conservation areas

Every statement below links to the public record it comes from; sources were re-checked on .

Two designations of very different size

The South Woodford conservation area, reference 3648, is the larger at about 5.5 hectares, and planning.data.gov.uk gives it a record start year of 1970 with no fuller date.

Redbridge's appraisal and enhancement scheme defines it as the plots fronting the A11 Woodford High Road between the North Circular Road and Chelmsford Road, and records losses at its southern end when the A406 cutting was made in the mid 1970s.

An annex to the scheme records an extension taking in Gladstone Terrace, a late Victorian shopping parade whose patterned brickwork and timber sash windows it described as almost intact above largely modern shopfronts, noting that some early details such as cast-iron balconette railings also survived.

George Lane, reference 3643, adds about 1.0 hectare with a record start year of 1981, and Redbridge's conservation areas page shows no adopted guidance for it, while the same page links a management proposals document covering all of the borough's conservation areas.

St Mary's churchyard and the Georgian houses

Eleven list entries fall inside the two boundaries in the NHLE listed-building points, nine at Grade II and two at Grade II*, with nothing at Grade I.

Both Grade II* entries are churchyard memorials, the Raikes Mausoleum and the Godfrey Monument, which the council's appraisal describes as a sombre neo-classical design and an elegant Corinthian column.

Among the houses, the appraisal names Elmhurst, the old Rectory, The White Hart and the house once called Holmleigh as listed Georgian buildings with sash windows, muted stock brick and, in all but one, roofs hidden behind parapets.

A roof concealed behind a parapet drains through a gutter nobody sees from the street, so on buildings of the kind the appraisal describes, the parapet gutter, its outlets and the timbers under it are among the first things examined.

Woodford Gravel, London Clay and the Roding

All five sample points are mapped as Woodford Gravel Member sand and gravel resting on London Clay Formation in the BGS 1:50,000 geology.

The BGS map gives no thickness for the gravel, so where a deep footing, a tree root or an old drain trench reaches the clay below, shrinkage and leakage are still traced on site.

No part of the two conservation areas lies in Flood Zone 2 or 3 on the Environment Agency's Flood Map for Planning.

The wider neighbourhood plan area is different, because the screening opinion prepared for the South Woodford Neighbourhood Plan records river flood risk from the Roding in its eastern section and along the A406 and M11.

Planning zones ignore defences, leave out surface water and are not drawn for single buildings, so the long-term flood risk service, which adds surface water, reservoirs and, where data is available, groundwater, is also checked for the area around the address, although it too does not say how likely an individual property is to flood.

One statistical area, mostly flats

Housing figures rest on a single LSOA, E01003672 (Redbridge 007E), included under the fallback rule of at least a quarter of its area inside the study area, although it lies mostly outside the 6.6-hectare study area (only 30.8% of its land is inside it), and the VOA's 2025 Council Tax stock of properties counts about 820 dwellings there, to the nearest 10.

Flats and maisonettes account for 87.8% of them in the property-type table, semi-detached houses 6.1%, terraced and detached houses 2.4% each, and bungalows too few to register in the rounded counts.

The build-period table puts 35.4% at 2000 or later, 23.2% at 1945-1972, 20.7% at 1973-1999 and 18.3% before 1900, with 2.4% at 1900-1918 and 1.2% at 1919-1939.

The share of flats echoes the 2002 appraisal's remark that the conservation area's residents were then housed almost exclusively in flats built in the previous forty years, so the lease and the block's repair history usually matter more to a buyer than the age of the street.

Band C is the largest in the banding counts at 47.6%, while bands F to H together reach 4.9%.

Plans, archaeology and permitted development

Redbridge re-designated the South Woodford Society as the neighbourhood forum in July 2026, and the same page notes that an adopted neighbourhood plan joins the statutory development plan alongside the Local Plan and the London Plan.

The screening opinion also lists archaeological priority areas named Woodford Hall and St Marys Woodford overlapping the neighbourhood area, which bears on basements and other deep digging near the church.

The national Article 4 dataset returns no polygon for the study area, yet Redbridge's list of directions includes a borough-wide one on small HMOs (C4 use), so converting a house for sharers is checked rather than assumed to be permitted.

NaPTAN places South Woodford Underground station 220 metres outside the study area.

Instruction guides for this part of E18

Below are the guides written for instructions near these two conservation areas, set beside the general service pages that explain what each kind of inspection or advice involves.

Guides around the Woodford High Road

Further guides cover Woodford Green, Walthamstow and Wanstead, and the neighbouring Snaresbrook conservation area is left to the Snaresbrook guide rather than this one. Highams Park, in the London Borough of Waltham Forest, has a guide too, and the east London guide draws the wider area together.

Questions about homes near Woodford High Road

What are the two Grade II* entries near St Mary's?

Both are churchyard memorials, the Raikes Mausoleum and the Godfrey Monument. Redbridge's appraisal also names listed Georgian houses such as Elmhurst and the old Rectory, so listed status is checked building by building rather than judged from the road.

How likely is it that a home near the High Road is a flat?

Very likely on the VOA's 2025 counts: 87.8% of about 820 dwellings in the single LSOA used here are flats or maisonettes, and 35.4% date from 2000 or later. The lease plan, recent service-charge accounts and the block's planned maintenance are worth gathering first.

Does the gravel under these streets protect against subsidence?

It helps without settling the question. The BGS maps Woodford Gravel over London Clay at all five sample points but cannot show how deep the gravel goes, and where foundations or roots reach the clay, or a drain has leaked, movement can still follow.

Is flooding a concern this close to the North Circular?

Not from rivers or the sea inside the two conservation areas, which sit wholly outside Flood Zones 2 and 3 on the Flood Map for Planning, though those zones leave out surface water. The neighbourhood plan's screening opinion does record river flood risk from the Roding in the eastern section of its area, so every address, and especially one beyond the lines or with a basement, goes through the long-term flood risk service.

What helps before an inspection of a flat above a High Road shop?

The lease and its plan, who repairs the roof and front wall, and the shop's own alteration history. Redbridge's enhancement proposals favour returning upper-floor windows on the parades at 127-157 High Road to sliding sashes or multi-pane casements, so it is worth knowing when and how the present windows went in.

How we work on an instruction

Hampstead Chartered Surveyors is a RICS-regulated firm (RICS Regulated Firm No. 923064) working from its registered Hampstead NW3 office. The firm does not claim premises, staff or completed instructions in an individual locality, and it does not treat a neighbourhood name as evidence about a particular building.

An instruction starts with the full address, the decision the client faces and the documents already available, such as leases, drawings, notices or earlier reports. The scope, fee and inspection date are confirmed in writing only after that review, and access to roofs, lofts, basements or common parts is agreed before the visit.

Reports include RICS Level 2 and Level 3 home surveys, building and defect investigations, party wall appointments, reinstatement cost assessments, contract administration and schedules of condition. Each report records what was inspected, what could not be seen and what further investigation the evidence supports.

Public datasets such as the conservation-area register, the National Heritage List for England, British Geological Survey mapping, the Environment Agency flood map and Valuation Office Agency housing statistics describe areas rather than individual properties. They frame questions before an inspection; they never replace it.
