Administering the Streatham building contract
Planning a refurbishment in Streatham? Start with the executed building contract, the priced scope and the decisions that will be needed during construction. Contract administration connects instructions, payment assessment and completion to that agreement. It does not establish the condition of an unopened roof or turn a planning approval into permission for every proposed alteration.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Streatham
Identify the address and the heritage constraints
Lambeth describes the Streatham Park and Garrads Road conservation area as development beginning in the 1880s and continuing into the inter-war years, including Queen Anne-style buildings. That description applies to the designated area, not every SW16 property. Locate the building against the council map and read the relevant appraisal before specifying external repairs. A contract package should distinguish features to retain, items to replace and details still awaiting the designer's decision. For a listed property, establish the consent position for the actual work; conservation-area status alone does not tell you whether an individual building is listed.
Turn an uncertain repair into an inspectable work item
On a property within that historic setting, an allowance for concealed repairs should explain what remains unknown. For example, if a roof edge cannot be inspected before tender, identify the proposed opening-up location, who will record the exposed construction and who can approve the repair detail. This is a suggested way to prepare the contract records, not a claim that Streatham roofs share a particular defect. Keep photographs, measurements and the instruction together so that the eventual valuation can be compared with the original allowance. Agree how temporary weather protection and making good are priced before the investigation starts.
Separate a highway licence from a parking arrangement
Lambeth's highways guidance covers structures such as scaffolding and hoarding, while parking suspensions use a separate council process. Check which highway authority controls the frontage before allocating responsibility in the tender documents. A scaffold that fits inside the site and one occupying the pavement create different questions. Ask the contractor to identify the proposed footprint, pedestrian route, loading location and dates, with the applicable approvals attached to the programme. The contract administrator can record the agreed requirements and subsequent changes; the appointment does not itself grant a licence or reserve a parking bay.
Plan neighbour interfaces before disruptive work
For an extension or alteration adjoining another home, compare the drawings with the categories of work in the government's party wall guidance. Cutting into a party wall and certain excavations near neighbouring foundations may engage a separate statutory process. A building-contract instruction is not a substitute for dealing with that process. For the Streatham project, put the relevant evidence into a simple readiness list: agreed access, any required notices or awards, design information, temporary support and the contractor's method. Ask the appointed advisers to resolve uncertainty before treating a proposed start date as achievable.
Keep the household's access decisions in the contract record
If residents will remain in the Streatham house or flats, describe the areas handed to the contractor and the routes occupants must retain. Record arrangements for deliveries, waste removal and temporary service interruptions beside the highway and parking information, rather than relying on a general statement that the site is accessible. Where a hidden condition changes the agreed sequence, obtain the required instruction and maintain the supporting evidence for any time or cost assessment. These are project-specific briefing questions: neither the conservation appraisal nor a postcode establishes the condition, occupation pattern or contractual entitlement at an individual address.
JCT tender preparation: Streatham
Before inviting JCT tenders, separate the Common-side house's principal range, lower accommodation and any garden structure into identifiable work packages. Give each bidder the same measured level information and explain which drainage or retaining-wall details are already designed. A cheaper return may otherwise leave those interfaces outside its price. Record how the proposed form will accommodate any defined contractor design, rather than asking an undefined provisional sum to settle that responsibility. Tender clarifications should identify the affected drawing, the required decision and the revised price, with accepted qualifications carried into the contract documents before signature.
Lambeth’s April 2017 Streatham Common appraisal describes mainly detached and semi-detached late-nineteenth-century houses on the North side, followed beyond Valley Hill Road by lower, more closely grouped interwar development. Its Southside account identifies wider and deeper plots, with mainly Edwardian and interwar houses alongside a smaller earlier group. These passages concern Lambeth’s Common conservation setting.
For a Common-side Streatham house, request a section showing the pavement, entrance, main floors and rear garden levels. Put any lower room, side access and retaining structure on that drawing. A photograph looking across the Common can leave the relationship between the back of the house and rising land unclear.
If a Streatham house contains accommodation added within the roof, show its stairs, dormers and connections to the covering on a section. A similar roofline along the road does not explain this building’s internal alteration.
Collect the repair file by structure rather than treating a general renovation description as one project. Ask which inaccessible room, roof area or garden face needs another arrangement, leaving the proposed scope clear about the practical limits of access.

Streatham contract administration questions
Does every Streatham project fall in a conservation area?
No. Check the exact address against the relevant council boundary map. The Streatham Park and Garrads Road designation is one defined area; it should not be applied to the whole neighbourhood.
Can we use a provisional sum for a concealed repair?
Discuss how the selected contract treats the allowance and its later instruction and valuation. Define the investigation and evidence needed to replace uncertainty with a priced decision; an unexplained allowance does not resolve the scope.
Will the administrator stay on site throughout the works?
Inspection frequency and reporting are agreed in the appointment. Periodic CA visits are different from continuous supervision or a separate Clerk of Works service.
What should we send before discussing a Streatham appointment?
Send the address, proposed works, drawings, contract form if selected, tender or contract sum and intended occupation during construction. Include known consent and neighbour matters, without assuming that an initial enquiry confirms appointment.
