Administering the Wandsworth building contract
These examples concern Wandsworth Town and its High Street, back lanes and former industrial groups. They do not describe every property in the borough. Identify the particular premises and work package, then use the relevant local records to develop an address-specific brief and written contract-administration appointment.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Wandsworth
Map the narrow lanes leading off Wandsworth High Street
The Wandsworth Town appraisal contrasts the main High Street with narrow lanes leading to irregular backland plots. Where a repair package relies on that rear access, measure the proposed route and establish the rights and present obstructions before the contractor prices deliveries or scaffolding. A route visible on a historic plan may cross several interests or serve other occupied premises. The project information should state the accepted working area, handling constraints and protection required along it. Keep the agreed plan with the tender record. Any later request for an alternative position can then be assessed by the administrator as an identifiable change with a documented reason.
Separate linked industrial and domestic work at the Ram Brewery interface
The council’s appraisal describes Wandsworth’s historic buildings as closely related groups where work, housing and worship developed together, including the Ram Brewery and nearby High Street property. For an instruction within a converted or adjoining group, establish the current building and management boundaries instead of assuming that historic association implies common control. Identify the retained interfaces and the information needed before work is designed. The tender should make clear which connections, surfaces and shared elements are included. During delivery, keep approvals linked to the relevant package and responsible party. That gives the administrator a workable basis for handling discoveries without silently adding neighbouring premises to the contract. Use separate schedule references for the brewery building and each adjoining premises, allowing inspection notes to identify the correct side of a shared interface.
Specify the actual masonry along the town-centre frontage
The Wandsworth Town appraisal records varied brick use, including stock and gault brick away from the centre and red brick within it, together with stone or rendered detailing. A town-centre repair schedule should therefore identify the actual material at each instructed location. Ask the appropriate specialist or designer to define treatment and any sample required before the work proceeds. Do not assume that a visually similar adjacent building provides the specification. Record quantities and access requirements against the relevant elevation. The administrator can then track approved repairs, changed quantities and making good by component, giving the employer a clearer account than a single general allowance for external refurbishment.
Distinguish retained buildings from newer Ram Quarter construction
Wandsworth’s appraisal identifies contemporary development around the former brewery as introducing different scales, materials and mixed-use building forms. An instruction at that interface needs current drawings and records showing which elements are retained and which belong to later construction. Obtain the applicable maintenance, warranty and management information for the particular package without assuming one system across the site. The design and tender should locate junctions requiring investigation and define responsibility for resolving them. Record the final authorised details and any inspections before concealment. At close-out, the administrator should be able to relate completed work and outstanding documents to the actual construction concerned.
JCT tender preparation: Wandsworth
Use the actual Old York Road-area property to prepare a Wandsworth tender, distinguishing the domestic terrace from a commercial frontage where relevant. Identify the work limits at the main range, rear addition and adjoining fabric, with the employer's access rights checked separately. The JCT form discussion should address the completed design, any specialist package and the administration required for that scope. Require bidders to state their assumptions about occupation, protection and investigations in a comparable format. If a price excludes a junction or treats a specified repair as decoration only, reconcile it before the offer is accepted. Keep the agreed treatment, quantity and document reference beside the final contract sum. During the works, this record allows a proposed instruction to be compared with a real original obligation rather than with the broad phrase 'terrace refurbishment'. If the terrace instruction includes rear work, show the route from the street to that location and establish who can authorise its use. Ask the bidder to name any handling assumption that would change if that route became unavailable.
Wandsworth’s Old York Road appraisal, adopted on 31 August 2023, describes its residential character area as short parallel streets made up almost entirely of two-storey brick terraces. The document distinguishes this domestic grid from the shopping frontage. It is a named local example, not a description of every home in Wandsworth or proof of a particular terrace’s present condition.
Ask which available document shows the division between the premises and the dwelling. Record any shared entrance or concealed connection as a specific scope question.
