Planning the Wapping major works brief

A Wapping major works pack needs a precise description of the building being repaired, particularly where a former warehouse has been adapted for homes. The original structure, later conversion details and the present lease boundaries can raise different questions. HCS supplies technical information for the client’s consultation and procurement; the client retains responsibility for statutory notices.

Describe the conversion rather than pricing a generic riverside block

Tower Hamlets’ Wapping Pierhead appraisal records warehouses converted to residential use, including Oliver’s Wharf and St John’s Wharf. It also describes the smaller Georgian terraces at the former dock entrance. The Wapping Wall appraisal identifies another stretch of historic wharf and warehouse development. These records demonstrate different building forms within the locality; they do not establish a defect, service-charge liability or an HCS appointment at any named property.

For an instructed conversion, distinguish retained masonry and openings from later windows, balconies, roof coverings or services. Establish which elements the proposed works actually address. Ask for available conversion drawings and maintenance records, then record where inspection is incomplete. Residents should be able to connect a described problem to an identifiable elevation or component, rather than to an unexplained allowance for warehouse refurbishment.

Make the river-facing access proposal understandable

A repair on a riverside face may have a different access solution from work reached from the street or courtyard. Confirm the physical arrangement at the address, including ownership and occupation of the spaces needed. The appraisal’s description of river-facing structures is a reason to investigate access; it is not authority to use a jetty, neighbouring roof or waterside route.

Obtain a competent access proposal and identify the permissions on which it depends. When comparing estimates, show whether each contractor has priced the same workface and protection measures. If one bidder excludes a difficult elevation, make that exclusion visible before residents are asked to understand the total. Keep any unresolved access cost separate from a firm repair quantity, so the client knows what remains uncertain.

Trace observations back to the specification item

Residents may question whether a proposed replacement belongs to the original building, the conversion or a later alteration. A component register can link the location, present condition, recommended action and evidence supporting it. Give photographs clear references and retain the inspection limits. Where a specialist assessment is needed, state the question it must resolve before a final specification is adopted.

Under the ordinary qualifying-works procedure, technical information must be available in time to support the client’s estimates and consultation responses. Record nominated contractors and the information issued to each bidder without implying that nomination guarantees appointment. When an observation prompts a change in quantity or method, explain the revision and let the notice issuer take advice on whether further procedural action is needed.

Keep immediate protection separate from the permanent programme

If material is falling or water ingress is reported, obtain competent advice on immediate protective action and preserve the evidence available at that point. Record what could safely be inspected, what temporary work was instructed and which longer-term decisions remained open. A short emergency record is more useful than later trying to reconstruct why a contractor attended.

Dispensation is not granted by describing a Wapping project as urgent. The tribunal’s section 20ZA jurisdiction, relevant prejudice and any conditions need legal advice. HCS can provide the instructed technical chronology, but cannot decide the landlord’s legal recovery position. Subsequent repair work should still have a defined specification, authorisation trail and completion evidence appropriate to its scope.

Commission the work by identifiable technical stages

For a Wapping brief, separate initial inspection from specialist investigations, repair design, tender evaluation and any later contract administration. Access to high or river-facing fabric, the availability of conversion records and the need to inspect from occupied homes can affect the agreed workload. State who arranges access and who answers resident enquiries at each stage.

A fee proposal should identify those tasks and its exclusions without hiding them within the contractor’s estimate. Any legal review, statutory notices and lease interpretation remain separately allocated. If a leaseholder requests an independent review of an existing pack, confirm that HCS can accept that instruction without conflicting with another appointment on the building; do not assume it represents both sides.

Section 20 thresholds and responsibilities

For England, qualifying works trigger consultation when any one leaseholder’s relevant contribution is more than £250. For a qualifying long-term agreement, the test is more than £100 for any one leaseholder in an accounting period. Such an agreement has a term of more than 12 months, subject to the statutory definition and exclusions. Check the highest actual contribution under the leases, including VAT where payable, rather than relying on the average for the block.

Thresholds effective from 31 October 2003; statutory sources checked 1 October 2026. This source check is separate from the page’s human review date.

Sources: qualifying works amount, agreement amount and accounting period, agreement definition and commencement.

Reform watch: Government has consulted on raising the thresholds and a draft Leasehold and Commonhold Reform Bill was published in January 2026. Government consultation; draft Bill. Check the current law before relying on a proposed change.

HCS does not prepare or serve statutory Section 20 notices. HCS provides the specification, tender information and consultation support the landlord or managing agent needs. The notices are issued by the landlord or agent, with their solicitor where required. HCS does not give legal advice.

Where HCS specifies, tenders or administers a Section 20 programme, HCS will not also tender as contractor.

Local sources checked

Local sources checked 2 October 2026. Historic character evidence is distinguished from suggested project questions. Confirm current designations, permissions and conditions at the actual address.

Wapping major works questions

Does a conservation appraisal establish that my warehouse needs the quoted work?

No. It records the area’s historic character. The proposed repair still needs building-specific condition evidence and a suitable specification. Ask for the inspection references, quantities and explanation of the chosen treatment, including what could not be seen.

Can a different access method explain a large difference between Wapping estimates?

It can be a matter to investigate. Compare the priced workfaces, protection, working duration and permissions. A lower total that excludes an elevation or assumes unavailable access should be clarified before the client makes a selection; the difference is not proof of overcharging by itself.

Does this cover alterations inside one Wapping flat?

An individual alteration can raise a separate licence-to-alter or party wall question. Use the London licence-to-alter service for the landlord’s technical consent process and the Wapping party wall page for that distinct statutory role. Identify whether the proposed work is private or part of the common repair package.
