Administering the Wapping building contract

A Wapping instruction may concern a converted warehouse, a Pierhead house or another building within the dockside street pattern. Define the particular fabric, boundary and route to the workface. The local sources explain why those questions matter; current project evidence must establish what can be accessed, repaired and included in the building contract.

HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.

Delivering building contracts in Wapping

Schedule the retained features of the Pierhead warehouses

The Wapping Pierhead appraisal identifies converted warehouse groups including Oliver’s Wharf and St John’s Wharf, with surviving features such as the lattice-girder connections across the street. For a repair appointment, identify precisely which retained elements fall within the employer’s instruction and obtain the necessary specialist investigation. A former goods connection should not be assumed usable as a modern access route or support. Show the agreed intervention and any protection to adjoining fabric on the tender drawings. If opening up changes the proposed treatment, retain the inspection evidence and authorised design response. The administrator should be able to connect the resulting work to its location and original priced scope.

Distinguish the Pierhead houses from the warehouse package

The council’s Pierhead account describes the two domestic terraces beside the former London Dock entrance as a distinct building group. For work at one of those premises, survey its actual entrance, facade and roof arrangements rather than transferring a warehouse access or repair allowance. Identify the retained details and obtain advice on the proposed treatment, including any separate consent requirements. Record the route through or around the building and the arrangements needed for continuing occupation. The administrator’s inspections should follow that agreed scope and sequence. Additional work discovered during the contract needs its own evidence and authorisation, even where the external appearance seems consistent with a neighbouring property.

Measure the Wapping Wall river-facing operation

The Wapping Wall appraisal describes substantial warehouses, brick wharves and buildings that project by different amounts towards the Thames. For an external repair, commission the information and competent advice needed to establish a workable access and temporary-works method at the actual elevation. The street-side view cannot establish the river-facing geometry or a safe support arrangement. Identify the relevant rights and authority requirements, then include the accepted method and limitations in the tender information. Where investigation or an external decision changes the proposal, preserve the reason and revised sequence. The administrator can then assess the defined change rather than relying on a broad allowance for working beside water.

Keep passages and dockside features within a defined protection plan

Tower Hamlets’ Wapping Wall account identifies river-stair passages and surviving dock machinery and structures as parts of the local character. If the contractor’s operation affects such a feature, establish its current condition, ownership and the relevant design or conservation advice before using or altering it. Show the retained elements and permissible handling route in the site information, with the protection and reinstatement obligations clearly priced. The existence of a historic passage does not establish unrestricted access today. Keep any later proposal to change the route or remove protection in the instruction record. At close-out, inspect the affected locations against the initial evidence and the agreed making-good requirement.

JCT tender preparation: Wapping

The Wapping Pierhead examples call for a tender that distinguishes former warehouse fabric from the neighbouring Georgian terrace forms. Identify the actual building, floors and employer's interest, then show which shared roof, entrance or external component is included. Discuss JCT selection with the design team after establishing the information available and any specialist detail still to be developed. Ask bidders to separate temporary access, protection and permanent repair quantities, with assumptions about occupied units stated expressly. An offer for a flat's internal works should not silently become the price for a larger envelope package. Reconcile exclusions and any alternative treatment at the relevant component before selecting the contractor. The final tender addendum should record the accepted scope and commercial effect, allowing later instructions to refer to the actual building rather than a general warehouse-conversion description. For a former loading opening, distinguish the external repair from alterations to rooms behind it. Tenderers should identify which surfaces and connections their allowance covers before that figure is accepted into the contract.

Tower Hamlets’ Wapping Pierhead statement, adopted on 4 November 2009, describes Dundee Court as former landside warehouses converted to residential use. It also records two domestic Georgian terraces beside the former London Dock entrance, with a warehouse-influenced architectural treatment. Those named examples establish different historical forms within the Pierhead setting, rather than one construction type or a condition finding for all Wapping homes.

Establish who can arrange access to the relevant common route or roof space for the agreed visit. Ask for the completion account where it is available, keeping an intended programme labelled as intended.
