Pre-Application Advisory across London
Pre-application advisory helps you understand the planning and technical constraints affecting your site before you commit to a design or submit a planning application. We assess planning policy, conservation requirements, building regulations and technical feasibility to inform your project strategy.
Our pre-application service covers feasibility assessment, planning policy context, conservation area and listed building considerations, party wall implications, structural constraints and CDM requirements. We help clients make informed decisions about project viability before committing significant design fees. We provide technical building and feasibility input; planning strategy is led by a planning consultant and legal questions by your solicitor.
In London the gap between what an owner wants to do and what a site will actually allow is often wide, and the cheapest place to discover it is before design fees and a planning application are committed. Pre-application advice tests that gap: whether the extension, conversion or change of use is realistic against local planning policy and conservation controls, whether the structure can take it, and what party wall, basement or rights of light issues will need managing. We bring the technical and building-surveying view — feasibility, constraints and buildability — and are clear that planning strategy sits with a planning consultant and legal questions with a solicitor. The output is an honest read on viability and the risks worth resolving early, so clients commit to schemes that can actually be delivered rather than designs that unravel at application stage.
What to send, and what you receive
Tell us about the building and the duty or deadline you are managing and we will confirm a proportionate scope and a fee before you instruct.
What to send before we quote
- The property type and use
- Any current reports
- The known risk or issue
- Your required deadline
- The responsible person or contact
What you receive
- A written review, audit or assessment suited to the duty
- Findings and a proportionate, prioritised action plan
- Clear advice on what is and is not covered
Some areas need accredited specialists (for example UKAS-accredited asbestos or testing laboratories, or a structural engineer); we coordinate this and keep our advice independent. Ask what the report would include.
Scope of our pre-application advisory service
Planning Feasibility

Conservation Advisory
Advice on conservation area and listed building constraints including heritage impact assessment.
Technical Feasibility
Assessment of structural, building regulations, party wall and CDM constraints affecting your proposed scheme.
Design Brief Development

When pre-application advice is needed
Clients usually come to us with a scheme idea and unknowns, not a service name. These are the typical triggers.
- A site or building has uncertain development potential.
- A scheme may face heritage or conservation constraints.
- Structural or buildability feasibility is unknown.
- You want to test viability before committing design fees.
- A planning route or strategy needs technical grounding.
- An architect or planner needs early building constraint input.
- A listed building or conversion is being considered.
- A purchase decision depends on development feasibility.

View ServiceWhat this service is — and is not
Pre-application advisory is early-stage technical and feasibility input. We assess building, structural, heritage and buildability constraints and the technical implications for a proposal; we do not submit the planning application, lead planning strategy, or give legal advice, which sit with the planning consultant, architect and solicitor.
Our findings are based on the information available and the constraints identified within the agreed scope, and we identify where further survey, design or specialist input is required rather than implying it is covered. We do not guarantee a planning permission, consent or viability outcome; the value is in informing the decision before significant fees are committed.
A representative pre-application advisory instruction
The following London inspection and reporting workflow breakdown shows how our RICS surveyors scope, inspect and report on real properties across London; see our published London surveying case studies for completed project records.
- Typical client: an owner, developer or buyer considering a scheme
- Typical project: an extension, conversion, change of use or listed-building alteration
- Typical issue: viability and constraints unknown before committing design fees
- Typical instruction: a pre-application feasibility and technical constraints review
- What the client typically receives: a constraints and feasibility assessment and a recommended next-step route
- How it is typically used: to shape a viable brief and planning route before significant spend

Send property detailsHow pre-application advice de-risks a planning submission
A planning application is decided against the development plan — the local plan and any neighbourhood plan — read alongside the National Planning Policy Framework, with the statutory presumption that decisions accord with the plan unless material considerations indicate otherwise. Engaging the local planning authority before submission tests a scheme against those policies while it can still change, which is where most of the value in pre-application advice sits.
A useful pre-app is more than a conversation: it identifies the policies that will govern the decision, the likely consultees (highways, conservation, trees, drainage), the validation requirements the authority will insist on, and the reports a valid submission must carry — a design and access statement, heritage or daylight assessments, and the rest. On heritage or larger schemes it flags early where an objection is likely, so the design responds before money is spent on a formal application.
Not every project needs a full application at all. Many domestic and commercial changes fall within permitted development under the General Permitted Development Order, sometimes subject to a prior-approval process, and confirming that route — or securing a lawful development certificate — can be faster and more certain than a householder application. We help establish which route a project belongs in, and what evidence each one demands, before you commit to a submission.
Common questions about pre-application advisory
What is pre-application advisory?
Pre-application advisory is early-stage technical and feasibility input before you commit to a design or submit a planning application. We assess the planning and technical constraints affecting the site, the existing building and the proposal, so the scheme and the planning route are based on realistic constraints rather than assumptions.
Do you submit the planning application?
No. The planning application itself would normally be led by the architect or planning consultant. Our role is to provide the technical building advice and supporting commentary that strengthens that submission, not to make the application.
Can you work directly with our architect or planner?
Yes. This service is most effective when we work alongside the architect and planning consultant so technical issues are identified early and the submission reflects realistic building constraints rather than emerging as problems later.
Is this only for major developments?
No. It can be valuable for single-property schemes, listed building alterations, residential conversions, extensions and other projects where early technical clarity may influence the planning route or viability, not only major developments.
What kind of issues are usually identified at this stage?
Typical issues include structural feasibility, likely fire safety implications, heritage and conservation constraints, buildability concerns, the suitability of the existing building, and the extent of further surveys or consultant input needed before detailed design.
Can you provide architectural design as well?
Yes. Our in-house architectural team can provide design input, planning support and building regulations coordination for appropriate schemes. For larger projects we can work alongside a lead architect while providing the technical building assessment layer.
Do you give legal or planning-consultant advice?
No. We provide technical building and feasibility advice. Planning strategy is led by a planning consultant and legal questions by your solicitor; we work alongside them and identify where their input is needed rather than acting outside our expertise.
How does this save cost on a project?
By testing feasibility and constraints before significant design fees are committed. Identifying a structural, heritage or buildability constraint at the outset is far less costly than discovering it after a scheme has been designed or refused.
Do you cover listed and conservation-area buildings?
Yes. Listed buildings and conservation areas are common in London and often the decisive constraint. We assess the heritage and planning context early and identify where listed building consent or specialist conservation input will be required.
When in the project should we instruct this?
As early as possible, before the design is fixed and ideally before significant design fees are committed. The value of this stage is in shaping a viable brief and planning route, which is hardest to influence once a scheme is already designed.

Planning pre-application advisory in Central London
Pre-application advisory tests a development or alteration concept before a full planning application is fixed and substantial design cost is committed. In Central London, it should identify the relevant planning authority, heritage context, use, servicing, access, neighbour and evidence questions while treating officer feedback as advice rather than a future decision.
