The surveyor's role in a basement impact assessment
A Basement Impact Assessment is a multi-disciplinary document: ground movement and structural analysis belong to chartered structural and geotechnical engineers, hydrogeology to hydrogeologists. Our role is the building-side evidence and coordination that those analyses depend on - and we keep that boundary explicit.
Hampstead sits in Camden, the borough with London's most developed basement policy: Camden Local Plan policy A5 and CPG Basements require impact assessments addressing land stability, groundwater and structures, typically audited on the council's behalf. For owners, developers and - just as often - affected neighbours, we provide the surveying inputs: the construction and condition of the host building and adjoining property, schedules of condition, movement-monitoring baselines, and the neighbour protections (party wall, access, licences) that run alongside consent.
We assemble and coordinate the BIA team - structural engineer, geotechnical specialist, hydrogeologist - confirming scope, competence and insurance for each, and we review their outputs against what the building actually shows. The engineering analyses are signed by the engineers who produce them; we do not provide structural design or ground-movement prediction, and say so in terms. Where specialist input is required, we confirm scope, competence and insurance and coordinate with competent specialists, so the right professional signs the right document for the scope it was produced for.

What to send, and what you receive
Send the documents and a short summary and we will confirm how we can act and a fee before you instruct.
What to send before we quote
- Any notices or draft notices
- Relevant lease clauses, if applicable
- Drawings of the proposed works
- Neighbour or freeholder correspondence
- Key dates or deadlines
What you receive
- A written schedule, award, report or advice suited to the matter
- A clear explanation of your position and options
- The next steps and any deadlines
Some matters can need specialist input (for example a structural engineer for basement or structural works); we tell you when this is needed. Ask what the report would include.
When to involve us
- A basement scheme in Camden or a neighbouring borough needs its BIA inputs assembled and coordinated
- You are the neighbour to a proposed basement and want the risks and protections handled properly
- Pre-acquisition: a property with basement potential needs feasibility-level constraint advice
- A consented scheme is moving to party wall and construction stage and needs condition records and monitoring baselines
- An audit response requires better building-side evidence than the current submission contains
- Post-works: alleged movement or damage needs attribution against pre-works records

Basement Impact Assessment London support for prime borough schemes
Basement Impact Assessment London searches are usually about consent risk, neighbour risk and who should coordinate the evidence before a basement excavation is submitted or built. The demand is niche, but concentrated in Camden, Westminster, Kensington and Chelsea, and the high-value streets where below-ground extensions are common.
Camden, Westminster and RBKC focus
Camden Local Plan policy A5 and the council’s basement guidance require a BIA to address land stability, groundwater, structural stability and effects on neighbouring buildings. Camden schemes can also be audited independently, so the building evidence has to be clear before the engineers and hydrogeology specialists finalise their inputs. In RBKC and Westminster, basement policies and construction controls raise similar practical questions for applicants and neighbours.
Burland Scale and neighbour evidence
For Camden basement schemes, the damage-risk discussion often turns on Burland Scale categories, adjoining foundations, existing cracking, damp, retaining walls and monitoring triggers. We record the building condition, schedules of condition, party wall context and neighbour protections so the BIA is grounded in what is present on site.
Prime London areas
We regularly consider basement risk in Hampstead, Belsize Park and Highgate in Camden; St John’s Wood, Marylebone and Mayfair in Westminster; and Kensington, Chelsea, South Kensington and Notting Hill in RBKC. These areas combine older terraces, conservation constraints, close neighbours and high-value basement excavation decisions.
Clear professional boundary
We coordinate with competent specialists for structural, geotechnical and hydrogeology inputs, and we do not provide structural design or ground-movement prediction. Our role is surveyor-led building evidence, condition records, neighbour risk advice and party wall coordination, so the right professional signs the right part of the BIA package.
Common basement scenarios we support
- Single-storey basement extensions under terraced houses.
- Lightwell and front-vault conversions.
- Deepening or extending existing cellars.
- Basements beneath mews houses and end-of-terrace plots.
- Multi-property basement programmes for developers.
- BIA evidence coordination for Camden and Westminster applications.
- Neighbour condition records before excavation begins.
- Party wall coordination alongside the BIA.
- Movement-monitoring baselines for higher-risk digs.
- Post-works condition review where damage is alleged.
How fees are set
Fees depend on which role we take - coordination of the full BIA input package, neighbour-side protection, or both stages through to construction - and on the number of adjoining ownerships involved.
We confirm a fixed fee in writing after scoping the building and the brief, before any work starts. There are no percentage mark-ups on third parties we coordinate.
What affects the fee
- Scheme scale and number of adjoining ownerships
- Whether we coordinate the specialist team or act neighbour-side
- Extent of condition recording and monitoring
- Audit-response involvement
- Construction-stage monitoring duration
A representative basement instruction in Camden
The following London inspection and reporting workflow breakdown shows how our RICS surveyors scope, inspect and report on real properties across London; see our published London surveying case studies for completed project records.
- Typical client: A homeowner in Camden planning a basement extension
- Typical property: A mid-terrace Victorian house on London clay in a conservation area
- Typical issue: The council required a BIA and neighbours raised concerns about movement and damp
- Typical instruction: Coordinate the BIA survey inputs, record neighbouring condition and advise on protections alongside the party wall process
- What the client typically receives: A condition evidence base, surveyor input to the BIA documentation and clearly defined neighbour protections
- How it is typically used: The application progressed with engineering inputs anchored to recorded conditions, and the neighbour relationship stayed workable

Ask us to review your documentsBasement Impact Assessment Support FAQs
Do you produce the Basement Impact Assessment yourselves?
No single firm honestly can, and we are explicit about our part. The ground movement, structural and hydrogeological analyses must come from chartered engineers and hydrogeologists, who sign their own work. We provide the building-side evidence, assemble and coordinate the team, and keep the package coherent - the same scope-and-competence discipline we apply across our fire safety work.
What does Camden actually require?
Camden's CPG Basements (under Local Plan policy A5) requires basement schemes to assess land stability, groundwater and impacts on structures and neighbouring buildings, with the BIA typically subject to independent audit. Requirements vary with scheme scale and site sensitivity, and neighbouring boroughs run similar but not identical regimes - which is why feasibility-stage advice saves abortive design.
We are neighbours to a proposed basement. What protections should we expect?
A proper schedule of condition before works, party wall procedures correctly run, monitoring with agreed triggers, and clear access and insurance terms. We act for adjoining owners at least as often as for developers, and early engagement is consistently cheaper than retrospective dispute.
How does this interact with the party wall process?
Basement excavation almost always engages the Party Wall etc. Act's adjacent excavation provisions. The BIA, the party wall awards and any access licences should tell one consistent story about risk and protection - we coordinate them so they do.
Can you help if damage appears during basement works?
Yes. With pre-works condition records and monitoring data, attribution is an evidence exercise rather than an argument. Without them it is much harder - which is the strongest reason to involve a surveyor before excavation starts.
Do you advise on basement feasibility before purchase?
Yes - constraint-level advice on policy, neighbouring context and the likely assessment burden, so you understand the consenting risk before committing. Detailed design viability remains an engineering question once a scheme exists.
