Contract planning in Cockfosters

Documented building context

The GLA’s report of 16 November 2016 for 116 Cockfosters Road describes the then-existing curved nine-storey Black Horse Tower and two connected three-storey office buildings. Its site description also records the opposite retail parade with residential and office accommodation above. This is a historic planning-stage description of a particular station-side setting, not evidence that the redevelopment proposed in that report was completed.

Existing-building records for the tender

Ask which part of the roof and façade is included in the most recent repair information. The commercial frontage and upper dwelling may have different documentary histories. Keep a shop fit-out invoice separate from evidence about the floor, roof or wall enclosing the residential accommodation.

For a reported defect, give the room, affected surface and any previous investigation. State which loft spaces, garden structures and outside faces can be reached safely within the agreed scope. A description of the nearby centre should not be used to substitute for this building’s construction or repair history.

Cockfosters tender and contract decisions

The Cockfosters Road planning report must be treated as a dated site description. Before tender, identify which building exists now, which part the employer controls and which earlier proposals were actually carried out. Compare the measured layout with the current design and available completion evidence. A development name or the report's recommendation cannot establish that a particular structure, connection or service arrangement was constructed.

For work in a home above the retail parade, show the entrance, stair and relevant roof or wall on the contract drawings. Separate the dwelling's internal scope from shopfront, common services and adjoining office or residential areas. Record the access and occupation assumptions offered to tenderers, including any isolation or temporary protection required at an interface. If the site evidence differs from the baseline, obtain the designer's response and use the executed JCT procedure for the resulting instruction and assessment. The historical tower description should not be transferred to an unrelated flat.

What should the Cockfosters tender and completion file make clear?

An altered Cockfosters house needs its own chronology of extensions and changed openings. Define investigation where the proposed design depends on a concealed connection, and distinguish the inspection stage from a promise of continuous supervision. Keep photographs, accepted details and completed work quantities against the actual component. At handover, connect required certificates and outstanding items to that house or dwelling, with excluded common elements clearly understood. The contract record should establish what was instructed and evidenced, not assert condition or permission from a locality label.
