Administering the Ealing building contract

The examples below concern Ealing’s town-centre and adjoining residential setting. Establish which frontage, access route and building the contract includes, then check its current records. Historic character evidence can guide the investigation; it cannot establish today’s occupation, ownership or permission to carry out the proposed work.

HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.

Delivering building contracts in Ealing

Distinguish The Grove’s domestic work from the commercial frontage

Ealing’s town-centre appraisal separates the main shopping streets from the residential enclave around The Grove. For a repair contract in that setting, identify whether the package concerns a house, a commercial frontage or an interface between them. Obtain the current occupation and service information needed for the proposed sequence. State the included elevations, rooms and external areas in the tender documents, avoiding an undefined allowance for town-centre refurbishment. If the employer later adds work to another part of the premises, record the changed scope and relevant design response. The administrator can then assess the instruction against a clear original package rather than inferring its extent from the district description.

Measure the approach through Barnes Pikle before pricing handling

The appraisal describes Barnes Pikle as a narrow alley with high brick boundaries. For an appointment proposing to use that approach, confirm the actual access rights, width, condition and route to the workface on current information. A named passage in a character document does not establish the contractor’s entitlement to enter or store materials there. Ask for a handling method that accounts for the relevant turns, entrances and protection of retained walls. Put any unresolved permission against the activity it affects. If the preferred route proves unsuitable, retain the evidence and alternative method so the administrator can assess the specific change in handling or sequence within the building contract.

Define side access and reinstatement at the set-back houses

Ealing’s account identifies houses on parts of The Grove and Windsor Road within generous plots and front gardens, with gaps between buildings. For external work at one of these premises, survey the proposed side route and distinguish the employer’s land from adjoining ownership before choosing an equipment position. Specify retained boundary, planting and surface protection with any necessary specialist input. A wide-looking gap should not be treated as proof that a particular vehicle or temporary structure will fit. Include the actual reinstatement obligation in the tender scope and record initial condition. At close-out, use that evidence to identify any incomplete making good associated with the contractor’s temporary operation.

Reconcile the appraisal with the recent conservation review

The council’s November 2025 review approved an extension to Ealing Town Centre and changes to other Ealing conservation areas. A project team should therefore identify the current designation for the exact address before relying on the 2007 appraisal’s map or neighbouring area name. Obtain the applicable design and consent advice, and allocate any missing decision to the responsible person in the tender information. Keep the authoritative document version distinguishable from background character material. When a contractor proposes a substitute detail or the client expands the work, revisit the relevant requirement and retain the actual response. The administrator’s record should show how that response affects the specified work, price or sequence.

JCT tender preparation: Ealing

For an Ealing Green-area tender, identify the relevant building and sub-area on the project plan while checking the actual designation separately. The mix of homes and shops makes a clear work boundary more useful than a locality-wide specification. State the proposed JCT form with the employer's design information and any defined contractor design. Require the same assumptions about occupied space, access and temporary protection in each return. Where tenderers allow different roof treatments or repair extents, resolve the technical basis before comparing prices. Record the selected scope, accepted qualifications and drawing versions together, enabling later instructions to be assessed against the specific package commissioned. A package spanning a shop and upper home should identify the separate keyholder and interruption arrangements for each. Record who confirms those arrangements before the contractor relies on them in the programme.

Ealing’s March 2008 Ealing Green appraisal distinguishes the Ealing Green/St Mary’s Road, Mattock Lane and Walpole Park subareas. Its special-interest summary describes a mixture of homes and shop parades, with stock and red brick, stucco details, and slate or tile roofs. These are historical material and townscape descriptions for the named area, not a present boundary check or a diagnosis of all Ealing housing.

For a home over an Ealing shop, show its entrance, stair and relationship to the commercial frontage on the available plan. A dwelling refurbishment record may not concern the opening below it.

Ask the appropriate owner or agent about access to relevant common or commercial areas before treating them as available. Bring lease and use questions to the legal adviser while keeping the physical brief explicit.
