Administering the Earl's Court building contract
Earl’s Court works benefit from a contract brief that identifies the building, its access constraints and the documents authorising the proposed changes. This page uses RBKC guidance and the Earl’s Court Square appraisal. Check the site’s authority and designation before applying those sources, and agree the administrator’s written scope against the selected contract.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Earl's Court
Identify the fabric and the designated area precisely
RBKC’s 2016 Earl’s Court Square appraisal describes Victorian terraces, semi-detached houses and mansion blocks, with stock brick, stucco, stone and timber windows. It distinguishes that designated area from its neighbours. Locate the instructed address on the relevant map and check individual listing before using the appraisal to develop a repair specification. Ask for retained features and proposed replacements to be scheduled by elevation or element. The document explains architectural character, not the current condition of a particular window or wall. Any claim about defective fabric needs inspection evidence for the actual property.
Make CTMP discharge a visible programme dependency
RBKC says that where a planning permission includes a Construction Traffic Management Plan condition, it must be formally discharged before work starts. Its guidance links that discharge to subsequent highway licences and parking suspensions, and identifies separate liaison with Transport for London on red routes. Put the relevant condition, submission and formal decision in the project’s readiness schedule. Ask the contractor to price the approved vehicle and access arrangements. A tender programme with a proposed start date is not evidence of discharge; record who will resolve an outstanding decision before committing to affected activities.
Match the scaffold and suspension to the same work phase
The borough’s highway terms distinguish structures that form one combined installation from separate activities needing their own licences. They also require any necessary parking suspension to be booked with its reference supplied in the licence application. For the Earl’s Court site, compare the scaffold layout, loading position and proposed dates with the CTMP and the contractor’s sequence. Keep revisions together so the project is not relying on an expired arrangement or a different footprint. The contract administrator can record the approved constraints and assess instructed changes within the appointment; the licensing decision remains with the relevant authority.
Describe repair investigations around lightwells and retained finishes
The Earl’s Court Square appraisal identifies front lightwells and the relationship between buildings, railings and small external spaces. Where the proposed repair affects such a location, define how it will be accessed and protected before tender. If concealed construction remains unknown, specify the opening-up exercise, the evidence to collect and the designer’s response needed before reinstatement. These are suggested records for an individual project, not an assertion that lightwells in the area share a defect. Tie any provisional allowance to that work item and preserve a clear comparison between the original priced scope and the subsequent instruction.
Separate the building’s occupants from adjoining-owner decisions
For work to flats or a mansion block, confirm the client’s authority, the common areas available to the contractor and the access occupants must retain. The appraisal’s description of local building types does not establish the lease obligations at your address. Ask the client to identify who manages consents and resident communication. Separately, assess any party wall or nearby excavation work against the government’s guidance with the appropriate adviser. Keep these dependencies beside the contract programme and record the decision needed for each one. Neither a highway licence nor a building-contract certificate should be described as resolving private rights.
JCT tender preparation: Earls Court
Define the Earl's Court tender by the building's actual tenure and physical arrangement. A converted terrace floor may require access agreements different from those for a mansion block's common envelope. List every elevation, lightwell and shared route included in the package, with a repair rather than decoration description where that is the design intention. Before choosing the JCT form, identify which specialist details remain to be designed and who will provide them. Tender comparisons should show whether each bidder includes the same investigations, temporary protection and return visits. Resolve a qualification about unseen work as a specific scope question, rather than allowing it to remain hidden inside an accepted lump sum.
RBKC’s Earl’s Court Square appraisal describes mid- and late-Victorian terraces, semi-detached houses and mansion blocks. Sections 1.5–1.6 and 1.9 record stock brick, stucco and stone, with sash and casement windows. This is the documented character of the named conservation area, not evidence that every Earl’s Court flat has the same structure or that a particular conversion retains its original detailing.
Establish the chosen building form from its own records. A terrace floor can depend on shared original stairs and later partitions; a mansion flat may have a different circulation and repair arrangement. Ask for the unit plan and the documents identifying relevant work.
If rooms have been joined or the stair position changed, request drawings locating those alterations within the original house. Separate the initial conversion from a later internal refurbishment, even when both are described as modernisation.
Ask the managing contact for the specification and completion evidence where roof, window or external-wall work is described as finished. A programme heading can cover more than one building or stage.
Where the flat includes lower accommodation, provide a plan showing its relation to the front area, steps and back wall. Ask for records of earlier water entry and the work undertaken at those locations. Clarify who controls any external store or lightwell that the access contact cannot open.

Earl's Court contract administration questions
Can the Earl’s Court Square appraisal be applied to every nearby street?
No. It covers a defined conservation area. Establish which designation and authority apply to the address, and use the corresponding records for the proposed work.
Can a CA authorise starting while the CTMP condition is unresolved?
The contractual role does not replace RBKC’s formal discharge process. Where that condition applies, obtain the required decision before relying on the proposed start.
Do separate scaffold and hoarding activities always share one licence?
RBKC distinguishes a combined structure from separate activities. Check the actual layout against its licence terms and confirm the applications required for that installation.
What belongs in the brief for a mansion-block repair?
Include the defined scope, contract documents, authority to instruct, access arrangements and the adviser responsible for lease or neighbour matters. Identify required investigations and decisions rather than assuming the building type settles them.
