Administering the Haringey building contract
For a Haringey instruction, establish the work address and the council documents relevant to the proposal before agreeing the construction method. These local authority interfaces support the contract brief; they do not replace the executed building contract or the separate design, site-management and permission responsibilities.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.

Distinguish available appraisals from designation evidence
Haringey’s conservation-area list states whether an adopted appraisal is available and identifies some records as superseded or unadopted. For a proposed repair, locate the address on the council’s designation information first, then check the status of the document used to describe its setting. The absence of an adopted appraisal should not be treated as evidence that a property has no relevant designation. Ask the adviser responsible for heritage matters to identify the current project requirements and approved details. Include those references in the tender information and allocate outstanding investigations or decisions. This gives the contract administrator a clear basis for following the agreed scope without elevating a background character document into a permission.
Check the direction that actually affects the proposed change
The council distinguishes Article 4 Directions concerning houses in multiple occupation, warehouse conversion and certain works in conservation areas. Those are different subjects and have different coverage. For the instructed Haringey property, obtain advice on the direction, map and proposed operation that are relevant before assuming a change can proceed under a general development right. Put the resulting consent and design dependencies against the affected tender items. The administrator’s role is to understand their effect on the building contract, with responsibility for planning advice identified separately. If the client changes the intended use or external detail, revisit the applicable evidence instead of relying on an earlier answer given for a different proposal.
Separate the temporary street applications by operation
Haringey’s street-licence directory distinguishes excavation or street works from building-near-road arrangements, including skips, scaffolds and cranes. Start the temporary-works brief with a plan of what the contractor actually proposes to place or undertake outside the building. Identify the applicable application, responsible applicant and supporting design, rather than using one generic permission allowance for every operation. Keep private-land agreements distinguishable from council licences. Where two activities depend on the same space, reconcile their timing before the method is treated as settled. A changed scaffold, lifting arrangement or excavation needs a recorded review of its own requirements, alongside any building-contract instruction that changes the priced scope or sequence.
Keep licence close-out identifiable in the final work record
The council’s scaffold and hoarding guidance addresses permission for occupation of public roads, pavements, paths and footways. For the relevant Haringey project, retain the actual licensed footprint, conditions and removal obligations with the contractor’s access records. The public guidance also distinguishes work wholly on private land; confirm the real boundary rather than deciding from appearance alone. Before completing the contract record, identify which temporary installations have been removed and which associated making-good items remain. Cross-reference the applicable authority or landowner response where one is required. The building-contract assessment should explain its own conclusion while keeping any separate permission close-out visible, rather than implying that one certificate automatically settles every external obligation.
JCT tender preparation: Haringey
A Haringey borough enquiry needs an address-specific tender boundary before the JCT documents are prepared. The Ladder, eastern terraces and later apartments described in the Harringay evidence are useful prompts for different plans, not interchangeable specifications. Show the actual roof, rear additions and shared spaces included in the employer's work. Require each tenderer to identify assumptions about design completion, access and occupation against that schedule. Reconcile exclusions at the boundary between common fabric and private alterations. The accepted price should be supported by a controlled drawing list and clarification record, allowing the administrator to distinguish a later client change from something already included.
Haringey’s February 2015 Urban Character Study describes the tight Victorian street grid of the Ladder west of Green Lanes, with less regular terraces to the east and later estates and apartments towards the northern fringe. The neighbourhood summary is on printed pages 127–128, PDF pages 1–2 of the Green Lanes and Wood Green document. This document describes the Harringay setting, not every neighbourhood in the borough.
Match the instruction to the dwelling’s street and building phase. A floor in a subdivided Ladder terrace needs its conversion layout, while a later apartment needs its own block records.
Ask for a plan showing the original rear wing and later kitchen or roof accommodation. Identify whether an opening connects rooms within one unit or crosses a former division. Request the drawings and completion information for that change, keeping the date of the initial house conversion distinct from later works.
For a divided house, show the route from the street door to the dwelling and identify any shared landing or cupboard. Explain a changed kitchen or bathroom position when its service route is part of the concern.
Obtain the work records relevant to that change rather than treating a general refurbishment certificate as an account of all concealed installations. Have the appropriate adviser consider use and approval documentation for the actual unit.
The New River’s presence in local history is not an explanation for every water issue. Let the address-specific observations and records determine the next question. Agree the physical inspection scope for that dwelling rather than an assumed borough-wide building type.

No. Check the address and designation map separately from the availability or status of an appraisal.
Is one Article 4 assumption enough for every proposed alteration?
Check the particular direction, mapped coverage and operation with the responsible adviser.
Does a scaffold licence cover excavation and crane operations automatically?
Identify and coordinate the applicable application routes for the actual proposed activities.
Should highway close-out be hidden inside a general snagging list?
Keep removal, reinstatement and any authority response traceable to the relevant temporary arrangement.
