Administering the Seven Sisters building contract
Seven Sisters work should distinguish the Page Green frontage from the smaller residential streets behind it. The council’s appraisal explains the local contrast and the importance of retained open space. A contract brief should turn that context into a measured work area, appropriate repair details and confirmed temporary permissions.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Seven Sisters
Do not price the wide frontage as an available site compound
The Seven Sisters/Page Green appraisal describes buildings set back from the High Road, with broad verges and open space helping to define the area. A repair tender should establish which part of that visible space belongs to the instructed premises and which part, if any, the contractor is authorised to occupy. Mark the intended scaffold, storage and handling positions on the site plan, with the required council or landowner arrangements identified. Include the protection and reinstatement expected for retained surfaces. If the authorised footprint is smaller than first assumed, ask for a revised method and its specific consequences before assessing a change. Openness in the streetscape does not by itself establish a usable construction area.
Distinguish the High Road houses from the terraces behind
The council’s character account contrasts larger residential terraces along the main frontage with smaller houses in the network of streets to the rear. For the Seven Sisters property being repaired, survey the relevant roof, elevation and access route before selecting a neighbouring building as a pricing model. Identify returns, shared junctions and any confined handling space that affect the proposed operation. Give each repair item a clear location and treatment in the schedule, with investigations stated where the fabric remains uncertain. A later discovery should be linked to that work item and the competent designer’s response. This enables the administrator to distinguish additional repair from a separate client alteration when reviewing the instructed scope and valuation.
Include retained trees and garden edges in the method brief
Mature plane trees and the green setting around Page Green Common are identified in the appraisal as part of the area’s character. Where a Seven Sisters contract approaches those features, identify the protection and specialist input needed for the actual equipment, route or excavation proposed. Do not rely on a general promise to make good at the end without defining what must remain undisturbed during the work. Record the agreed boundary, surface condition and temporary arrangement before mobilisation. If the contractor proposes another position, review the protection implications and relevant permissions before accepting the change. At removal, use the original condition and authorised method to assess the associated reinstatement and outstanding obligations.
Keep the conservation boundary and highway footprint separate
Haringey’s current list identifies Seven Sisters/Page Green as one conservation area within the High Road corridor and provides the relevant appraisal and map route. For a proposal spanning a frontage and side-street approach, check the property designation and the complete temporary occupation footprint as separate questions. The highway application should describe what is being placed on public land, while the design team identifies the permissions and details for the building repair. Retain both records with the tender assumptions and assign their outstanding actions. If either arrangement changes, tell the administrator which activity is affected and provide the actual decision or revised drawing, so that the contract response remains tied to evidence for this operation.
JCT tender preparation: Seven Sisters
For a Seven Sisters terrace package, use a measured plot and roof plan to define the work rather than applying a grid-wide quantity. A separate block or tower instruction requires its own access and common-part schedule. Identify the proposed JCT form with the employer's design information and any specialist design to be assigned. Ask bidders to show equivalent protection and reinstatement costs for the agreed occupied areas. Reconcile a qualification that excludes a rear range or shared route before choosing the tender. The final contract should preserve the particular location, accepted assumptions and document versions so later decisions do not rely on a general description of low-rise housing.
The Seven Sisters physical-character section of Haringey’s February 2015 study describes predominantly low-rise terraces arranged on a tight, regular grid. It distinguishes secondary three- and four-storey groups and post-war towers from that pattern. This passage belongs to Seven Sisters, rather than the earlier Tottenham Hale chapter, and records urban form at the study date.
For a maisonette, mark the entrance, internal stair and upper rooms in relation to the original house. Ask for the drawings that explain any roof accommodation and the record of the conversion itself.
Identify the shared wall, roof and drainage components relevant to the concern. If a document describes only one project, keep it attached to that element.
An upper flat above a shop needs the frontage opening and rear accommodation shown independently. Request the dates and available records for a changed shop opening, then identify whether an additional room or roof was formed behind it. These are separate alterations even when described as one refurbishment.
Ask the access contact to explain access to the rear face and any common passage. If that view cannot be obtained, record the limit rather than interpreting the photographed interior as a complete account of the building. Legal-use and title questions remain matters for the appropriate advisers.
For a claimed external repair, identify whether it concerns the front bay, back wing or shared roof line. Collect any specification and dated completion evidence naming the property. A neighbouring repair or a block-wide maintenance heading may be useful background without explaining the subject component.

Seven Sisters contract administration questions
Does a wide Page Green setback establish contractor storage space?
No. Verify ownership, the authorised footprint and the protection and reinstatement requirements.
Can smaller rear-street terraces use the same access allowance as the High Road frontage?
Survey the actual house form and handling route before choosing the method and allowance.
When should retained-tree protection enter the contract brief?
Before the proposed access, storage or excavation arrangement is priced and adopted.
Is the conservation boundary the same question as a scaffold footprint?
No. Check the building designation and the proposed highway occupation separately.
