Administering the Kingston building contract

Kingston Old Town’s varied buildings and narrow historic plots provide a bounded setting for the questions below. They do not describe every property across Kingston. A building contract should define the actual premises, materials, working route and current approvals, using historic character evidence alongside a present-day survey and the agreed appointment.

HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.

Delivering building contracts in Kingston

Measure the actual Church Street and Market Place premises

Kingston’s Old Town appraisal records narrow historic plots around Church Street and the Market Place, with larger amalgamated sites elsewhere. For a refurbishment, establish the current premises boundary and internal layout before applying the historic plot pattern to the contractor’s scope. Identify any shared structure, service route or upper-floor entrance requiring investigation or coordination. A shopfront width does not establish the full depth or ownership of the building behind it. Include a marked work-limit plan in the tender issue and retain subsequent revisions. The administrator can then distinguish an instructed addition from an area already priced, using actual site information rather than a broad description of a town-centre unit.

Distinguish the roof forms within an apparently continuous frontage

The Old Town appraisal describes adjoining properties with different roof forms, including hipped, mansard and gabled roofs, and varying slate and clay-tile coverings. A roofing instruction needs a measured schedule of the actual slopes, junctions and retained features at the property. Ask the designer to resolve materials and details and identify any investigation needed before quantities can be confirmed. The contractor should price the defined work with its access and protection arrangements stated. If closer inspection alters the repair extent, record the evidence and authorisation under the relevant roof reference. That allows the administrator to assess the changed item without assuming a continuous street elevation conceals a uniform roof.

Separate altered historic fabric from later stylistic imitation

Kingston’s character account identifies remodelling of earlier buildings alongside later neo-Tudor and neo-Georgian designs. Appearance alone is therefore a poor basis for deciding how a wall, window or decorative panel is constructed. For works in the Old Town, assemble the building record and survey the element concerned, obtaining suitable advice before setting a repair method. State the retained fabric and proposed intervention clearly in the schedule rather than using a stylistic label as a specification. During administration, keep samples, opening-up findings and revised details together. Completion assessment can then follow the agreed material and workmanship requirements at the actual element, including any authorised departure from the original tender.

Verify alleyway access before pricing rear works

The appraisal records alleyways linking Kingston’s main north–south route with the riverside, and buildings generally meeting the back of the pavement. For rear works, identify the particular alley, its width, entrances and current control before assuming it provides a usable construction route. Obtain permission and technical advice appropriate to the intended handling method. The contractor’s tender should describe the agreed movement of materials and waste, protection of retained surfaces and access for other users. If that arrangement changes, preserve the revised method and its reason. The administrator can then assess programme or cost implications against the actual priced access conditions, rather than the existence of a line on a historic plan.

JCT tender preparation: Kingston

For a Canbury Gardens-area project, define the actual house, garden structures and boundary with any riverside or public route before tender issue. The estate-development history does not establish the employer's present access or construction footprint. Discuss JCT selection with the completed design and any defined specialist responsibility recorded. Ask contractors to return comparable prices for repairs, temporary protection and reinstatement at the instructed components. If a bidder proposes using adjoining land or a different delivery route, establish the arrangement separately before accepting that allowance. Keep the chosen scope and commercial adjustment with the contract drawings so later changes have an identifiable baseline.

Kingston’s November 2002 Canbury Gardens appraisal distinguishes successive development on the former Bank Grove or Albany estate from the Edwardian detached and semi-detached houses around Woodside and Eastbury Roads. The latter follow earlier plot divisions east of the gardens. The appraisal treats the Lower Ham Road residential area, riverside path and Canbury Gardens as distinct elements of its setting.

If a Kingston house has an enlarged kitchen or added garden-side rooms, outline the original range and extension independently. Mark the opening connecting them and any accommodation above it. Put the work date beside the covering and the footprint it created.

Request the drawings for that opening and the available rainwater or drain alterations. A main-house refurbishment account may leave the new junction unexplained.

Ask the managing contact for the component schedule and completion papers naming that development. Keep the unit’s internal alterations in a separate chronology. If inspection of common spaces is requested, specify the place and contact, with legal responsibilities examined through the appropriate lease documents.

Obtain the property’s water-entry history and address-specific risk information rather than inferring an incident from proximity to the Thames. Attach any waterproofing or drainage record to the relevant component. State where surfaces are concealed or access cannot presently be arranged.
