Administering the Sutton building contract
The Sutton examples below concern buildings and street features in the town, not a uniform description of the whole borough. Their public records help identify questions about construction, levels, retained details and working space. They do not show an HCS appointment, establish a defect or replace current project information and permissions.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Sutton
Distinguish the Baptist Church’s structural and finish materials
Historic England’s Sutton Baptist Church entry identifies brick walls, reinforced-concrete floors and steel roof trusses, with different internal finishes and fittings. For an alteration or repair in a mixed-construction building, establish the actual element affected rather than infer its structure from the visible surface. The designer should define investigations, retained components and the proposed intervention before the contractor commits to a method. Keep sample decisions and any specialist requirements associated with the relevant work item. If opening up reveals a different arrangement, record the evidence and authorised revision. The administrator can then assess inspections and valuation against the specific package, including information required before completed work is concealed.
Allow for Trinity’s sloping site and connected ranges
The Trinity Church and Hall listing describes an extensive complex on a sloping site, with church, halls and connecting passages at different levels. For a contract spanning several parts of such a property, prepare a current access and work-zone plan showing the actual level changes and retained routes. Confirm present activities and management arrangements before fixing the contractor’s sequence. A historic plan does not establish today’s room use or an unrestricted passage for materials. Price the agreed temporary separation and protection explicitly. The administrator should retain revised arrangements and their reasons, enabling a proposed change in handling or programme to be assessed against the conditions set out at tender.
Separate St Nicholas’s masonry and roof components
Historic England records dressed flint and stone dressings at St Nicholas, with tiled roofs and a shingled spire. A repair instruction involving that range of materials needs identified locations and competent advice on each proposed treatment. The specification should distinguish retained fabric, repair extent, sample decisions and any necessary investigation. Do not use a single roof or masonry allowance to obscure differing components and access requirements. Keep the approved details and photographs under a consistent reference as the contractor proceeds. That allows the administrator to assess the scheduled work and any additional item by component, while treating the published description as context rather than a finding on current condition.
Include The Cock sign in the temporary-working survey where affected
The Cock sign’s listing identifies a steel and iron structure at Sutton High Street’s junction with Carshalton Road. For works whose access or delivery footprint approaches a retained street feature, survey its actual position and identify who controls it before finalising the method. Obtain advice and permissions for any proposed protection, temporary alteration or handling; the presence of public space does not make a feature available for attachment or support. Include the accepted limits and reinstatement requirements in the tender documents. The administrator can retain the initial condition evidence and authorised changes, so inspection after temporary works addresses the affected feature as well as the building contract’s principal repair items.
JCT tender preparation: Sutton
For a Sutton Farm Estate instruction, put the whole employer-controlled plot and each instructed structure on the tender plan. A large garden does not establish that every side route or storage position is available to the contractor. Discuss the proposed JCT form with the scope, completed design and any specialist input made clear. Require comparable pricing for access, protection of retained boundaries and reinstatement after the works. If one tender assumes a different route or omits a later wing, reconcile the scope before acceptance. Carry the agreed arrangements and component quantities into the final contract set so subsequent decisions can be located within the actual property.
The Sutton Farm Estate appraisal describes detached houses set behind front gardens, with substantial rear gardens and a road layout including The Highway, Heath Drive and The Gallop. Its account relates to a defined Area of Special Local Character. It is not a description of every address in the wider Sutton borough.
The Farm Estate document traces development during the 1920s and 1930s and records later infill, including bungalows around The Highway and The Gallop.
For a bungalow with roof accommodation, ask whether the upper rooms formed part of the original arrangement or a later conversion. Provide the plans showing stairs, altered ceilings and the extent of accessible voids. For an infill house, use its own construction documents where available. An older neighbour's details cannot demonstrate the structure of a later house merely because both share a street name and boundary line.
Sutton's March 2019 draft town-centre appraisal contrasts Victorian, Edwardian and interwar upper-floor detailing. Its illustrated schedule distinguishes arched openings and decorative brickwork from later window bands and plainer parapets. It also records considerable change to shopfronts below. These historical observations concern the studied buildings, not the condition of an advertised flat or current planning policy.
The Farm Estate appraisal explains that an Area of Special Local Character is distinct from a conservation area. The town-centre document addresses a different mapped area and its own heritage character. Those labels should not be used interchangeably when considering changes to a Sutton home.
