Contract planning in New Southgate

Documented building context

The masterplan describes buildings generally two or three storeys high in its study area, with four- to five-storey development along parts of Bowes Road and Friern Barnet Road. Those are observations from a dated planning document, not a description of every building on either road or an indication of an approved extension height.

The 2010 masterplan treats High Road Estate and Highview Estate as separate improvement areas. Its wider character account distinguishes housing estates around four storeys from towers reaching fifteen storeys. The document’s proposed improvements to routes and open space do not establish that a particular block has been refurbished or that its shared elements are in satisfactory condition.

Enfield’s masterplan identifies Red Brick Estate separately and proposes better pedestrian links through it towards New Southgate station. Its discussion concerns public-realm improvement and the connections between places. It does not determine the current access rights, title boundaries or maintenance obligations attached to a particular home being altered.

The masterplan records consultation about Ladderswood redevelopment and proposals for regeneration around the Western Gateway and Station Road. Its diagrams distinguish existing areas from intended changes. A masterplan is therefore a starting point for understanding the history of an enquiry, not proof of a particular building’s completion, design specification or present condition.

New Southgate tender and contract decisions

A New Southgate tender should establish which building and development phase the instruction concerns. Separate the existing house or block from later extensions and alterations on the issued plan. Use the local record for context, then obtain the current survey and design information needed to specify the actual repair.

Define the roof, wall and service interfaces as separate work items, with investigation and temporary protection identified. For shared fabric, confirm the employer's authority and management access before comparing programmes. Keep any revised detail with the JCT instruction and evidence of its value or time effect.

Inspection records should locate the component before it is concealed. At completion, connect required drawings, tests and outstanding items to the particular house, flat or external package. Historical development descriptions do not establish present condition, permission or a common repair responsibility throughout the locality. The contract file should show what was instructed and evidenced at this address.

What should the New Southgate tender and completion file make clear?

For common-element repairs, name the building and component in the tender return. A price for one flat’s internal refurbishment should not be treated as an allowance for work to the whole roof or shared service system.
