Contract planning in Penge

Documented building context

Bromley’s Urban Design Guide SPD, adopted in July 2023, describes Crystal Palace, Penge and Anerley in paragraphs 3.73–3.74. It identifies large Victorian villas alongside smaller workers’ cottages at Alexandra Cottages and almshouses at Watermans Square. The account records conversion of many large Victorian properties into flats and also distinguishes housing-estate development in Penge and Anerley.

Existing-building records for the tender

For a whole house, separate the principal roof from coverings over additions and porches. Locate any reported leak or earlier investigation by room and roof component, with its date retained. The reference to Victorian villas in the SPD cannot confirm the cause of a stain, the material beneath a renewed covering or the condition of a roof surface that has not been seen.

Penge tender and contract decisions

A Penge tender should distinguish the actual villa, cottage or estate dwelling before quantities and access allowances are assembled. The Bromley examples identify contrasting building forms, but the employer's drawings must establish the particular work. For a large house divided into flats, mark private accommodation, shared structure and the route to each instructed elevation. Identify who can authorise the contractor's use of common stairs or external space; the appearance of a single frontage does not establish one person's control of the whole building.

For an Alexandra Cottages-type package, prepare a component schedule covering the actual roof, entrance and rear addition involved. Record the available condition information and the question that any opening-up exercise must answer. Tenderers should distinguish the investigation, temporary protection and subsequent designed work in their prices. If the repair detail remains unresolved, identify the designer and decision stage instead of treating an unspecified allowance as a completed specification.

The Watermans Square example also prompts a clear limit around the instructed building within a wider group. A shared architectural treatment is not evidence that every dwelling has the same repair quantity. Price samples or trial work where the design calls for them, and record the resulting accepted treatment by component. Compare bids using the same access and occupation assumptions, reconciling any exclusions before the contract is executed.

What should the Penge tender and completion file make clear?

Discuss the proposed JCT form with those design and administration responsibilities understood. The contract pack should contain the final drawing register, agreed scope and accepted qualifications, not several inconsistent tender versions. During the works, connect an instruction or valuation to the particular villa range, cottage element or group member affected. At completion, list remaining work by that same location schedule so a broader estate description does not obscure the contractor's individual obligations.
