Contract planning in Radlett

Documented building context

Hertsmere’s appraisal distinguishes the late-eighteenth-century group at 1–4 Primrose Cottages from mid-nineteenth-century cottages at 5–7 Aldenham Road. It places them near the crossroads at the early core of Radlett. A shared cottage name therefore should not be used as one construction date for every address.

The appraisal describes Watling Street as a mixture of commercial and residential premises, including purpose-built rows such as The Oakway and The Terrace. It records accommodation above shops and distinctive timber shopfronts in The Oakway. Those observations describe building form, not the current condition of the timber or the arrangement of every upper floor.

Hertsmere records late-Victorian and early-Edwardian terraces and semi-detached houses along Station Road and Upper Station Road. Its account describes small front gardens and longer rear plots, with low walls, hedges or fences at the street. The regular frontage does not show the complete footprint behind each house.

The appraisal describes Aldenham Road as an older route with steep banks, noting houses above road level between Primrose Cottages and Station Road. It records less regular Edwardian and interwar development there and along The Crosspath. These differences require a level plan and address-specific history rather than a standard terrace assumption.

Radlett tender and contract decisions

A Radlett tender should identify the particular cottage or house rather than use a shared street or cottage name as a construction specification. For the Primrose Cottages and Aldenham Road settings, distinguish the original range from later work through the project's drawings and records. Schedule any investigation needed before a repair detail is finalised, with the responsible designer identified.

For Watling Street or an Oakway-type shop-house, put the commercial frontage and upper accommodation on one interface plan. Ask bidders to price protection, access and service interruptions against the actual occupied arrangement. A timber-shopfront allowance should say whether it covers decoration, local repair or replacement, and identify the supporting detail. Reconcile qualifications that exclude work behind the frontage before comparing totals.

At a Station Road house, show the long rear plot and the route proposed for deliveries, while an Aldenham Road instruction should include the measured change in level where relevant. Neither a regular frontage nor a steep-bank description proves an access right. Obtain the actual arrangement and price the method that it supports.

What should the Radlett tender and completion file make clear?

Discuss the JCT form with those design and administration responsibilities in view. Keep accepted scope changes and tender clarifications alongside the final pricing schedule. During the works, relate each instruction to the cottage range, shop interface or rear component concerned, so a locality-wide description does not obscure the employer's particular contract.
