Contract planning in Stepney
Documented building context
The appraisal identifies eighteenth-century terraces and former nineteenth-century brewery offices on Mile End Road, with terraces of two to four storeys along its southern side. It separately records the listed shopping group at 90–124 Mile End Road. These are defined examples along the road, rather than a single construction type for the whole frontage.
Tower Hamlets distinguishes the six-storey Stepney Green Court from the four-storey mansion blocks on Cressy Place. Its account also identifies substantial residential buildings, including Dunstan House, beside Stepney Green Gardens. A project in one of these groups requires a brief that names the block and floor, not simply a general request for work to a Stepney flat.
The appraisal describes 37 Stepney Green as a house of 1694 with two principal storeys, an attic and a half basement, built in brick under a clay-tiled roof. This named example demonstrates why the street elevation alone may not describe all the accommodation. Its recorded date and details must not be transferred to an uninspected neighbouring house.
The council records Bellevue Place as brick houses with front gardens behind Mile End Road. East of Stepney Green it distinguishes the three-storey Maria Terrace, with gothic entrance arches and white gables, from the two-storey terraces of Louisa Street and Louisa Gardens. These smaller groups have different envelopes despite their close relationship to the main road.
Stepney tender and contract decisions
A Stepney tender should identify the actual terrace, former office range or mansion block and the employer's work boundaries. For a Mile End Road shop-house, show the commercial frontage and upper accommodation separately. For Stepney Green Court or a Cressy Place block, instead identify the relevant entrance, floor and common fabric from the current project documents.
The older Stepney Green house example is a prompt to request a complete level plan, including attic and lower accommodation where present. It does not establish the construction of a neighbouring address. Ask bidders to price the same access and protection arrangements at the scheduled components, separating investigation from the permanent repair. A general roof or facade allowance should state which quantities and junctions it includes.
What should the Stepney tender and completion file make clear?
Discuss the JCT form with the design responsibilities and any specialist decisions outstanding. Reconcile qualifications about shared routes, occupied units or alternative treatments before accepting the price. Keep the approved scope, final drawings and relevant permissions together while preserving their separate purposes. During administration, reference the particular block section, terrace range or entrance component on each instruction and valuation so the varied local building forms do not obscure the agreed contract package.
