Contract planning in West Kensington
Documented building context
Get Planning & Architecture's August 2021 Heritage Statement for 112–114 North End Road reproduces a council Character Profile passage about neighbouring nos. 106–110 in paragraph 6.6. That passage describes originally two-storey stock-brick houses beneath a shared, shallow hipped slate roof, followed by shop additions and changes at no. 110. The checked source is the reproduced council passage in that dated application document.
West Kensington tender and contract decisions
For a North End Road instruction, establish the relationship between the older building and later shop accommodation on current drawings. The reproduced character passage is useful historical context for its named neighbours, but it is not a measured record of the employer's property. Mark the actual roof, party boundaries, front additions and occupied rooms before asking contractors to price work that connects these parts.
A shallow hipped roof may be difficult to understand from the street alone. Supply the available roof information and identify any view or investigation still required for the proposed design. Ask tenderers to describe how they would reach the specified work and protect the shop or residential accommodation below. Keep the access proposal distinct from evidence about the existing roof's condition; a method statement cannot fill a gap in the design information.
If the project changes a shopfront, show the retained elements and the proposed connection to the building behind. Allocate responsibility for resolving any opening, support or weathering detail before the relevant work begins. Tender returns should identify the assumptions behind their prices, including making good within the accommodation. The employer can then compare offers on a common scope and decide which outstanding investigations need to precede contract acceptance.
When preparing the JCT documents, describe the agreed division of design tasks explicitly. Link any specialist contribution to the required drawings and interfaces rather than leaving responsibility inside a broad shop-refurbishment heading. Include the agreed occupation and access constraints in the tender programme. Where an arrangement depends on another occupier or owner, record its status and the operation it affects without presenting an anticipated agreement as already secured.
What should the West Kensington tender and completion file make clear?
During the works, maintain a separate record of changes to the original building, front addition and roof. Keep the instruction, supporting information and proposed cost together for each change. Payment assessments and the eventual final account should follow those same references. At completion, collate the updated drawings and component information for the work commissioned; the dated heritage statement should remain contextual evidence rather than being presented as certification of the finished project.
