Administering the Woolwich building contract
Woolwich’s adopted March 2022 appraisal distinguishes historic, commercial and civic settings, with different materials and building forms. The examples below help define a works package at a specific address. They are not current condition findings or HCS project references; verify today’s construction, occupation and access before agreeing scope and administration responsibilities.
HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.
Delivering building contracts in Woolwich
Select the Woolwich character zone relevant to the actual instruction
Royal Greenwich’s appraisal separates Woolwich’s historic core, commercial streets and civic quarter. For a refurbishment enquiry, identify the exact premises and work footprint before selecting local records or comparing it with another town-centre building. Confirm current internal divisions, entrances and any separately managed adjoining area. Ask the project adviser to establish the relevant approvals and the designer to resolve the proposed intervention. The tender should list the drawings and outstanding information on which the contractor is pricing. The administrator can then keep instructions and inspection notes tied to the correct site, without treating a broad Woolwich town-centre description as a complete scope or an assumption about neighbouring construction.
Keep the former Odeon’s faience panels and fins identifiable
The 2022 appraisal describes the former Odeon on John Wilson Street with a pale faience finish and prominent vertical fins. For an external works instruction, identify the actual panel, projection and junction through current survey rather than assume a uniform rendered facade. Obtain appropriate specialist advice on the material, support and proposed treatment. Record samples, protection and investigation requirements before the contractor prices general repairs. During administration, keep photographs and approved revisions under component references, especially where work reveals an unexpected interface. Completion and valuation can then follow the defined intervention and quantity, without inferring a safe access method or present condition from the cinema’s architectural description.
Measure the former Granada’s curved frontage and irregular plot
Royal Greenwich records the former Granada at 174–186 Powis Street as a building fitted to an awkwardly shaped plot, with a long curved facade and advertising tower. A repair schedule should locate the actual bay, curve and high-level component instead of relying on a single straight frontage measurement. Ask the appropriate survey and temporary-works advisers to establish current access and a suitable method. Confirm operating arrangements for the premises and any adjacent entrance affected. The administrator needs those agreed references when assessing progress or a changed sequence. Keep authorised revisions linked to the relevant position so an allowance for one part of the facade is not silently applied to a different tower or return.
Distinguish granite shopfronts from surrounding decorative masonry
The Woolwich appraisal’s material summary includes red and black granite shopfronts alongside brick, stucco, stone and terracotta detailing. For a mixed frontage repair, establish which of those materials is actually present at the instructed opening and whether later coatings or replacements have changed it. Obtain suitable advice on samples and treatment, and state protection of adjacent finishes within the tender. The administrator should retain the accepted reference and any authorised departure with location photographs. At completion, use those records to assess the worked surfaces and remaining obligations, rather than treat a general commercial-frontage description as evidence that all polished, painted or moulded elements can receive the same cleaning or repair process.
JCT tender preparation: Woolwich
A Woolwich tender should name the actual property and instructed parts rather than transfer the Powis Street doctor's-house example into another building's specification. Where the project includes a bay, balcony, parapet or former ancillary range, show that component on current drawings with its design and access requirements. Identify the proposed JCT form and allocate outstanding specialist responsibility before tender issue. Compare equivalent quantities and protection allowances, reconciling any exclusions or alternative treatments before acceptance. The final schedule should preserve the approved detail, accepted qualification and price so the administrator can distinguish subsequent change from work already included at the commissioned address.
Greenwich’s March 2022 Woolwich appraisal describes 170–172 Powis Street as an 1898–99 purpose-built doctor’s house and surgery. Its account records red brick with stone dressings, a central doorway with balconied doors above, and a bay rising through two floors to a shaped parapet. The surgery and dispensing accommodation are described to the east. This is a documented historic building example, not an HCS appointment or a finding about its present use.
If a Woolwich dwelling occupies a building with earlier commercial or professional rooms, ask for the conversion plan showing their relationship to the home. Identify changed corridors, openings and stairs at their actual positions. Mark the entrance route independently from any neighbouring business access.
Request the project papers explaining a connection between the former room groups. Identify which occupier could open each intervening space during the proposed visit.
If a parapet repair is offered as evidence of roof renewal, obtain the specification naming the covering and junctions included. Identify the external views available from the street or rear space. A decorative front treatment may leave the condition of concealed connections unanswered.
For a town-centre conversion, assemble earlier layouts, change-of-use papers where relevant and later room alterations in date order. Put each removed wall or enlarged opening on the drawing for its project. A single refurbishment label should be supplemented by the available component records.
