Choose the right starting point
Compliance work should begin with the applicable duty, the building information available and the competence needed for assessment. Retrofit and decarbonisation also require sequencing with condition, moisture, fire and occupancy constraints. These links separate the principal workstreams.
Questions to resolve before appointing
Use these distinctions to describe the building, the decision and the required output clearly when requesting advice.
Identify the duty, asset and decision owner
State the building use, tenure, occupancy, portfolio context and the organisation responsible for the next decision. An asbestos management review, RAAC risk review, access audit, energy-compliance appraisal and roof-access assessment have different legal contexts and competence needs. The brief should name the question rather than request a generic compliance certificate.
Test the quality of available records
Gather surveys, registers, drawings, inspection histories, energy data, maintenance records and previous recommendations. Check their dates, scope, property identifiers and unresolved limitations. Missing or inconsistent information is itself a finding and should be placed into a prioritised evidence plan rather than silently treated as proof that no risk exists.
Coordinate condition, safety and energy
Energy improvements should be considered alongside fabric condition, moisture movement, ventilation, fire performance, access and continued occupation. A measure that looks efficient in isolation may create dependencies elsewhere. Sequencing surveys and options prevents premature specifications and helps distinguish quick operational changes from planned capital work.
Create an auditable action route
Ask for observations, evidence gaps, responsible parties, priorities, target dates and triggers for specialist input or reassessment. Confirm how completed actions will be verified and records updated. An audit becomes useful when its findings can be governed through maintenance and investment planning, not when it is stored as an isolated snapshot.
