Contract planning in Bush Hill Park
Documented building context
Enfield identifies 14–32 Queen Anne’s Place as a closely set group of detached houses with twin gables and detailed timber porches. The appraisal describes them as part of the earlier development phase. That named group has a different plot relationship from the more spacious houses elsewhere in the study area.
The appraisal records vacant plots filled between 1914 and 1960 with semi-detached houses and bungalows, illustrating the phase with 1930s semis on Dryden Road. It notes prominent tiled roofs and simpler detailing. These later houses should be distinguished from the earlier villas around them.
Enfield’s account describes varied late-Victorian, Edwardian and interwar groups in the core area, with detailed porches, stair windows and roof features, and separately discusses later blocks of flats. The shared street setting does not make a flat in a later block equivalent to a converted room in an older villa.
The appraisal describes Private Road as gated, gently curving and generally lined with smaller houses or bungalows set back in larger gardens, with some flats and townhouses. It treats this as a distinct character area. That layout description does not establish access rights, maintenance obligations or current permission for an extension.
Bush Hill Park tender and contract decisions
For the closely spaced Queen Anne's Place houses, locate the twin gables and timber porch within the repair schedule. Give each detail its own condition record, proposed treatment and access assumption. A price for general external decoration should not silently include structural work to a porch or replacement of a gable covering. Ask the designer to resolve those distinctions before tender where the available evidence permits.
A Dryden Road infill building or later flat development needs a separate specification based on its current construction. Identify the common envelope and the part controlled by the employer, then obtain the relevant management and access arrangements. Keep the tender drawing reference with any JCT instruction that changes a roof edge, wall finish or service route, allowing the valuation to follow the authorised work rather than an assumed local house type.
What should the Bush Hill Park tender and completion file make clear?
For a gated Private Road plot, establish the actual delivery and working arrangements before accepting a programme. Record protection of retained boundaries and occupation of the house. At completion, reconcile the inspected gable, porch, flat envelope or external package with the issued scope and list remaining documents against those components. The appraisal's development phases do not establish current permissions or completion of the particular contract.
