Contract planning in Esher

Documented building context

Elmbridge’s ESH02 account distinguishes early-twentieth-century houses on Hillbrow Road from post-war development on Lakeside Drive. It describes larger detached buildings on generous plots in the surrounding New Road, Esher Park Avenue and Milbourne Lane area. The common setting does not imply that these groups share one construction date or layout.

The 2012 guide identifies two weatherboarded cottages on Milbourne Lane dating from around 1810. It distinguishes those examples from the larger houses elsewhere in the character area. Their recorded form is useful context, but cannot establish the age or construction of every property along the lane.

Elmbridge records a mixture of offices, housing and retail premises along Portsmouth Road in its Esher centre account. That mix requires a more precise description when a project comprises accommodation above, behind or within premises that have changed use. A road address alone does not establish the limits of the dwelling.

The guide’s ESH04 account separates West End’s historic village core and green from later twentieth-century development around it. Its descriptions include cottages and modest building heights, contrasting with some of Esher’s larger detached-house settings. These are bounded character observations, not a statement that every home near the green is of the same period.

Esher tender and contract decisions

An Esher tender should distinguish the Hillbrow Road house from later Lakeside Drive development and from additions to the particular building. Identify the main range, extensions and external works on the issued plan. Ask the designer to resolve the actual construction and any uncertain connection before the price is treated as a complete repair proposal.

For a Milbourne Lane cottage enlarged into a larger home, separate retained fabric from later work in the schedule. Define access, temporary weather protection and inspection at the connection. A JCT instruction should identify the specific revised detail and supporting evidence, allowing the valuation to follow the authorised work rather than an assumed common building date.

At Portsmouth Road or West End, use the current occupation and plot records for the actual premises. Identify entrances and services that remain operational during construction. At completion, keep approved details, tests and outstanding items against each named element, distinguishing this package from separate future development. Elmbridge's character account does not establish current permission, condition or responsibility for every structure on the plot.

What should the Esher tender and completion file make clear?

Identify the cottage-to-extension junction in the priced schedule so an allowance for the Milbourne Lane core cannot silently absorb work to a later wing.
