Contract planning in Hersham
Documented building context
Elmbridge’s HER01 account describes shops with accommodation above, residential buildings and larger commercial premises between the Green and the Hersham Bypass junction. Around the open spaces it records buildings of two, three and occasionally four storeys. That mixed frontage calls for an exact identification of the accommodation being altered.
The 2012 guide distinguishes mainly post-war housing near Profumo Road from pockets of earlier development on Old Esher Road, including nineteenth-century cottages and larger houses. It records modest two-storey semis, terraces and some flats in this part of its study area. A common postcode therefore gives little help in identifying the instructed building’s construction.
Elmbridge places larger detached Victorian and Edwardian houses along Thrupps Lane within its account of the more varied development south of Esher Road. It also describes mature broadleaf trees in the surrounding character area. This is a recorded building group, not evidence that a particular house retains its original rooms or has a tree-related defect.
The guide’s HER04 account describes larger detached and semi-detached houses around West Grove, mostly two storeys but sometimes with rooms in the roof. It records development from the nineteenth to the late twentieth century, including older groups on Burwood Park Road. That range makes the plan and available records more useful than a single neighbourhood-wide house description.
Hersham tender and contract decisions
A project between the Green and the bypass junction should identify the actual dwelling, commercial premises and entrance arrangement. Separate the work to the employer's accommodation from common or adjoining fabric. Tenderers need consistent occupation and service-isolation assumptions before they price a mixed frontage.
For Old Esher Road or Profumo Road housing, use the particular building's construction and alteration records. A Thrupps Lane house or West Grove roof-room project needs its own footprint, access and investigation plan. The character guide's varied development periods do not establish a common repair detail. Keep revised design information with the relevant JCT instruction and valuation evidence.
Define inspection stages for concealed connections and retain the accepted detail against the component. At completion, allocate outstanding work, tests and drawings to the actual house, flat or roof package. Mature planting or a historic building description does not demonstrate a defect, a right of access or permission for the proposed work.
What should the Hersham tender and completion file make clear?
Identify the roof-room connection on the West Grove house section so covering repairs and changes to internal accommodation remain separate priced decisions.
