Contract planning in Haggerston
Documented building context
Hackney’s appraisal describes 197–203 Hackney Road as three-storey stock-brick houses with tall parapets concealing the roofline. It also records later shops built over former front gardens. Those features create separate questions about the original house, the frontage addition and the roof behind the parapet.
The appraisal describes early- to mid-nineteenth-century buildings at 253–267 Hackney Road as evidence of piecemeal development. Its account distinguishes short matching groups from buildings with different roof heights and detailing. This is a more useful starting point than assigning one standard terrace plan to the whole frontage.
Hackney’s 2009 account identifies Fellows Court as part of a 1960s housing scheme replacing the earlier Nichol’s Square, with two tall tower blocks as prominent elements. This dated history distinguishes estate housing from the older terraces nearby. It does not establish a current management, repair or safety position for any block.
The appraisal describes a mixture of houses, shops, warehouses and workshops around Hackney Road and the streets behind it. It also notes that the road’s conservation context crosses the Hackney and Tower Hamlets boundary. A broad Haggerston description is therefore not a substitute for identifying the exact premises and authority.
Haggerston tender and contract decisions
A Hackney Road tender should distinguish the original house, the later shop addition and the roof behind the tall parapet. Locate the contractor's work on both plan and elevation. Define investigation at the junction between the added frontage and retained wall, and ask the designer to state what must be supported, protected or repaired before prices are compared.
For a piecemeal group at 253–267, issue the actual building's drawings and alteration records rather than a general terrace detail. A Fellows Court flat needs a different boundary between internal works and the common envelope. Confirm management access and occupied routes before accepting a programme. Keep changed quantities and details with the relevant JCT instruction and evidence.
At completion, identify which parapet, covering, entrance or internal package has been inspected and what documents remain outstanding. Mixed-use side streets require the current occupation and permission position to be checked for the actual work. The appraisal's account of former uses does not authorise today's alteration or demonstrate satisfactory performance of concealed construction.
What should the Haggerston tender and completion file make clear?
A shop addition may need a distinct weatherproofing detail where it meets the older house. Identify that connection and its inspection stage instead of relying on the main roof specification to cover it.
