Contract planning in Manor Park
Documented building context
Newham's 2024 study describes a largely consistent fabric of terraced housing across its Manor Park and Little Ilford neighbourhood. It also identifies a more mixed area east of Dersingham Avenue with towers and apartment buildings. Those distinctions prevent the combined character area from being read as a single house type.
The character study identifies Romford Road as a route through the combined neighbourhood that also provides high-street activity. That setting makes the extent of an upper-floor project especially important to explain. A flat project may involve shared entrances, accommodation behind a frontage or rooms over another occupier, but the actual arrangement must be established from the property information.
When a Manor Park terrace has been extended, organise the project information around the altered parts. Identify where the former outside wall stood, which roof covers the added rooms and how the new layout connects to the stairs and any cellar. This is a way to assemble the existing-building record, not a suggestion that those alterations exist at every house in the area.
The study identifies Durham Road Conservation Area and Wanstead Flats Area of Townscape Value within its discussion of the neighbourhood's heritage context. Its vision favours development sympathetic to the predominant terraces. These are area-level statements and proposals, not permissions for an individual roof addition or a confirmation that every Manor Park address has the same designation.
Manor Park tender and contract decisions
A Manor Park tender should use the individual house or block's plan and alteration history, distinguishing the building types in the local evidence. Identify the main range, rear additions and common elements affected by the work. A consistent street setting does not establish identical construction or authority to instruct work throughout a divided building.
Separate repairs to roof, wall and openings into measurable items, with the designer's treatment and investigation requirements stated. Tenderers should receive the same access and occupation assumptions. If opening-up changes the design, retain the record with the authorised JCT instruction and the evidence supporting its valuation or time assessment.
At handover, allocate outstanding work, tests and required drawings to the actual component and dwelling reference. Confirm the current permission position for proposed alterations through the appropriate adviser. The character study can support a local description, but it cannot demonstrate condition, lawful conversion or satisfactory performance of a particular contract.
What should the Manor Park tender and completion file make clear?
Record the actual roof-room and extension drawings supplied to each tenderer, including their revision dates.
