Contract planning in Mortlake
Documented building context
Richmond identifies shaped gables and 1911 date stones on Cowley Road’s Edwardian houses. Its White Hart Lane account separately describes red-brick houses with gabled square double bays and timber porch canopies. These recorded forms help distinguish the groups from plainer neighbouring terraces, but do not reveal the internal roof arrangement or the age of later additions.
The guidance describes Ripley Gardens as interwar development on former allotments, with roughcast finishes, gables and first-floor bow windows. It distinguishes these houses from the older terraces in the same character area. This provides a specific starting point for identifying the envelope without assuming a Victorian construction date from the wider Mortlake setting.
Richmond’s Kingsway character account records interwar semi-detached houses in Langdon Place, built in brick with rendered upper storeys. It contrasts these with Edwardian terraces and semis around Kingsway and Lower Richmond Road, where some houses have rendered gables with stencil decoration. The document describes differences within a small study area rather than one standard Mortlake house.
The council describes Watney Road as Edwardian semi-detached housing with roughcast and gables, ending in an interwar cul-de-sac. Immediately west, its account identifies Chertsey Court as a 1930s London County Council housing estate. These are separate development groups, so a project near the former brewery needs a more exact description than the surrounding site name.
Mortlake tender and contract decisions
A Mortlake tender should identify the actual frontage, rear range and building phase involved in the project. Keep the local historic description separate from current construction evidence. Ask the designer to locate the materials and connections affected by the proposed repair, with opening-up defined where the available records are incomplete.
For work to a converted or mixed-use building, show the employer's accommodation and the common elements affected. Confirm access and occupied routes before tenderers price their programme. A changed roof, wall or service detail should retain its evidence and authorised JCT instruction so the subsequent valuation can be traced to the executed scope.
Programme inspection before concealed junctions are closed and retain the accepted design response. At handover, allocate tests, drawings and outstanding items to the actual component and building reference. A character appraisal or earlier repair description does not establish today's permission position, responsibility for adjacent premises or satisfactory performance of this contract.
What should the Mortlake tender and completion file make clear?
Locate the retained-to-later-building junction on the priced plan and keep its investigation record with the resulting design decision.
