Contract planning in Orpington
Documented building context
Bromley’s Orpington Town Centre SPD, adopted in July 2023, identifies the northern Village as the original historic centre. Paragraph 5.5 describes its more intimate scale compared with the later southern High Street extension, predominantly residential use with some High Street commerce, and a prevailing height of two or three storeys. Priory Gardens occupies a significant part of this defined character area.
Existing-building records for the tender
For a stated roof repair, request a description naming the slope, covering or outlet that was worked on. Retain photographs showing the repair location and any written limitations. If a patch, stain or uneven surface is already a concern, identify it by room and elevation in the brief; the local SPD cannot establish its cause or show whether the documented work addressed it.
Orpington tender and contract decisions
An Orpington contract brief should identify the actual dwelling and its relationship to adjoining accommodation before tender. Draw the main building, later additions and relevant external structures within the employer's work boundary. The local building account can explain the setting, but it cannot supply current condition, concealed details or authority to instruct work beyond that boundary.
For repairs or alterations at a roof, opening or extension connection, ask the designer to define the investigation and proposed treatment. Tenderers should price the same access, temporary protection and making-good assumptions. Identify who supplies a revised detail if exposed construction differs from the available records. Keep the evidence with the authorised JCT instruction, allowing a payment or time assessment to follow the actual change rather than an undefined refurbishment allowance.
Occupied routes, service isolation and access to rear or side work should be shown in the programme. Obtain any separate permissions or private agreements through the appropriate adviser. Inspection records must locate the component and the stage before concealment. At completion, connect approved details, tests, guarantees and outstanding work to the specified house or dwelling. A record for a neighbouring property or an earlier addition should not be treated as proof that the current contract's obligations have been met.
Clarify design responsibility and the information still needed before selecting the contract form. Identify specialist-designed portions and their interfaces explicitly in the tender. The administrator's appointment and the executed JCT documents should define the role, with excluded structures and separate client decisions kept clear.
What should the Orpington tender and completion file make clear?
Show the limits of making good around a changed opening so the tender distinguishes direct repair from wider redecoration or separate work to adjoining accommodation.
