Contract planning in Carshalton
Documented building context
Sutton’s draft records white weatherboarded buildings with red tiled roofs and brick stacks towards the southern end of West Street. It treats them as a different group from the whitewashed and brick buildings further north. A project brief should identify the particular house rather than infer its construction from a broad description of the village.
The draft identifies West Lodge at 25 West Street Lane as a double-pile timber-framed weatherboarded house, and separately records Cape Terrace in yellow stock brick. These are named examples of differing construction and plan form close together. They do not establish the material or age of an uninspected neighbouring property.
At the corner of North Street and West Street Lane, the draft describes Beechwood Court as a 1930s housing development extending into a cul-de-sac. It records red brick, red tiles, tile hanging at upper level and dormers above. The combination gives a specific set of external details to identify in a project instruction.
Sutton’s draft distinguishes the historic frontage of West Street from later infill housing behind it. An address associated with the older street can therefore refer to accommodation reached through or beyond another building. The project plan needs to explain that relationship before the visible street frontage is used to describe the dwelling.
Existing-building records for the tender
Ask which roof slopes, dormers and tiled wall areas relate to the dwelling and which can be seen from ground level or accessible windows. If the upper accommodation has been rearranged, request the original and altered plans where available. Show the position of roof hatches and explain whether they can be opened. For any shared part, establish who is arranging access and supplying maintenance records. The existence of a dormer in an appraisal photograph does not establish the present internal layout, the state of concealed junctions or the extent of later replacement work.
Carshalton tender and contract decisions
A West Street repair should distinguish weatherboarding, tiled covering, brick stacks and the different wall finishes recorded further north. Establish which materials occur at the instructed house before specifying treatment. Tenderers need an agreed component schedule and sample requirements, with protection of adjacent fabric included. The village description does not establish the construction concealed behind a painted or boarded surface.
For West Lodge, Cape Terrace or another building with a different plan, map the actual work footprint and occupied entrances. Define opening-up where a repair depends on the structure behind a finish. Keep the resulting survey record, designer's decision and JCT instruction together, especially where a provisional allowance becomes measured work. Do not transfer quantities or access assumptions from a neighbouring cottage.
What should the Carshalton tender and completion file make clear?
Where roof accommodation or tile hanging is included, identify the interface between the wall finish, window and covering. Programme inspections before the connection is concealed and specify the required completion information. Rear buildings reached from West Street should have their own entrance and scope reference. The final account and outstanding-items schedule must follow the instructed building rather than the broad village label.
