Contract planning in Cheam
Documented building context
Sutton’s draft describes the widening and rebuilding of the village centre during the 1920s and early 1930s, including mock Tudor shops at the southern end of Malden Road. Decorative timber on a commercial frontage therefore does not, by itself, establish that the structure behind it is an early timber-framed building.
The draft identifies Wildes Cottages on Ewell Road as a symmetrical group of eight cottages dating from around 1890. It notes steep roofs and larger end cottages, with pebbledash on the ends. These recorded differences are more useful to a project brief than assuming every house in a named row has the same envelope.
Sutton’s draft describes Nonsuch Court as four two-storey blocks of maisonettes placed diagonally to Ewell Road in landscaped grounds. The appraisal also records changes to the original window arrangement. This is a distinct building group from the older cottages along the same road, with a different starting point for identifying the parts of a project.
The February 2021 draft records the former Express Dairy buildings at Ewell Road and Anne Boleyn’s Walk as housing at Wells Court and Fitzalan Court, alongside additional blocks. It relates the retained mock Tudor appearance to the village’s interwar character. The historical description does not establish the specification or approvals for an individual flat.
Cheam tender and contract decisions
A Malden Road commercial project should distinguish decorative timber on a twentieth-century frontage from the structural system behind it. Obtain the existing-building evidence and designer's repair specification before inviting prices. Separate shopfront finishes, support work and upper accommodation, with temporary protection and occupation arrangements recorded for each package. The mock Tudor appearance is not a basis for pricing a historic timber-frame repair.
At a terrace end such as the Wildes Cottages setting, identify the return elevation and its junction with the roof independently from the front wall. For a Nonsuch Court maisonette, establish which common parts the employer can instruct and how access is arranged. Keep variations tied to those scope boundaries and to the executed JCT procedure rather than treating a dwelling's outward appearance as evidence of ownership or repair responsibility.
What should the Cheam tender and completion file make clear?
A former dairy conversion needs a work schedule that distinguishes retained frontage from subsequent construction. Define investigation at the interface and the decision required before it is closed. The completion record should identify the accepted details and outstanding items for this contract, without implying that excluded historic fabric or neighbouring accommodation has been inspected or certified.
