Administering the Colindale building contract

Colindale work can involve the Edgware Road borough interface, mixed-use blocks and connections to adjoining development. Define the particular building contract against current drawings and site conditions. The council’s area documents explain the setting; they do not establish that a planned route or neighbouring construction phase is available to this project.

HCS cannot act as independent contract administrator where HCS is the contractor. Confirm the appointment and executed form; NEC roles differ.

Delivering building contracts in Colindale

Identify the authority on each side of the proposed operation

Brent places the Burnt Oak and Colindale growth area on its boundary with Barnet, including sites on the western side of Edgware Road. For an appointment near that corridor, record the building address and the complete extent of any scaffold, delivery or crane proposal. Confirm the responsible authority and landowner for each affected part instead of treating the Colindale name as a single application route. Allocate preparation of the necessary submissions before the method is priced. If the proposed footprint moves across a boundary, reassess those interfaces and retain the actual responses. The administrator can then distinguish a changed access assumption from an alteration to the permanent building works.

Separate residential handover from the commercial interface

Brent’s current Colindale account describes mixed-use developments combining homes with commercial accommodation. For work at an existing block, obtain its own management and occupation information before relying on a general description of the development. Define the relevant entrances, service routes, shared systems and areas that the contract includes. A commercial tenant’s fit-out and a residential common-parts package may have different decision-makers and completion requirements. Set out the interfaces in the tender schedule, including any access or commissioning dependency. Keep approvals and outstanding items attached to the correct scope when assessing handover. Completion of a neighbouring unit should not be used as evidence that the instructed block-wide obligation has been discharged.

Test an old public-realm proposal against the site today

The 2014 Colindale corridor plan proposes changes to crossings, street surfaces and movement along the A5. These are dated proposals, not evidence that each intervention has been delivered. Before a contractor relies on a particular unloading or pedestrian arrangement, obtain current site information and the relevant authority response. Show the intended route from the lawful unloading point to the workface, including any restriction created by adjoining operations. Attach unresolved matters to the activities they affect in the programme. If the route differs from the tender assumption, document the difference and proposed response. This provides a specific basis for the contract assessment without using a strategic drawing as construction permission.

Agree the boundary between successive construction packages

The corridor plan distinguishes the A5 frontage from larger retail and employment sites behind it. A Colindale appointment involving interfaces between buildings should identify precisely where its package ends: for example at a service connection, paved threshold or retained boundary. Obtain the relevant design information and the responsible parties’ agreed sequence before accepting a broad allowance for coordination. Record which contractor supplies, tests, protects and makes good each interface. If another project has not released the required area, ask for dated evidence and a workable proposal rather than assuming access from the wider regeneration timetable. Retain the assessment with the instruction, valuation or completion record to which that particular interface relates.

JCT tender preparation: Colindale

A Colindale tender should separate the actual inter-war house or later housing arrangement from the dated character study's area-wide examples. Show the main building, any side addition and the access controlled by the employer. Discuss the JCT form against the design responsibility and complexity of the work proposed. Require comparable quantities and a visible allowance for temporary protection rather than a generic renovation sum. Where an offer assumes a different repair extent or access through a neighbouring plot, resolve the design and permission questions before acceptance. The contract schedule should preserve the selected solution and its commercial effect at the relevant component.

Barnet’s May 2010 Characterisation Study distinguishes southern Colindale’s two-storey inter-war semi-detached houses and gardens from mixed mid-to-late-twentieth-century housing and cul-de-sacs further north. The Colindale description is on PDF page 122, printed page 120. It is a dated account of neighbourhood form, not a current development inventory, a report on an individual house or evidence that later regeneration work is complete.

For an older semi, identify the original house footprint and each subsequent addition. For a later flat, request records naming the actual block and phase. Where the property belongs to development after the study, its own construction and handover information is the relevant starting point.

A side or back extension can make it harder to see where the original building ends. Mark a changed roof junction or opening between the phases rather than describing the property simply as refurbished.

Request the construction and completion records corresponding to those changes. A certificate for a later boiler or window replacement should remain distinct from evidence about an enlarged opening.

For a newer apartment, obtain the documents that identify its building, completion phase and relevant common parts. Ask the managing contact which stair, exterior or service spaces can be viewed.

Record where earlier cracking or water entry occurred, when it was investigated and what work followed. For a garden house, distinguish an issue at the side extension from one at a garden retaining wall.

The neighbourhood ground account does not settle those questions. Supply the investigation findings and photographs that relate to the affected component.

Assess the obligations and interfaces in the actual building contract.

Does the 2014 corridor plan prove a delivery route is available today?
